STATEMENT OF WORK
VEHICLE TRACKING SYSTEMS FOR THE HAITIAN NATIONAL POLICE
1. Background
This procurement is specifically for GPS trackers for unarmored vehicles and Blue force tracking (BFT) systems for armored vehicles of the Haitian National Police (HNP). INL has recently supplied 100 unarmored vehicles to the HNP and assisted in the delivery of another 18 Mine- Resistant Ambush Protected (MRAP) vehicles. These vehicles are critical to allow the HNP’s mobility in combatting gang violence across Port-au-Prince and Haiti’s regional departments. As these vehicles become targets for gangs, GPS trackers and BFTs will support the HNP’s ability to track and recover stolen vehicles, as well as provide remote secure engine cut-off (SECO) functionality to disable vehicles and prevent loss.
Both the GPS trackers and BFT systems must not be easily removed or disabled by non-HNP technicians. The concealment of GPT trackers will prevent gangs from easily and removing the devices. These devices will be used in vehicles deployed for anti-gang operations, so their reliability in austere environments is a requirement. Contractors will also provide essential accessories to enable the use of GPS trackers and BFT, to include battery packs, cabling, memory cards, laptop terminals, and any required installation.

4. Blue Force Tracking Systems

5. Specialized Software
The specialized software must be user friendly, useable in austere environments, and the contractor must provide technical support for any software issues that may arise for a period of 12 months, and regular software updates afterwards. For sim card data services, the contractor must pay data services for the HNP’s use of GPS and BFT systems for 12 months.
6. Computers for Storage
The contractor must provide laptops for monitoring both systems. The PCs must meet the following specifications:
• OS: Windows 11
• Intel Core i5 CPU Processor or better
• 16 GB DDR3 1600 Memory
• 1TB SSD
• Ethernet Adapter
• Keyboard, mouse, and 19” monitor
7. Training
The contractor will provide training to HNP staff on proper usage of both GPS trackers and BFT systems. This training must provide the HNP with the in-house capacity to 1) manage both systems and troubleshoot basic software issues and b) train future HNP staff independently.
8. Guarantee of Conditions
The contractor must provide a 12-month warranty on all the above deliverables.
9. Period of Performance
All deliverables must be delivered to Haitian Post in Port-au-Prince by 8-May-2023.
