This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days in accordance with FAR 5.203(a)(2). Request for Quotation (RFQ) Number N66604-22-Q-0345.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase for twenty-one (21) PSL Pressure Sensing Hose Assemblies, Part Number JCM-14169-003. Due to critical interfaces with submarine launch platforms, the Closure Pressure Assembly needs to be procured from the same manufacturer that produces other integral parts of the All-Up-Round Simulators (AURS). These parts have been exclusively manufactured by Adel Wiggins Group – Preece.

This requirement is being solicited on an unrestricted basis. See Attachment #1, “Brand Name Specification” for more details. The Naval Undersea Warfare Center, Division Newport’s (NUWCDIVNPT) Office for Small Business Programs concurs with this determination.

NUWCDIVNPT’s requirement is listed below:

Description/Specifications

This procurement is for the manufacture of Pressure Sensing Hose Assemblies for the Tomahawk All Up Round Simulator (AURS) in support of the Block IV Virginia Payload Tube (VPT) program.

The contractor shall manufacture the hose assemblies in accordance with drawing package JCM-14169 Rev D Redlined 7 Feb 2020, HOSE ASSEMBLY, NON-METALLIC-CLOSURE PRESSURE.

Alternatively, drawing JCM-14169 Rev D with the following modification could be used:

From: CLEAN ASSEMBLY USING SOLVENT IN ACCORDANCE WITH MIL-C-81302 TY I OR TY II.

ALLOW TO AIR DRY FOR ONE (1) HOUR FOR COMPLETE EVAPORATION OF SOLVENT.

To: CLEAN ASSEMBLY USING SOLVENT IN ACCORDANCE WITH MIL-C-81302 TY I OR TY II. ALLOW

TO AIR DRY FOR ONE (1) HOUR FOR COMPLETE EVAPORATION OF SOLVENT. USE OF 3M NOVEC

7100 ENGINEERING FLUID IN PLACE OF MIL-C-81302 TY I OR TY II SOLVENT IS ALSO

ACCEPTABLE.”

In addition to the hose assemblies, the Contractor shall deliver a Certificate of Conformance, which shall include material validation/ certification documentation that all drawing requirements are met, in accordance with CDRL A001 (Attachment #2).

In addition to JCM-14169 Rev D Redlined 7 Feb 2020, HOSE ASSEMBLY, NON-METALLIC-CLOSURE PRESSURE, the following drawings are also applicable to this solicitation and available through the POC listed below:

Note: The technical specification drawings associated with this requirement are labeled Distribution D which means distribution is authorized to the DOD and US DOD contractors with a valid Joint Certification Program (JCP) certification. Only offerors with an active registration in JCP will be provided access to the technical specification drawings. Please visit http://www.dlis.dls.mil/jcp for further details on the program and registration. To obtain a copy of the technical specification drawings your account needs to reflect your JCP certification. The technical specification drawing package is uploaded to the site as an attachment with limited access by JCP certified companies only.

The North American Industry Classification Systems (NAICS) code for this requirement is 332912, which has a Small Business Size Standard of 1,000 employees or less.

Delivery Requirements

The required delivery date: 10 January, 2023

Note: Early delivery is acceptable, provided that all units are delivered by 10 January, 2023.

Quotes that cannot meet the required delivery date will be deemed technically unacceptable.

All products provided under this Contract Line Item Number (CLIN) must be delivered with a document certifying the products conform (Certification of Conformance) to the applicable Purchase Order (PO) requirements, including all invoked specifications, drawings, and any other requirements contained within the Purchase Order.

Marking Requirements

Mark in accordance with MIL-STD-130N

Packing and Preservation Requirements

Preservation, identification and packing requirements in accordance with MIL-STD-2073-1e w/ Change 1, as well as FAR 52.247.34.

Inspection and Acceptance

Final inspection and acceptance shall take place at destination by the receiving activity.

Testing

0001: Performance requirements (Qualification and Acceptance Tests) shall take place in accordance with Drawing

JCM-14169.

Serialization

Serialize in accordance with Note 2 of Drawing JCM-14169.

Minimum Requirements/Evaluation Criteria

1. P/N JCM-14169-003

2. Must meet all requirements in Description/Specification Section of this solicitation (no substitutions)

3. Lowest Price Technically Acceptable

Incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular, at the time of this notice.

Payment will be made via Wide Area Workflow (WAWF).

This solicitation requires active registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

Offers should include price and delivery terms and the following additional information: point of contact information (including phone number and email address) and contractor cage code.
