BRAND NAME SPECIFICATION

Closure Pressure Hose Assembly

PR #1300996124

DESCRIPTION OF REQUIREMENT:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Code 4512 is the Product Engineering branch of the Missiles / Precision Strike Division. Code 4512 is responsible for Simulator Design and Development as well as Tomahawk All Up Round Capsules Engineering.

This requirement is for non-metallic, Closure Pressure Hose Assemblies (Pressure Sensing Line, or PSL), P/N: JCM-14169-003 (Mfg. part #5164). The assemblies are an integral part of the Capsule Closure Assembly (CCA) found on the Tomahawk Capsule Launching System (CLS) All-Up-Round (AUR). The hose assembly connects between the CCA and the submarine missile tube, and is used to pressurize the CLS AUR while the AUR is tubeloaded. This part is manufactured by Adel Wiggins Group and has been used in the Tomahawk CLS AUR since 2000.

The PSL assembly consists of a rubber hose (P/N JCM-14170-003), which is attached to a Quick- Disconnect Coupling (JCM-14171-002), using a strap and an o-ring and is used to make the complete Pressure Hose Assembly. The PSL assembly is used for the All-Up-Round Simulators (AURS), which are being built to be used by the Naval Shipyards (General Dynamics Electric Boat and Newport News Naval Shipyards) during the construction/testing of the Virginia Class BLK IV Virginia Payload Tube (VPT) construction program, onboard the VA Class VPT submarines.

The Tomahawk program drawing JCM-14169-003 Rev D Redlined 7 Feb 2020 and the Specification Control drawings of JCM-14170 Rev F and JCM-14171 Rev E detail the specifications required for the manufacture of the PSL.

Functional Requirements:

1) The assembly shall withstand an internal pressure of 3.8 PSIG while maintained at temperatures of 120°F for a minimum of 6 hours.

2) The pressure drop across the assembly shall not exceed .004 PSIG when an external pressure of 120 PSIG and a flow rate of 800 ML/Min of air at 14.7 PSIA.

3) The assembly shall withstand an internal pressure of 75 PSIG for a minimum of 10 minutes without leakage or visual deformation.

4) The hose shall have a minimum bend radius of one (1) inch maximum.

5) The coupling shall be able to withstand 200 coupling and uncoupling operations without malfunction or excessive wear.

6) All specifications identified in the JCM-14169-003 Rev D Redlined 7 Feb 2020 and the Specification Control drawings of JCM-14170 Rev F and JCM-14171 Rev E must be met.

Per Dwg JCM-14171, Note 3: This coupling (or fitting) is manufactured by Adel Wiggins Group (Mfg.

P/N 5159-3), and is the only fitting that will mate with its counterpart (Mfg. P/N 5168) – which is located on the CLS AUR. Further, the fitting must pass performance tests in accordance with Dwg JCM-14171, Notes 4A, 4B, 4C, 4D, and 4E.

Due to critical interfaces with the submarine launch platforms, it is important to purchase the Closure Pressure Assembly from the same manufacturer that produces the other integral parts of the AUR. Parts used in the AURS need to be as close to the tactical Tomahawk AUR as possible and these parts have been manufactured exclusively by Adel Wiggins Group – Preece, for the tactical Tomahawk AUR. For consideration of using another vendor, the coupling half, P/N 5168 would need to be available for the vendor, and it must be ensured that the specifications for these tests in drawing JCM-14171 do not contain proprietary data owned by the Adel Wiggins Group.

The only alternative solution is for the Government to reverse engineer the product so it could meet all of the Government’s salient requirements. The Requiring Department estimates that in order to reverse engineer, test, and certify that the salient requirements are met would cost $50,000.00, with an estimated completion time of eight (8) months. This schedule delay would adversely impact NUWC’s ability to meet mission needs.

RESELLERS:

The required Hose Assemblies may be procured through Adel Wiggins or any of its authorized resellers.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Brand Name Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
