52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1) Technical Approach
a) The offeror shall provide a copy of licenses and certifications;
b) The offeror shall be a board certified psychiatrist or licensed clinical psychologist;
c) The offeror shall state all qualifications.
2) Past Performance
a) The offeror shall list five (5) examples of experience with workplace issues and references for each example;
b) The offeror shall state any potential Conflicts of Interest.
Technical and past performance, when combined, are are equally important. All evaluation factors other than Price, when combined are significantly more important than Price. Price will increase in importance as competing quotes approach Technical Approach/Past Performance equality or when it is so significantly high as to diminish the value of technical superiority to the Government.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
