STATEMENT OF WORK
COMMAND SECURITY DIVISION. CODE 105
MEDICAL & PSYCHOLOGICAL EVALUATION SERVICE
1. 0 BACKGROUND
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a naval research activity, operating under the direction of the Commander, Naval Sea Systems Command (NAVSEA). The NUWCDIVNPT Command Security Division (C105) and Security Management Office (SMO) provide a crucial and time-sensitive service for the processing of NUWC staff and contractors for facility access, access to classified national security information, and the continuous evaluation of these accesses. The Command Security Division supports continuous evaluation as part of the Department of the Navy’s Personnel Security Program. Personnel Security is a key component of the Division’s overall security.
As part of continuous evaluation, Department of Defense Consolidated Adjudications Facility (DoDCAF) requests psychiatric or psychological medical evaluations.
2. 0 SCOPE
This requirement is for in person or virtual psychological evaluations. The contractor shall conduct evaluations to determine if there are any emotional, mental health, or personality conditions or behaviors that impair the judgment, reliability, or trustworthiness of the employee to maintain eligibility for a security clearance, or assignment to a national security position. The Government estimates 6-10 evaluations will be required per year.
2. 1 FUNDING
This requirement will be funded using Overhead (OH).
2. 2 AUTHORIZED USERS
Code 10 is authorized to place overhead on this Task Order (TO) for Code 105 Security Division services provided throughout NUWCDIVNPT, its detachments, Headquarters, and offsite locations.

4.0 REQUIREMENTS
The following tasks shall be accomplished by the Contractor in accordance with the Applicable Documents in Section 3.0 and using Government Furnished Information (GFI) identified in Section 6.0.
4.1 Upon receipt of DoDCAF request provided as Government Furnished Information (GFI), the contractor shall conduct in-person or virtual Diagnostic and Statistical Manual of Mental Disorders 5th Edition, Text Revision (DSM 5-TR) diagnosis, prognosis, and a focused discussion regarding the individual’s reliability and judgment in light of their psychological condition(s). The contractor shall conduct the psychological evaluations based on the DoDCAF documentation provided as GFI, with an emphasis on whether the Subject has a condition that could cause a defect in their judgment and/or reliability. When not virtual, the contractor shall conduct the evaluations at a contractor provided location within 60 miles of NUWCDIVNPT, as calculated by Google Maps. For virtual appointments, contractor must comply with the following requirements:
1. The medical professional must follow all regulations and laws regarding licensure and professional standards pertinent to the delivery of telemedicine.
2. The medical professional must ensure that he/she is familiar with the APA guidelines and DoD recommendations for telemedicine/telemental health.
3. The evaluation platform/program being used must comply with all relevant privacy regulations (e.g., HIPAA, DoDM 6025.18) pertinent to telemedicine.
4. The telemedicine assessment must include simultaneous visual and audio interaction.
5. The video/audio connections and resolution must allow the evaluating medical professional to see nonverbal signs/communications in the face and head of the individual, and allow the medical professional to clearly understand the individual’s responses.
6. The video/audio connection must maintain quality and fidelity throughout the evaluation.
7. The medical professional must positively identify the individual prior to the start of the assessment.
The contractor shall conduct this evaluation within fourteen (14) calendar days of receipt of GFI. Within seven (7) calendar days of conducting the evaluation, the contractor shall document findings and deliver a report in accordance with CDRL A001 (DI-MISC-80508B).
In the report, the contractor shall document professional assessment of the Subject’s current mental status and relevant behavioral observations.
NOTE:
The contractor, a clinical psychologist or board-certified psychiatrist, shall not release the information to the Subject or anyone other than the Government requestor, and the information shall not be copied or retained in the contractor’s files.
5. 0 GOVERNMENT FURNISHED INFORMATION (GFI)
The following Government Furnished Information (GFI) will be made available under this order N66604-22-P-0631:
5.1 DoDCAF Documentation - The Government will provide the psychiatrist or licensed clinical psychologist with documentation that defines the concerns raised by the DoDCAF associated with the Subject(s), on a case-by-case basis.
6.0 QUALITY SURVEILLANCE AND PERFORMANCE STANDARDS
The Government will conduct quality surveillance via review of technical reports. Contractor performance will be evaluated in the areas of technical quality, schedule/timeliness, management, and regulatory compliance as follows:
Technical Quality: The government will evaluate technical quality in accordance with the
DSM 5-TR;
Schedule/Timeliness: The government will evaluate the contractor’s ability to meet required milestones and delivery schedules;
Management: The government will evaluate the contractor’s ability to integrate and coordinate all activities needed to execute the contract;
Regulatory Compliance: The government will evaluate the contractor’s compliance with the terms and conditions of the order relating to applicable regulations and codes.
