IFBP04141600001

SF-30 Block 14 Description of Amendment

The purpose of Amendment 0002 is to incorporate into IFBP04141600001 the following responses to questions submitted by contractors:

1.) Question: Will the communications duct bank interface with an existing communications duct external to the warehouse or will the contractor be required to bring the communications ducts into the warehouse? If the requirement is to penetrate the warehouse envelope, will that penetration be through an exterior wall or through a concrete floor?

Response: The Contractor is responsible for bringing (1) 4” conduit with (3) 1-1/4” innerducts to the warehouse to for a communications network link to the existing network. New 4” conduit shall go underground from Data/Phone Room 111 to the exterior wall of the warehouse, turn vertical at the outside wall of the warehouse, and be capped at approximately 18” above finished grade. The owner will rout the conduit from this point into the warehouse as necessary, and install all communications cabling. The Contractor shall field verify this work to coordinate the exact location of the vertical rise position with the owner, prior to commencing work.

2.) Question: Detail 6/A310 shows masonry interior wall to be braced to deck above. The wall is type M1 as noted on

A501. The metal bracing requirements are not provided. Please provide bracing requirements such as type of bracing, size of bracing, and CMU block embed attachment.

Response: Provide 3”x3”x 1/16” diagonal steel angles at 4’ o.c. from top of wall to underside of deck. Alternate diagonal each brace. Attach using (3) #12 screws through 12 ga clip angle into deck and (3) #12 screws through angle leg into 12 ga clip angle. Attach to top of masonry wall using 12 ga clip angle and (3) #12 screws through angle leg into clip angle and (2)

3/16” tapcon masonry fastener screw through clip angle to masonry.

3.) Question: Will the mobile trailer between the warehouse and the communications tower remain in its current location or is it to be moved. If it is to be moved, will the Government move it or will it be a contractor responsibility.

Response: Yes, the small wheeled trailer between the warehouse and communications tower is moveable; and the institution will relocate this trailer as necessary for the construction work.

4.) Question: In the General Notes, it states that the Contractor is responsible for field location of the existing utilities.

It further identifies that the contractor is to notify the Utility companies, the Government and Missouri Call One system 72 hours prior to any excavation. Will Missouri Call One provide services on Federal property and make contact with the appropriate Utility companies?

Response: The Contractor is responsible for having the utilities located, whether it is by MO One Call or a private contractor. Utility locations are necessary to perform the work and the Contractor is responsible for locating them. The institution has used MO One Call in the past to locate utilities on institution grounds that are outside the secure perimeter of the institution.

5.) Question: Where is the expected installation location of the new sectionalizer? On which side of the existing walk will it be located?

Response: The exact location of the new sectionalizer shall be coordinated with the BOP COR. The new sectionalizer will need to be placed directly over the existing 13.2 kV medium voltage line in the approximate location shown on sheet ES100.

The new location shall not impede working clearances of the existing transformer or other equipment in that area. Location of this equipment shall be coordinated with the location of existing utilities and the most logical routing.

6.) Question: What will the Government requirements be for shutting down the primary power to the existing system in order to tie in the new sectionalizer?

Response: The Contractor shall investigate the internal switching components of the existing Transformer “TX-32” to determine if a full shutdown of this unit is needed in order to tie-in without a full shutdown of the 13.2 kV feed. Shutdown procedures, if necessary, shall be coordinated with the BOP COR; and shall be coordinated as stated in Section 01 31 13

Project Coordination and Section 26 00 10 General Electrical Requirements.

7.) Question: Can the Government define the conditions for acquiring temporary power including location of access point, single or three phase and amperage available?

Response: Three Phase or Single Phase can be provided at the southwest corner of the Warehouse, with a voltage of

120/208.

8.) Question: What provisions will be made for the contractor to tap into the existing water supply in order to provide for a temporary water supply?

Response: The institution will provide the water supply for the job site. The institution Facilities Department will ensure, within reason, the Contractor has whatever provisions they require; for example, an in-ground frost freeze hose bib.

9.) Question: On page 14 under Safety & Accident Prevention it states the following: (a) “Conform to the specific safety requirements established by this contract:” (b) “Comply with the safety rules of the Government institution that concern related activities not directly addressed in this contract.” We were unable to find any specific contract requirements in the document. Can the Government define the conditions as they relate to these clauses or can the Government direct us to the location of these conditions?

Response: Conformance with OSHA guidelines and safety standards normally practiced on a construction site.

10.) Question: On page 9 of the solicitation, it notes “Unsafe Conditions Due to the Presence of Hazardous Materials”.

Is the Government aware of any Hazardous Materials that may be present where any of the work will take place? If so, are there any specifics that would define what types of hazardous materials we may encounter? Will there be any soil testing/sampling or any known abatement required in the existing warehouse facility.

Response: There are no known hazardous materials that would affect this construction project. The MCFP Springfield

Facilities Department has in place a designated HAZMAT Coordinator onsite to resolve any issue that may arise. The existing Warehouse building has no asbestos, and no hazardous materials were noted in the Geotechnical report by Terracon.

11.) Question: On Page C100 under Erosion Control, it is noted that the contractor is responsible for Temporary erosion control. It also states that the Federal Bureau of Prisons will establish the permanent erosion control. Will the contractor remove the silt fences at the conclusion of the construction and demobilization or will the silt fences be left as a protection until the permanent erosion control is established?

Response: The silt fence shall remain in place until the owner establishes a permanent erosion control solution.

12.) Question: The MSDS submittal requirements state that “MSDS shall be provided prior to the work start date for inspection by the Safety Office”. While we will know most of the products that will be used on the project prior to initiation, will there be an in-process submission opportunity in the case of an unavoidable product change or addition?

Response: The submittal of MSDS for a substituted product is covered in Section 01 25 00 Substitution Procedures, items

1.4 and 2.1. This states that the Contracting Officer (CO), Contracting Officer’s Representative (COR) and the A/E shall receive a MSDS for consideration. The COR will pass the submitted MSDS submittals on to the institution Safety Office.

Only the MSDS for products specified can be submitted prior to the work start date, and others will have to be submitted as substitutions arise for cause or convenience.

13.) Question: The tool custody requirements states that “all tools will be inventoried intermittently to ensure accountability. Contractor must report any lost or broken tools immediately to the Contracting Officer Representative”.

What process will be used to account for the disposal of perishable tooling such as saw blades, drill bits etc. during the course of the construction?.

Response: The Contracting Officer’s Representative (COR) will provide an on-site accountability system for these items;

with the intent of ensuring that disposable and perishable tools (drill bits, saw blades, etc…) are accounted for by the

Contractor and regularly removed from the job site. The institution’s Tool Room Officer will also provide periodic oversight and provide assistance and support of this task.

14.) Question: A Girt system is specified as support for the exterior metal panels. There are no details in the drawings showing the girt system or the method of attachment. Will the Government provide clarification documents to define the system and attachment method?

Response: The girts and method of support and attachment shall be specific to the system chosen from the options in the specifications. These issues will be submitted and reviewed by the Contractor in the form of shop drawings from the vendor during the construction process.

15.) Question: The drawings calls out rigid insulation panels that are applied to the exterior block wall within the wall cavity created by the girt and panel system. Is there a preferred method of attachment for these insulation panels?

Response: A friction fitting where the panels are held tight by the metal framing is ideal, though adhesive may be an option.

16.) Question: In room 116, the open structure is to be painted per the paint schedule on sheet A611. Will there be a requirement to paint the exposed supply and exhaust ducting in this area? If that is required, will the paint specification and color be the same as is denoted on sheet A611?

Response: Yes, the ductwork shall be painted the same color as the exposed structure. Care must be taken to not paint labels and controls that must remain legible or paint free.

17.) Question: Will any contractor paid third party inspections be required for any portion of this project?

Response: Yes, see sheet S000 for inspection notes.

18.) Question: Are there any requirements for contractor paid third party commissioning of the electrical, mechanical or plumbing systems?

Response: No

19.) Question: Wall types F5,M4, and M6 are shown on the drawings but are not shown on the partition types on sheet

A501 please advise.

Response: Wall Type M6 denoted on the floor plan shall read M3. Wall Type M4 denoted on the floor plan shall be removed. The Wall Type M4 designation points to the exterior wall; and all exterior conditions are covered by the building and wall sections. Wall Type F5 denoted on the floor plan shall be removed. The Wall Type F5 designation points to a wall already referenced in wall section 5/A311.

20.) Question: Note # 5 on sheet A501 talks about fire rated wall but the partition legend does not label any walls as fire rated. Please advise.

Response: There are no fire rated walls. This is a general note.

21.) Question: If there are fire rated walls, there are not fire stopping details shown.

Response: There are no fire rated walls.

22.) Question: The Electrical and plumbing drawings show wall packs, card readers, frost freeze wall hydrants, etc. The

MEP drawing notes give some information but the building elevation drawings do not show them at all. Please advise.

Response: Hose bibs shall be at 16” above finished floor, card readers are to meet ABA guidelines for reach, approach and maneuvering clearance. SFS will coordinate mounting and installation heights for devices with the Contractor.

23.) Question: The finish schedule sheet A611 calls out for ACT-1 ceilings in the restrooms but note # 2 on sheet A104 calls for moisture resistant drywall, which is correct?

Response: Ceilings are to be ACT-1 per the reflected ceiling plan and the finish plan.

24.) Question: Will delivery drivers be required to have back ground checks?

Response: Delivery drivers will not be required to complete background checks, as long as they are making a delivery and leaving the work site promptly.

25.) Question: What is the steel thickness of the 4x4 tube columns shown on sheet A612 detail # 2?

Response: 1/8” thickness for 4x4 and 4x6 tubes at this location. In addition, at Detail 2/A612, the word “option” is used at several notes, and this shall be removed.

26.) Question: What is the TOF elevation for the 4 vestibule steel columns?

Response: Per sheet S100 plan and detail 9/S200 the TOF is 99’-0”.

27.) Question: What are your thoughts on waiving the AISC certified steel fabricating shop? We only have one steel fabrication shop in the area that has their AISC certification. We would still have the AISC certified erectors install the steel.

Response: See Special Inspections on sheet S000 and the steel specifications. In lieu of an AISC plan certification a special inspector can be hired (by Steel shop or Contractor) to perform all the fabrication inspections and provide Quality Assurance for ALL the steel that is fabricated. Refer to sheet S000 and AISC for any additional information on shop fabrication QA process. AISC certified erectors are required regardless.

28.) Question: A contractor requested the BOP specify whether a quartz product is required as stated in the resinous flooring scope or a flack product as stated in the finish schedule.

Response: Per the specifications the design is based on Tnemec Deco Fleck, a urethane based built-up system. The aggregate used shall be per the specification.

All bidders shall follow the instructions in block 11 on page 1 of this amendment (Standard Form 30) for acknowledging receipt of this amendment. If choosing option (b) from block 11, utilize block 19 on page 2 of the solicitation document (Standard Form 1142). The date entered in block 19 for each amendment should match the date reflected in block 3 of each respective amendment.
