REPLACE ELEVATOR BUILDING 2
PROJECT 4A6C
SCOPE OF WORK
This project is located at the Federal Medical Center, Rochester, Minnesota. All work associated with this project is located within the confines of the secure perimeter and within Building #2.
The contractor shall supply labor, equipment, and materials required to remove the existing electrically operated traction elevator located in Building #2, and install within the existing hoist way and equipment room (to be provided by FMC Rochester) a new hydraulic elevator with all necessary ancillary equipment.
As an integral part of this contract the contractor shall supply labor, equipment and materials necessary to ensure the existing hoist-way meets current elevator code requirements.
The new unit shall be of the hydraulic passenger elevator type with a minimum load capacity of 5000 pounds and be controlled by microprocessor technology. This system shall incorporate nonproprietary equipment with a single stage cylinder. The elevator shall service the basement level, first floor, and second floor with a single opening car.
The equipment room shall be located in the basement’s mechanical room adjacent to the existing elevator hoist-way. The hydraulic lines and control circuitry shall be installed above the finished ceiling. Control circuitry shall be installed in EMT conduit and all hydraulic lines shall be properly rated steel lines. The contractor will install all electrical boxes and piping for hall push-button stations and floor indicators.
Contractor will be responsible for marking the correct location of all electrical boxes for hall push button stations and floor indicator on second landing.
All work shall be per Minnesota Rules (Chapter - 1307), Uniform Building Code, NFPA 101, Life Safety Code, ASME A17.1 - 1996, and the Uniform Federal Accessibility Standards (UFAS)
The Government shall provide the following items:
Suitable machine room with access and ventilation with concrete floor. Temperature in machine room to be maintained by HVAC equipment between 60 and 100 degrees Fahrenheit. Ventilation needs shall be provided to meet the heat load requirements.
A fused disconnect switch or circuit breaker for the elevator per the National Electrical Code with feeder or branch wiring to controller. Size as shown on Elevator shop drawings.
Suitable lighting and convenience outlets in machine rooms with light switches located within 18" of strike side of machine room door.
Convenience outlet and light fixture in pit with switch located adjacent to the access door.
All electric power for light, tools, hoists, etc., during erection, as well as electric current for starting, testing, and adjusting the elevator.
Two "normally open" auxiliary contacts on the main line disconnect switch located in the elevator machine room for the battery operated emergency lowering feature.
The owner will open ceiling areas needed to run EMT conduit for electrical and hydraulic lines. The owner will repair all openings that were used for electrical and hydraulic lines. The owner will remove old electrical boxes and repair wall surfaces. The owner will also cut new sites for the contractor after they have marked the correct location for all hall push button stations and floor indicator on second landing.
The owner will repair wall surfaces after the contractor installs the needed electrical boxes.

GENERAL:
This Specification describes the complete installation of an oil hydraulic type elevator and equipment, to be installed in existing hoist-way upon removal of existing elevator.
The contractor is responsible for demolition and removal of all existing elevator equipment.
Necessary shop drawings covering the elevator installation and hoist-way are to be provided by the Elevator Contractor. No work shall commence before these drawings are approved by the Government.
RELATED WORK:
Properly framed and enclosed legal hoist-ways, including venting as required by the governing code or authority. The contractor shall be responsible to ensure that the existing rails are adequately braced.
Additionally, the contractor shall be responsible to install hoist-way venting as required by ANSI 17.1 and
NFPA.
Guarding and protecting hoist-ways during construction: The protection of hoist-ways shall include solid panels surrounding each hoist-way opening at each floor, a minimum of 48" high. Hoist-way guards to be erected, maintained, and removed by others.
Contractor Provided
MANUFACTURERS:
A Single source: Provide all elevator components from a single manufacturer.
Provide each type of elevator component from a single manufacturer to ensure compatibility with all other parts in the elevator system.
INSTALL ELEVATOR BUILDING #2

INSTALLATION WILL BE IN ACCORDANCE WITH THE FOLLOWING DETAILS AND
CONSIST OF:
QUANTITY AND TYPE - One (1) Hydraulic Passenger Elevator
CAPACITY- 5,000 Pounds SPEED- 80 feet per minute minimum up and down TRAVEL- Basement floor to second floor.
LANDINGS- three (3) OPENINGS- Three (3) in line on east side OPERATION- Selective collective PLATFORM SIZE- Approximate size 100" front to rear, 67" wide. It is the responsibility of the contractor to field measure the elevator shaft to ensure new platform size will match as close as the existing elevator platform.

SIGNALS
Illuminating Car and Hall Push Buttons, Basement Level, Car Position Indicator, and list hall position indicator on second landing (ground Level), Hall Lanterns. (Vandal Resistant Type)
ADDITIONAL FEATURES
Emergency Fireman's Service Phase I and II and Low Oil Control.
Automatic Lowering in the event of Power Failure.
POWER UNIT:
A Power Unit, specifically designed and manufactured for this service, shall be furnished. It shall include a constant displacement rotatory screw type pump, motor, oil reservoir, hydraulic control unit, fill strainer, tank strainer in the suction line, oil level gauge and drip pan. The power unit shall be located across the hoist-way below the first landing, at the basement level pit.
VALVES:
Control valves including safety check valve, up direction valve with high pressure relief including up leveling and soft stop features, lowering valve including down leveling and manual leveling feature shall be mounted in a compact unit assembly. Control valves shall be solenoid operated and designed to open and close gradually to give smooth control. All valves shall be readily accessible for adjustment. Isolation valves will be placed at the jack in the pit and at the power unit in the equipment room.
AUTOMATIC TWO-WAY LEVELING:
An automatic two-way leveling device shall be provided so that the car shall approach landing stops at reduced speed from either direction of travel. The leveling device shall, within its zone, be entirely independent of the operating device and is designed to automatically stop and maintain the car approximately level with the landing, regardless of change in load.
PLUNGER:
The plunger shall be accurately ground and polished seamless steel. The bottom of the plunger shall be fitted with a heavy steel disc welded in place and provided with a suitable extended edge to provide a positive stop designed to prevent the plunger from leaving the cylinder. The top of the plunger shall be provided with an internal welded steel disc drilled and tapped for fastening plunger to the car platen plate.
CYLINDER:
The cylinder shall be machined from steel pipe with a machined steel flange at the upper end and a heavy steel dished bulkhead welded in the lower end. The cylinder shall be provided with a suitable steel fitting for connecting to oil line and with an air bleeder. Heavy steel brackets suitable for mounting to elevator pit channels shall be welded to the cylinder. A safety bulkhead is provided in the cylinder, designed to safely lower the car in the event of failure of the bottom cylinder head.
PACKING GLAND:
A steel packing gland with bearing, wiper-ring and packing specifically designed for hydraulic elevator service shall be provided. An oil collector ring and drain hole shall be furnished.
HYDRAULIC MUFFLER:
A muffler shall be provided in the oil line near the power unit. The muffler shall be designed to reduce pulsation and noise that may be present in the flow of the hydraulic fluid.
HYDRAULIC LINES
Hydraulic lines installed at the ceiling level shall be steel piping that satisfies the requirements of Rule 1302 of ANSI 17.1. The piping installed above the ceiling shall be a minimum of schedule 40.
Connections shall be in compliance with the requirements of ANSI 17.1. The hydraulic lines shall be frequently labeled as to their contents and purpose.
PLATEN PLATE ISOLATION:
The platen plate shall be mounted on suitable sound dampeners designed to isolate the platen plate from the car frame.
POWER UNIT ISOLATION:
The power unit shall be mounted on vibration dampeners designed to isolate the unit from the building structure.
GUIDE RAILS:
Contractor will inspect present rails and retain unless they are found to be beyond acceptable operating specifications. Contractor to install additional rail mounting brackets if required by the Elevator Code.
CAR GUIDE SHOES:
The top and bottom of the car frame shall be provided with suitable slide guide shoes.
BUFFERS:
Spring buffers shall be provided in the elevator pit.
LOW OIL CONTROL:
A low oil control feature shall be provided designed to automatically cause an up traveling car to descend to the lowest terminal landing if the system does not have a sufficient reservoir of oil. The car and hoist-way doors shall automatically open at the lowest terminal landing to permit passenger egress. The doors shall then automatically close and all control buttons, except the Door Open button in the car operating panel, shall be made ineffective. The oil reservoir shall be refilled before the elevator is returned to service.
CONTROLLER:
Main controls shall be of the microprocessor type, nonproprietary equipment. The Controller shall be designed with safe guards to prevent damage to the motor from overload or excess current and to automatically cut off the power supply and bring the car to rest in the event of the operation of any of the safety devices. The controller shall be enclosed in a NEMA 1 sheet metal cabinet with louvered door, designed for floor or wall mounting.
SELECTIVE COLLECTIVE OPERATION:
Pressure upon one or more Car Buttons will send the car to the designated landings in the order in which the landings are reached by the car, irrespective of the sequence in which the buttons are pressed, provided the hoist-way door interlock and car door switch circuits are completed. During this operation, the car will also answer calls from the landings which are in the prevailing direction of travel. Each landing call will be canceled when answered.
Pressure upon a Hall Button at a floor above the car location will cause the car to start up and answer any Up calls as they are reached by the car irrespective of the sequence in which the buttons had been pressed.
If no further Car or Up Hall calls are registered, the car will reverse its direction preference for response to Car Calls or Down Hall Calls.
The car will start Down to answer calls below the car and will not stop where Up calls only are registered.
When traveling Up, the car will reverse at the highest call and proceed to answer calls below. When traveling Down, the car will reverse at the lowest call and answer calls above it should both an Up and a Down call be registered at an intermediate landing, only the call corresponding to the direction in which the car is traveling will be canceled upon the stopping of the car at the landing. Terminal limit switches will be provided in the hoist way designed automatically to stop the car at or near the closest terminal landing.
MAIN CAR OPERATING STATION:
An applied main car operating panel shall be furnished. Panel shall contain a bank of mechanical illuminated buttons marked to correspond to the landings served, an emergency call button, and emergency stop button, door hold open and door close buttons. Switches for lights, fan and photo cell cutoff service shall also be located in the car operating station. All elevator control buttons shall operate on low voltages at the car.
CAR POSITION INDICATOR:
A digital car position indicator shall be installed above the car door and at the second landing (ground level). The position of the car in the hoist way shall be shown by the illumination of the indication corresponding to the landing at which the car is stopped or passing. A direction of travel indicator will be located within the car on the door strike or within the position indicator.
HALL LANTERN:
Hall lanterns with gongs shall be provided at all floors. Single lanterns shall be furnished at terminal landings and up-down lanterns at intermediate landings. As soon as the car has reached a predetermined distance from a landing and is set to stop at the landing, the corresponding hall lantern shall be illuminated and the gong shall sound once for the up direction and twice for the down direction whether the hall button has been pressed or not. The lantern shall remain illuminated until the car has left that landing. The car will have car riding lanterns inside.
EXHAUST FAN:
A single speed exhaust fan shall be installed in the car.
EMERGENCY CAR LIGHTING:
An emergency power unit employing a sealed rechargeable battery and totally static circuits shall be provided that shall illuminate the elevator car and provide current to the alarm bell in the event of normal power failure. The equipment shall comply with the requirements of the ANSI/ASME Code.
HALL BUTTONS:
At each terminal landing, a single push button shall be provided for direction desired. Key switch for security operation for both directions will be provided. A button fixture shall be provided containing "UP" and “DOWN '' push buttons at intermediate landing. All elevator control buttons shall operate on low voltages at the hallway.
When the call is registered, that button shall become illuminated and remain illuminated until the call is answered.
SECURITY OPERATION:
A two position key switch shall be provided in the Hall. When switch is activated, all car and landing push buttons shall be rendered inoperative. Under this operation hall calls shall be registered by means of landing key switches and car calls by means of the key switch in the car panel and pressure upon the appropriate floor button.
Restoration of the hall panel key switch to the original position shall return the elevator to normal operation. The change over key will be of a different pattern than the operating keys. All push buttons and lanterns are to be of the Vandal Resistant Type in both car and halls.
KEY SWITCHES:
All key switches will be provided by the owner and installed by the contractor.
SIGNAL FACE PLATES:
The signal faceplate covers shall be stainless steel #4 satin.
HOIST WAY VENTILATION:
Hoist-way ventilation shall be in accordance with Minnesota Rule 1307.0055 sec. 5110. The area of the vent shall be not less than 32% of the area of the elevator hoist way (66 sqft.) or 2 sqft. The vent shall be installed in such a manner that it is normally closed. Operation shall be from a keyed switch located on the first floor elevator lobby. The switch shall operate the shutters between an opened or closed position. An indicator light shall be placed above the keyed switch and operated through a position indicator switch placed on the shutters. The light shall be lit when the shutters are in an open position. This work will be done by the owner in coordination with the contractor during the installation of the new elevator.
SPECIAL EMERGENCY SERVICE PHASE I:
Emergency operation to return the elevator(s) to a designated floor by means of a key operated switch in the lobby shall be provided in compliance with current ANSI/ASME A17.1 Code. Section 211.3. A fixture for the key switch to initiate Special Emergency Service shall be furnished and installed on the second landing (ground floor).
Heat and smoke or products of combustion sensing devices are to be furnished by the owner. This work will be done by the owner in coordination with the contractor during the installation of the new elevator.
SPECIAL EMERGENCY SERVICE PHASE II:
In car control of each elevator during the emergency operation, by means of a key switch in the car shall be provided. Operation shall be per Section 211.3.
SMOKE DETECTION:
The owner shall provide and install smoke detection in the elevator lobbies and shafts as required by ANSI
17.1. The owner will install these smoke detectors such that they interface with the elevator controller for Special Emergency Service Phase I operations and the existing smoke detection system. This work will be done by the owner in coordination with the contractor during the installation of the new elevator.
CAR ENCLOSURE:
The car enclosure shall be as following:
1. Ceiling: gauged steel to meet code painted white
2. Front Return Wall: Stainless Steel #4 Satin Finish
3. Shell: 5WL Rigidized Stainless Steel
4. Base: Stainless Steel #4 Satin Finish
5. Entrance Columns: Stainless Steel #4 Satin Finish
6. Transom: Stainless Steel #4 Satin Finish
7. Car Door: Stainless steel #4 Satin Finish
8. Car Sill: Extruded aluminum 9 Handrails: Stainless Steel on Side Walls.
10. Lighting: Fluorescent Lighting mounted above translucent panels in suspended ceiling.

CAR FRAME AND PLATFORM:
The car frame which supports the elevator platform and enclosure shall be made of structural steel members. Platform shall consist of a steel frame filled with a suitable sub-flooring and finished tiled floor.
Underside of platform shall be properly fireproofed.
HOIST WAY ENTRANCES DOORS:
New Hoist way hatch doors which include new door tracks, rollers, and door locking assemblies shall be horizontal two speed opening type and shall be provided at each hoist-way opening. The doors shall close with a maximum force of 30 pounds to stop. The doors shall be such that no pinch points are accessible to the occupants or individuals in the elevator lobby. Each entrance shall have a clear opening of 46" wide x 84" high. The entrances shall include unit frames, flush design door panels, sight guards, extruded aluminum sills, strut angles, headers, hanger covers, fascia plates, toe guards, dust covers and necessary hardware.
Finishes shall be as follows:
Frames: Use Existing Door Panels: Stainless Steel #4 Satin Sight Guards: Stainless Steel #4 Satin
Fascias, hanger covers, toe guards and dust covers shall have manufacturer's standard enamel finish.
Structural members shall have prime coat finish.
MASTER DOOR OPERATOR:
A Master Gearless Door Operator with direct current motor shall be provided to open and close the car and hoist way doors simultaneously. Door movement shall be cushioned or checked at both limits of travel.
An electro-mechanical interlock shall be provided on each hoist-way door to prevent the operation of the elevator unless all doors are closed and locked. An electric contact shall be provided on the car door to prevent the operation of the elevator unless the car door is closed.
The door operators shall be arranged so that, in case of interruption or failure of electric-power from any cause, the doors can be readily operated by hand from within the car. Emergency devices and keys for opening the doors from the landing shall be provided as required by the local code.
The doors shall open automatically when the car is leveling at the respective landings, and shall close after a predetermined time interval or immediately on pressing a car button. A "Door Open" button shall be provided in the car, the momentary pressing of which shall reopen the doors and reset the time interval.
DOOR EDGE PROTECTIVE DEVICE:
The car door shall be provided with a protective device extending the full height and projecting beyond the front edge of the doors. This device shall be an Infra-Red type extending from floor to top of entrance. It automatically causes the car and hoist-way door to return to the open position. The doors shall remain open until the expiration of a time interval and then close automatically.
DOOR HANGERS AND TRACKS:
New door tracks, rollers, door locking assemblies and hangers shall be provided for each car and hoist way door. Tracks shall be of bar steel with working surface contoured to match the sheaves. The hangers shall be designed for power operation and have provisions for vertical and lateral adjustment. Hangers NG:
All exposed metal work finished in these Specifications, except as otherwise specified shall be properly painted as work of this section after installation. All structural parts shall be finished with a rust inhibiting paint.
CONTRACTOR QUALIFICATIONS:
The elevator contractor shall be a licensed installer.
PERMITS AND INSPECTIONS:
Obtain and pay for necessary state inspections and permits as required; also make tests as called for by the regulations of such authorities. These tests shall be made in the presence of the authorized representatives of such authorities.
OPERATING MANUALS:
Two (2) bound maintenance manuals containing operating and maintenance instruction, emergency information, a sequence of operations, a spare parts list and similar information shall be furnished to the owner.
TRAINING:
Successful bidder will provide technical training of at least eight (8) hours of specialized training on maintenance, emergency repairs, and operations of the entire system.
