QUESTIONS AND RESPONSES
FCI MEMPHIS – REPLACE TRANSFORMER
PROJECT 1B3X QUESTIONS
SOLICITATION IFBP01111600001
AS SUBMITTED BY: EATON CORPORATION
1. For the 5 Past Performance Questionnaire (PPQ)’s: Will BOP evaluate the experience of the offeror and any significant subcontractors/ teaming partners, or must all 5 be solely reflective of the offerors experience?
CLARIFICATION: The BOP will only evaluate experience of the reflective offeror, as they are the firm that must be determined responsible for contract award. JB
2. Will BOP accept previously completed government issued PPQ form’s that are submitted directly to BOP by the customer and completed in the last 24 months?
CLARIFICATION: No. The information required must be current and dated during the requirement period. JB
AS SUBMITTED BY: GROT INCORPORATED
1. The scope of work does in the summary does not list the Arc-Flash Fault Current study specifically as an included item. Should this be included in the quotation?
CLARIFICATION: YES. All items in the drawings and specifications are included in the project scope, whether or not mentioned in the summary. To make the summary all-inclusive would eliminate the need for the rest of the bid documents. CKB
2. The specifications call for an Arc-Flash Fault Current study to be performed.
(all work will comply with all NEC and current building codes) Will the specifications overrule the scope of work?
CLARIFICATION: The statement that the work must comply with NEC and current building codes does not mean that other requirements in the Contract Documents, which may exceed these standards, are not applicable. All requirements included the drawings and specifications are included in the project scope. CKB
3. The current Arc-Flash data on existing equipment is 3 years old. Will it be possible to transfer the old data to the new equipment without the full Arc-Flash Fault Current study being performed?
CLARIFICATION: No. CKB
4. The existing generators are abandoned in place. Will they be removed by others in time, before the old indoor transformer will need to be removed?
CLARIFICATION: No. As indicated in the documents, the transformer cabinet is not being removed. Internal components are being removed from it, and the cabinet is being re-purposed, essentially as a junction box. CKB
5. Did this project bid before this current solicitation?
CLARIFICATION: Yes.
6. If it bid before, given that this is a critical, failing system, why did it not get awarded?
CLARIFICATION: It was not in the best interest of the Government.
AS SUBMITTED BY: NATIONAL ELECTRIC SYSTEMS, INCORPORATED
1. Per specification section 261213 Liquid-Filled, Medium-Voltage Transformers – Part 2 – Products – 2.1: It states “Manufacturers offering products that may be incorporated into the work include, but are not limited to the following”: Square D by Schneider Electric, Eaton & Cooper Industries.
My question is: Do we need to submit prior to bid, substitutes for equipment manufacturers listed?
CLARIFICATION: No. Once the contract is awarded, the awardee will be responsible to submit equipment for approval. See the Provision entitled “Name Brand Or Equal” in the solicitation.
