CNTPO FORWARD LOGISTICS SUPPORT

CONTRACTOR QUESTIONS & GOVERNMENT ANSWERS

1. There are three references to a permanently affixed wall / foot locker, permanently affixed metal lock box for valuables and a permanently affixed lockable storage cabinet with shelves (3.1 Living Quarters). Is the government requesting one storage set (set meaning: 1 wall/foot locker, 1 permanently affixed metal lock box, and 1 permanently affixed lockable storage cabinet) per room?

In each set of living quarters (bedroom/bathroom/living/work area) should have a lockable wall or foot locker that cannot be taken away (permanently affixed) as well as a smaller locker/safe type of box for the occupant to store valuables up to the size of a laptop computer. In the office space to be provided (can be a communal shared office space) within the same area as the living quarters there should also be a lockable wall or foot locker (permanently affixed).

2. Pricing spreadsheet: How does the USG define “labor” and what falls within the “labor” section?

If it is the offeror’s intent to charge any type of labor within their proposal, then that falls within the labor section which should include the labor category, estimated hours per period of performance, the hourly rate and the total cost. The hourly rate should include all overhead costs for personnel to be charged on this contract (insurance to include DBA, any cell phone communication devices and vehicle leasing that would be deemed reasonable).

3. Pricing spreadsheet: Where can the “skill level Ref #” be found for labor categories?

This column is not required. Please disregard the Skill Level Ref. # column. A new spreadsheet has been prepared and posted as an amendment to FedBizOps and ITSS.

4. Pricing spreadsheet: How does the USG define the difference between contract and proposed rate?

Please disregard this as well. A new spreadsheet has been prepared and posted as an amendment to FedBizOps and ITSS.

5. Pricing spreadsheet: How does the USG define what “site” references under the labor section?

Please disregard this as well. A new spreadsheet has been prepared and posted as an amendment to FedBizOps and ITSS.

6. Pricing spreadsheet: How does the USG define “life support & services BOM” and what falls within that section?

This should be your proposed rates per day for: Personnel Housing (for the permanent party members (2) to include office space); short term housing rate including short term office space; driver costs; armory (room & security control costs); cost of armored vehicles. The updated spreadsheet breaks this down better.
