Evaluation Criteria:

FAR 52.212-2, Evaluation of Commercial Items (Jan 1999).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor(s) shall be used to evaluate offers: Technical Capability and Corporate Past Performance.

(b) Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Technical Capability: Offerors must demonstrate an understanding of the performance requirements and an ability to execute them in accordance with the PWS.

In determining technical acceptability, the Government will evaluate the offeror’s understanding of the work and soundness of their approach to specifically include an offeror’s ability to provide the required personnel and equipment necessary to successfully execute the PWS requirements. This shall include a discussion of their approach for delivering the services and deliverables, with an explanation of any planned prime-subcontractor relationships.

If the Offeror is other than a small business, the Offeror's Small Business Subcontracting Plan, submitted in accordance with FAR 52.219-9, shall also be evaluated as a part of the Technical Capability evaluation to determine the extent to which the Offeror clearly and adequately identifies and commits to the participation of small businesses whether as joint venture members, teaming agreement, or subcontractor.

The statutory goals for the Offeror’s planned subcontracting dollars for the contract reporting periods should be as follows:

Small Businesses – 30% Small Disadvantaged Businesses – 5% Women-owned Businesses – 5% HUBZone Small Businesses – 3% Veteran-owned Small Business – 3% (includes SDVOSB below in this total) Service-disabled Veteran-owned Small Businesses – 3%

Submissions for technical capability shall not exceed thirty (30) pages excluding title pages, table of contents, and graphics.

Corporate Past Performance: Corporate past performance will be considered as either pass/fail. Offerors shall submit as a part of their corporate past performance submittal of at least three (3) past or current contracts/task orders with comparable requirements to the solicited contract. Past contracts/task orders should have occurred within the last three years.

Corporate past performance information must include a point of contact (name, company name, phone number, fax number and email), contract number, contract type, dollar value, date of award, performance period, and a brief narrative describing the nature and complexity of the work. The offeror shall also describe their role in the project(s) and its relevance to the solicited contract. Submissions for past performance shall not exceed five (5) pages excluding title pages, table of contents, and graphics.

In determining pass/fail, the Government’s will consider the offeror’s ability to perform relevant and recent effort(s). Recent is defined as work performed within the last four (4) years. Relevant is generally defined as (see Section M of this RFP for relevancy definitions) efforts or contracts that involved approximately the same magnitude of effort and complexities of work as this solicitation requires. Additionally, the Government may use data provided by the offeror and data obtained from other sources that it considers current, accurate and relevant.

Price: All offerors shall provide a written price proposal. Pricing shall include the proposed labor categories, number of hours per labor category, and the fully loaded T&M labor rate. Travel and supplies/mobile communications services (referred to as ODCs) should be proposed as Not-to-Exceed amounts in accordance with the ceilings stated in the PWS. No fee shall be applied to ODCs. In determining the total price reasonableness, the Government will consider the level of effort and the mix of labor categories proposed to perform the contract requirements.

Proposal Submission:

Technical:

Submissions for technical capability, including past performance information, shall not exceed thirty (30) pages, this DOES NOT include: title pages, table of contents, graphics, and PPQ(s) received on behalf of the offeror.

The offeror shall identify any portions of the requirement that will be performed by subcontractors or teaming partners. This information shall include the subcontracting firm and the specific duties and labor categories that will be performed by the subcontractor. The offeror shall also furnish a written copy of the subcontracting agreement signed by all firms. The offeror shall also provide copies of any Service Level Agreements.

Small Business Subcontracting Plans must be submitted, as applicable, and do not count towards the 30 page limit. The statutory goals for the Offeror’s planned subcontracting dollars for the contract reporting periods should be as follows:

Small Businesses – 30% Small Disadvantaged Businesses – 5% Women-owned Businesses – 5% HUBZone Small Businesses – 3% Veteran-owned Small Business – 3% (includes SDVOSB below in this total) Service-disabled Veteran-owned Small Businesses – 3%

Corporate Past Performance:

Offerors shall submit documentation of at least three (3) past or current contracts/task orders with comparable requirements to the solicited contract within their Technical Capability submission. The Government will consider and evaluate only the first three (3) submissions received.

Past performance information must include a point of contact (name, company name, phone number, fax number and email), contract number, contract type, dollar value, date of award, performance period, and a brief narrative describing the nature and complexity of the work. The offeror shall also describe their role in the project and its relevance to the solicited contract.

Offerors shall provide the separately attached Past Performance Questionnaire (PPQ) to the points of contact for the referenced projects. The point of contact for a referenced project must submit a completed questionnaire no later than the RFP closing date/time via email (electronic copy to amy.venckus@gsa.gov). The questionnaire must come directly from the point of contact.

Price:

The offeror shall provide a written price proposal separate from the Technical Capability statement. All services for each period of performance are to be priced as T&M. The offeror’s price proposal should include labor categories, hours, and fully burden labor rates. Travel, training, and material costs (referred to as ODCs in the PWS) should be proposed as Not-to-Exceeds amounts in accordance with the budgetary estimates in the PWS. No fee shall be applied to ODCs. The offeror’s proposed pricing will be used in establishing the ceiling price for the contract.

Submission:

All interested offerors must submit their proposal via GSA’s IT Solution Shop (ITSS) web-based order processing system on or before 1:00 pm on September 14, 2012. Proposals will only be received and awarded via ITSS. The webpage link is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS webpage is https://portal.fas.gsa.gov/web/guest.

THE CONTACT’S NAME MUST BE EXACTLY AS IT APPEARS IN ITSS. Vendors will not be able to access this RFQ in ITSS without providing this requested information to GSA in advance of the closing date. It’s the interested parties’ responsibility to ensure vendor registration in ITSS, notification of ITSS registration to the GSA POC for this solicitation and submission of the quote are completed before the bid closing date and time. Extension to the RFQ closing date and time will not be granted due to late registration in ITSS.

General Information:

Offerors shall furnish all the information requested by this solicitation. Offerors are expected to examine this entire solicitation document including the PWS. Failure to do so will be at the offeror’s own risk. Proposals shall set forth full, accurate, and complete information as required by this solicitation package. The penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001.

Offerors submitting restrictive data will mark it as follows in accordance with the FAR Clause 52.215-1 Instructions to Offerors - Competitive Acquisition which is incorporated by reference. Clause 52.215-1 states: "Offerors who include in their proposals/ quotations data they do not want disclosed to the public for any purpose or used by the Government except for evaluation purposes, shall –

Mark the title page with the following legend:

"This proposal/quotation includes data that shall not be disclosed outside the Government and shall not be duplicated, used or disclosed--in whole or in part--for any purpose other than to evaluate this proposal or quotation. If, however, a contract is awarded to this offeror as a result of--or in connection with--the submission of this data, and the Government incorporates the proposal/quotation as part of the award, the Government shall have the right to duplicate, use, or disclose the data. Also, this restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to the restriction is contained in sheets (insert numbers or other identification of sheets)"; and

Mark each sheet of data it wishes to restrict with the following legend:

“Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal or quotation."

The Government assumes no liability for disclosure or use of unmarked data and may use or disclose the data for any purpose. Unless restricted, information submitted in response to this request may become subject to disclosure to the public pursuant to the provisions of the Freedom of Information Act (5 U.S.C. 551).

Offerors shall specifically identify and address assumptions within their quotation. The Government reserves the right to reject any quotations that include any assumption that fails to assent to a material term of the solicitation.

Offerors must identify any subcontracting arrangements in their quote. If a prime contractor-subcontractor arrangement is to be used, the offeror must clearly explain the portion of effort to be performed by each contractor and percentage of work, even if the teaming partner or subcontract is the same company as the prime. If a contractor teaming arrangement is to be used, the offeror must provide a signed copy of the teaming agreement with their quote.

Sometimes contractors are not familiar with GSA’s definition of a “Contractor Teaming Arrangement” (CTA) and confuse the definitions of a CTA with a “Prime Contractor/Subcontractor” arrangement. For purposes of this RFQ, CTAs and Prime Contractor-Sub Contractor Arrangements shall be defined as described at the gsa.gov website, GSA Schedules, “Frequently Asked Questions About GSA – Contractor Team Arrangements” (see in particular the CTA FAQ #1 and #3). The following chart from FAQ #3 is copied from that website here below for convenience for distinguishing CTAs from Prime/Subcontractor arrangements.

How do GSA Schedule Contractor Team Arrangements (CTAs) differ from Prime Contractor/Subcontractor Arrangements under Schedule contracts?

In prime/sub arrangements, the relationship is very tightly defined and controlled by the prime contractor; whereas, in CTAs, the roles and responsibilities are defined by the team, as accepted by the government. The following chart summarizes key differences:

Contractor Team Arrangement (CTA)
Prime Contractor/Subcontractor Arrangement
Each team member must have a GSA Schedule contract.
Only the prime contractor must have a GSA Schedule contract.
Each team member is responsible for duties addressed in the CTA document.
The prime contractor cannot delegate responsibility for performance to subcontractors.
Each team member has privity of contract with the government and can interact directly with the government.
Only the prime contractor has privity of contract with the government and can interact with the government. The prime contractor is responsible for its subcontracting activities. (Ordering activities are encouraged to specify in the Request for Quotation (RFQ) that the use of subcontractors requires prior approval by the ordering activities.)
The ordering activity is invoiced at each team member's unit prices or hourly rates as agreed in the task or delivery order or GSA Schedule BPA.
The ordering activity is invoiced in accordance with the prime contractor's GSA Schedule contract, including any applicable price reductions.
Total solutions, otherwise impossible under individual GSA Schedule contracts, can be put together quickly and easily.
The prime contractor is limited to the supplies and/or services awarded on its GSA Schedule contract.
