PART 1 - GENERAL

1.1 RELATED DOCUMENTS, CONTRACT CLAUSES, & SPECIFICATIONS

The following may not include all related documents, contract clauses, & technical specifications, and does not relieve the Contractor of the responsibility of performing work associated with this specification in accordance with all terms of the Contract herein.

A. Related documents: As described in paragraph 1.2 of SPECIFICATION 01 01 00.

B. Contract: Section I clause incorporated by reference at 52.236-21, entitled “Specifications and Drawings for Construction”

1.2 GENERAL

In general, the Contractor shall prepare the right of way and designated easements for construction operations by removing and disposing of all obstructions when removal of such obstructions is not specifically shown on the plans to be paid under other Specifications.

PART 2 – MATERIALS & EQUIPMENT (No Requirements Defined for this Specification)

PART 3 – CONSTRUCTION METHODS

A. The Contractor shall protect designated features on the right of way and prune trees and shrubs as directed. Do not park equipment, service equipment, store materials, or disturb the root area under the branches of trees designated for preservation. When shown on the plans, treat cuts on trees with a compliance-confirmed tree wound dressing within twenty (20) minutes of making a pruning cut or otherwise causing damage to the tree. Follow all local and state regulations when burning. If burning of brush is compliance-confirmed, pile and burn at compliance-confirmed locations. When working in state or national forests, parks, or wildlife refuges coordinate work with state and federal authorities. Testing, removal, and disposal of hazardous materials within the right of way will be in accordance with Contract provisions, as directed by the CO.

B. The Contractor shall clear areas shown on the plans of all obstructions, except those landscape features that are to be preserved. Such obstructions include but are not limited to remains of

USIBWC Contract No.: IBM09B0005 Page 31.11.00 - 2 houses and other structures, foundations, floor slabs, concrete, brick, lumber, plaster, septic tank drain fields, basements, abandoned utility pipes or conduits, equipment, fences, retaining walls, and other items as directed or compliance-confirmed by the COR. Remove vegetation and other landscape features not designated for preservation, curb and gutter, driveways, paved parking areas, miscellaneous stone, sidewalks, drainage structures, manholes, inlets, abandoned railroad tracks, scrap iron, and debris, whether above or below ground. Removal of live utility facilities is not included in this Specification. Remove culverts, storm sewers, manholes, and inlets in proper sequence to maintain traffic and drainage.

C. In areas receiving embankment, the Contractor shall remove obstructions not designated for preservation to two (2) feet below natural ground. In areas to be excavated, remove obstructions to two (2) feet below the excavation level. In all other areas, remove obstructions to one (1) foot below natural ground. When allowed by the plans or directed, cut trees and stumps off to ground level. Plug the remaining ends of abandoned underground structures over three (3) inches in diameter with concrete to form a tight closure. Backfill, compact, and restore areas where obstructions have been removed, unless otherwise directed. Use compliance-confirmed material for backfilling.

D. The Contractor shall accept ownership, unless otherwise directed, and dispose of removed materials and debris at locations off the right of way in accordance with local, state, and federal requirements.

PART 4 – MEASUREMENT AND PAYMENT

4.1 MEASUREMENT

This work will be measured by the acre or by the 100-foot station, regardless of the width of the right of way. The quantity is a plans quantity measurement bid item; the quantity to be paid is the quantity shown in the proposal.

4.2 PAYMENT

For “acre” and “station” measurement, the work performed in accordance with this Specification and measured as provided under “Measurement” will be paid for at the unit price bid for “Preparing Right of Way.” This price is full compensation for pruning of designated trees and shrubs; removal, storage and/or disposal of structures and obstructions; backfilling of holes; furnishing and placing concrete for plugs; and equipment, labor, tools, and incidentals. Total payment for Work performed under this Specification will not exceed 10% of the original Contract amount until final acceptance or the initial release of retainage. The remainder will be paid on the estimate after the partial release of retainage.

This specification includes requirements for the removal and stockpile of existing materials within the Work area, and includes the following:

In general, the Contractor shall excavate and stockpile various materials for re-use; construct, shape, and rough-in materials in conformance with the required lines, grades, and typical sections as shown on the plans, or as directed.

PART 2 – MATERIALS & EQUIPMENT

2.1 MATERIALS (No Requirements Defined for this Specification)

2.2 EQUIPMENT

The Contractor shall use equipment that is able to consistently and efficiently produce the desired results.

The Contractor shall perform excavation work to the width and depth shown on the typical sections for the existing type of material shown on the plans:

3.1 EXISTING GRAVEL

A. Scarify. Before scarifying, clean the existing gravel of objectionable materials by blading, brooming, and/or or other compliance-confirmed methods. Loosen and break existing gravel material, with or without existing asphaltic concrete pavement. Remove asphalt concrete pavement, surface treatment, plant-mix seal, and micro-surfacing when shown on the plans and in accordance with applicable items. Prevent contamination of asphalt material during and after removal. When the existing pavement consists of only a surface treatment, do not remove before scarifying. Scarify existing material for its full width and depth, unless otherwise shown on the plans. Do not disturb the underlying subgrade. Break material into particles of not more than two and one-half (2 ½ ) inches, unless otherwise shown on the plans.

B. Salvaging. Remove the existing gravel material and stockpile. Perform salvage operations without interfering with proper drainage, or the general requirements of the work. Remove scarified material using a method compliance-confirmed by the Government. Keep material free of contamination.

C. Stockpiling. Store salvaged gravel material at a location compliance-confirmed by the

Government. Prepare stockpile sites by removing and disposing of trash, wood, brush, stumps, vegetation, and other objectionable materials as directed. Deliver salvaged material and construct stockpiles as directed.

3.2 EXISTING TOPSOIL

A. Scarify. Before scarifying, clean the existing topsoil of objectionable materials by compliance-confirmed methods.

B. Salvaging. Remove the existing topsoil material and stockpile. Perform salvage operations without interfering with proper drainage, or the general requirements of the work. Remove scarified material using a method compliance-confirmed by the Government. Keep material free of contamination.

C. Stockpiling. Store salvaged topsoil at a location compliance-confirmed by the Government.

Prepare stockpile sites by removing and disposing of trash, wood, brush, stumps, vegetation, and other objectionable materials as directed. Deliver salvaged material and construct stockpiles as directed.

3.3 EXISTING ROCK RIPRAP

A. Salvaging. Clean the existing riprap of objectionable material. Remove the existing rock riprap material and stockpile. Perform salvage operations without interfering with proper drainage, or the general requirements of the work. Remove existing rock riprap using a method compliance-confirmed by the Government. Keep material free of contamination.

B. Stockpiling. Store salvaged rock riprap material at a location compliance-confirmed by the

Government. Prepare stockpile sites by removing and disposing of trash, wood, brush, stumps, vegetation, and other objectionable materials as directed. Deliver salvaged material and construct stockpiles as directed.

This work will be measured by the cubic yard for removal and stockpile of existing gravel and topsoil; by the square yard for removal and stockpile of existing rock riprap. Volumes are computed by the method of average end areas. This is a plans quantity measurement bid item; the quantity to be paid is the quantity shown in the plans. Shrinkage or swelling factors are not considered in determining the calculated quantities shown in the plans

4.2 PAYMENT

For “cubic yard” and “square yard” measurement, the Work performed in accordance with this Specification and measured as provided under “Measurement” will be paid for at the unit price bid for “Remove / Stockpile (Material Specified)”. No additional payment will be made for thickness or width exceeding that shown on the typical sections or provided on the plans for station, square yard, and cubic yard in the original position measurement. This price is full compensation for blading, brooming, scarifying, salvaging, hauling, and stockpiling of materials, and equipment, labor, tools, and incidentals.

PROOF ROLLING

This specification includes requirements for proof rolling earthwork or base to locate unstable areas within the Work area, and includes the following:

In general, the Contractor shall proof roll all existing materials within the Work area as directed by the COR or shown in the plans.

2.1 MATERIALS (No Requirements Defined for this Specification)

2.2 EQUIPMENT

A. Specified Equipment. The Contractor shall furnish rollers that when loaded weigh at least twenty-five (25) tons. The maximum acceptable load is fifty (50) tons. The Contractor shall provide rollers that meet the following requirements for pneumatic tire rollers:

Pneumatic tire rollers consist of rubber tire wheels on axles mounted in a frame with either a loading platform or body suitable for ballast loading. Arrange the rear tires to cover the gaps between adjacent tires of the forward group. Furnish rollers capable of forward and backward motion.

Select and maintain the operating load and tire air pressure within the range of the manufacturer’s charts or tabulations to attain maximum compaction throughout the lift, as compliance-confirmed.

Furnish the manufacturer’s chart or tabulations showing the contact areas and contact pressures for the full range of tire inflation pressures and for the full range of loadings for the particular tires furnished. Maintain individual tire inflation pressures within five (5) pounds per square inch of each other. Provide uniform compression under all tires.

(1) Light Pneumatic Tire. Furnish a unit:

• with at least nine (9) pneumatic tires;

• with an effective rolling width of approximately five (5) feet;

• capable of providing a total uniform load of four and a half (4.5) to nine (9) tons; and

• with tires capable of maintaining a minimum ground contact pressure of forty-five (45} pounds per square inch.

(2) Medium Pneumatic Tire. Furnish a unit:

• with at least seven (7) pneumatic tires;

• with an effective rolling width of approximately seven (7) feet;

• capable of providing a total uniform load of twelve (12) to twenty-five (25) tons; and

• with tires capable of maintaining a minimum ground contact pressure of eighty (80) or ninety (90) pounds per square inch as directed.

(3) Heavy Pneumatic Tire. Furnish a unit:

• with at least four (4) pneumatic-tired wheels mounted on axles carrying at most two

(2) wheels;

• with wheels arranged to carry approximately equal loads on uneven surfaces;

• with a width between eight (8) and ten (10) feet that can turn one hundred eight degrees

(180°) in the crown width;

• capable of providing a total uniform load of at least twenty-five (25) tons;

• with tires capable of maintaining a maximum ground contact pressure of one hundred fifty (150) pounds per square inch; and

• with liquid-filled tires inflated to such a level that liquid will flow from the valve stem when the stem is in the uppermost position.

B. Alternative Equipment. Instead of the specified equipment, the Contractor may, as compliance-confirmed, operate other compaction equipment that produces equivalent results in the same period of time. Discontinue the use of the alternative equipment and furnish the specified equipment if the desired results are not achieved.

The Contractor shall perform proof rolling as directed; adjust the load and tire inflation pressures within the range of the manufacturer’s charts or tabulations, as directed; make at least two (2) coverages with the proof roller; offset each trip of the roller by at most one (1) tire width; operate rollers at a speed between two (2) and six (6) miles per hour, as directed. If an unstable or non-uniform area is found, the Contractor shall correct the area in accordance with the applicable specifications.

The work performed by the Contractor under this specification shall not be paid for directly, but shall be considered subsidiary to the various Bid Items under this Contract.

VEGETATION FOR EROSION CONTROL

SPECIFICATION 31 92 00

This specification includes requirements for temporary and/or permanent vegetative erosion control within the Work area, and includes the following:

B. Contract: Section I “Specifications and Drawings for Construction”

In general, the Contractor shall provide and install temporary or permanent seeding for erosion control as shown on the plans or as directed.

2.1 MATERIALS

A. Seed. The Contractor shall provide seed from the previous season’s crop meeting the requirements of the Texas Seed Law, including the testing and labeling for pure live seed (PLS = Purity x Germination); furnish seed of the designated species, in labeled unopened bags or containers to the Government before planting; use within twelve (12) months from the date of the analysis. When Buffalograss is specified, use seed that is treated with potassium nitrate (KNO3) to overcome dormancy. Use Tables 1 through 4 to determine the appropriate seed mix and rates.

B. Fertilizer. The Contractor shall use a complete fertilizer containing nitrogen (N), phosphoric acid

(P), and potash (K) nutrients unless otherwise specified on the plans. At least fifty percent (50%) of the nitrogen component must be of a slow-release formulation such as urea-based and plastic resin-coated fertilizers. Ensure that fertilizer is in an acceptable condition for distribution in containers labeled with the analysis. Fertilizer is subject to testing by the Texas A&M Feed and Fertilizer Control Service in accordance with the Texas Fertilizer Law.

C. Vegetative Watering. Use water that is clean and free of industrial wastes and other substances harmful to the growth of vegetation.

D. Mulch.

(1) Straw or Hay Mulch - use straw or hay mulch.

(2) Cellulose Fiber Mulch - use only cellulose fiber mulches that are on the compliance-confirmed list published in “Field Performance of Erosion Control Products,” available from TxDOT. Submit one (1) full set of manufacturer’s literature for the selected material. Keep mulch dry until applied. Do not use molded or rotted material.

E. Tacking Methods. Use a tacking agent applied in accordance with the manufacturer’s recommendations or a crimping method on all straw or hay mulch operations. Tacking agents must be compliance-confirmed before use, or specified on the plans.

2.2 EQUIPMENT (No Requirements Defined for this Specification)

3.1 SEEDING

The Contractor shall cultivate the area to a depth of four (4) inches before placing the seed unless otherwise directed. When performing permanent seeding after an established temporary seeding, cultivate the seedbed to a depth of four (4) inches or mow the area before placement of the permanent seed. Plant the seed specified and mulch, if required, after the area has been completed to lines and grades as shown on the plans.

A. Broadcast Seeding. The Contractor shall distribute the seed or seed mixture uniformly over the areas shown on the plans using hand or mechanical distribution or hydro-seeding on top of the soil. When seed and water are to be distributed as a slurry during hydro-seeding, apply the mixture to the area to be seeded within thirty (30) minutes of placement of components in the equipment. Roll the planted area with a light roller or other suitable equipment. Roll sloped areas along the contour of the slopes.

B. Straw or Hay Mulch Seeding. The Contractor shall plant seed according to “Broadcast Seeding” above. Immediately after planting the seed or seed mixture, apply straw or hay mulch uniformly over the seeded area. Apply straw mulch at two (2) to two and a half (2.5) tons per acre. Apply hay mulch at one and a half (1.5) to two (2) tons per acre. Use a tacking method over the mulched area.

C. Cellulose Fiber Mulch Seeding. The Contractor shall plant seed according to “Broadcast

Seeding” above. Immediately after planting the seed or seed mixture, apply cellulose fiber mulch uniformly over the seeded area at the following rates:

• Sandy Soils with slopes of 3:1 or less—two thousand, five hundred (2500) pounds per

• Sandy Soils with slopes greater than 3:1—three thousand (3000) pounds per acre.

• Clay Soils with slopes of 3:1 or less—two thousand (2000) pounds per acre.

• Clay Soils with slopes greater than 3:1—two thousand, three hundred (2300) pounds per acre.

Cellulose fiber mulch rates are based on dry weight of mulch per acre. Mix cellulose fiber mulch and water to make a slurry and apply uniformly over the seeded area using suitable equipment.

D. Drill Seeding. The Contractor shall plant seed or seed mixture uniformly over the area shown on the plans at a depth of one-quarter (1/4) to one-third (1/3) inch using a pasture or rangeland type drill; plant seed along the contour of the slopes.

E. Straw or Hay Mulching. The Contractor shall apply straw or hay mulch uniformly over the area as indicated on the plans; apply straw mulch at two (2) to two and a half (2.5) tons per acre; apply hay mulch at one and a half (1.5) to two (2) tons per acre; use a tacking method over the mulched area; apply fertilizer in conformance with Part 3.2 below. Seed and fertilizer may be distributed simultaneously during “Broadcast Seeding” operations, provided each component is applied at the specified rate. When temporary and permanent seeding are both specified for the same area, apply half of the required fertilizer during the temporary seeding operation and the other half during the permanent seeding operation. Water the seeded areas at the rates and frequencies as shown on the plans or as directed.

3.2 FERTILIZER

The Contractor shall deliver and apply the complete fertilizer uniformly at a rate equal to one hundred

(100) pounds of nitrogen per acre or at the analysis and rate specified on the plans.

3.3 VEGETATIVE WATERING

The Contractor shall apply water as shown in the plans; furnish and operate equipment to distribute water at a uniform and controllable rate; ensure that watering does not erode soil or plantings; apply water in the required quantity where shown on the plans or as directed.

The Work performed for Seeding under this Specification will be measured by the square yard in its final position. Seeding is a plans quantity measurement bid item; the quantity to be paid is the quantity shown in the proposal. The Work performed for watering under this Specification will be measured by the one thousand (1000) gallon as applied.

4.2 PAYMENT

The work performed and materials furnished in accordance with the various bid items under this Specification, and measured as provided under “Measurement”, will be paid for at the unit price bid for “Seeding (Perm)” of the rural or urban seed mixture and sandy or clay soil specified in tables within this

Specification and “Vegetative Watering.”. This price is full compensation for furnishing materials, including water for hydro-seeding and hydro-mulching operations, for furnishing and operating watering equipment and measuring devices, for furnishing and applying water, and for mowing, labor, equipment, tools, supplies, and incidentals. Fertilizer will not be paid for directly but will be subsidiary to the various Bid Items under this Specification.
