PERFORMANCE WORK STATEMENT (PWS)

Annual Junior Reserve Officer Training Corps (JROTC)

Cadet Leadership Challenge (JCLC) 4-6 April 2025

San Clemente High School JROTC, San Clemente, CA 92673

PART 1

GENERAL INFORMATION

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide facilities, lodging, logistical support, meals, training areas, and training activities for the attendees of the 8th Brigade, United States Army Cadet Command (USACC), San Clemente High School Junior Reserve Officer Training Corps (JROTC) Cadet Leadership Challenge (JCLC) from 4 April 2025 to 6 April 2025. The proposed vendor will provide support to the JROTC Instructors who will be the only ones interacting directly with the Cadets.

1.2 Background: The annual JROTC Cadet Leadership Challenge is a three-day event held annually with the purpose of increasing the potential in JROTC cadets to become leaders in their school and community. Additionally, the camp provides cadets an opportunity to live with and interact with cadets from other schools; provides an opportunity for physical fitness and citizenship exercises in an unfamiliar environment; and provides recreation and other activities not normally available to the cadets. Paragraph 9-31, subparagraph “a”, of Cadet Command Regulation (CCR) 145-2 dated 12 August 2022 requires Army JROTC Programs to participate in a JCLC annually.

1.2.1 In order to satisfy a JCLC requirement, selected JROTC Cadets must participate in the following activities/training: Rappel Training; a Leaders’ Reaction Course; Map Reading/Land Navigation Training; Team Building Activities, such as, but not limited to, a confidence course, or obstacle course; Citizenship Building Activities; Aquatic Activities; Physical Fitness Training;

Leadership Training; Drill and Ceremony Training; Prevention of Heat Injuries Training; JROTC Cadet Safety and Civilian Marksmanship Program Familiarization; Survival Skills Familiarization; Substance Abuse Awareness Training; and an Award/Graduation Ceremony.

1.3 Scope: The Contractor shall provide adequate facilities, lodging, logistical support, meals, training areas, and training activities for the establishment of a JROTC Cadet Leadership Challenge (JCLC). The camp will be conducted during the time period of 4 April 2025 to 6 April 2025. The camp will last a total of three days and two nights with a total of 144 Cadets and 20 Cadre attending this cycle. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.

1.3.1 Contractor shall provide two nights billeting for 144 Cadets and 20 Cadre for this training cycle. Female JROTC Cadets and JROTC Cadre will not share billets, latrine or hygiene facilities with their male counterparts. Moreover, JROTC Cadre (Female or Male) will not share billets, latrine or hygiene facilities with the JROTC Cadets participating in the JCLC.

1.3.2 Meals specifics: The Contractor shall provide a total of 7 meals for Cadets and Cadre during the training cycle by the date and quantity listed below. Meals and beverages shall be based on Contractor’s pre-planning menus and shall include at a minimum a primary entrée with a vegetarian substitute (protein), three side dish options (vegetables and starches), fruit (breakfast), salad (lunch and dinner), bread (breakfast and dinner), dessert (dinner), and a minimum of two beverage options at each meal. Sample menus are located in 5.3.7.

1.3.3 Training areas and Training Activities (Programming and Staff): Contractor shall provide training areas and shall provide lessons and activities to Cadre to address outdoor learning, leadership and collaborative problem solving, rappelling, rock climbing wall, vertical playpen, zip-line, high & low Challenging Outdoor Personal Experience (COPE), air rifle range, night & day hikes, archery, and nightly campfire pits. Contactor shall also provide instructional and support staff, instructional space and facilities setup as required, instructional materials for cadets and other consumables as required.

1.4 Objectives: A JCLC has six objectives, the objectives are: 1. Provide JROTC Cadets an opportunity to practice leadership skills in an unfamiliar environment; 2. Allow Cadets a chance to participate in citizenship building activities; 3. Provide an opportunity for JROTC Cadets to live with, and interact with, cadets from other JROTC Programs; 4. Provide an opportunity to learn leadership skills in an “hands on” military type environment; 5. Provide the opportunity to participate in adventure training not normally available to Cadets; 6. Provide an opportunity to take advantage of available recreational facilities and to have fun.

1.5 General Information:

1.5.1 Quality Control Plan (QCP): The Contractor shall develop and maintain a QCP to ensure services are performed In Accordance With (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract.

1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).

1.5.3 Period Of Performance (PoP): The PoP is 4 April 2025 – 6 April 2025.

1.5.4 Recognized Holidays: RESERVED

1.5.5 Operating Hours: The Government facility office hours, facility operating hours, and the Contractor support hour requirements often coincide, however, they may differ. Please refer to the following.

1.5.5.1 Government Facility Office Hours: Reserved

1.5.5.2 Government Facility Operating Hours: Reserved

1.5.5.3 Contractor Support Hours: The Contractor shall provide support between the hours of 6 a.m. and 6:30 p.m., PST Monday through Sunday except Federal holidays or when the Contractor facility is closed due to local or national emergencies or similar Government-directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Contractor facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.5.6 Training Holidays: Reserved

1.5.7 Place of Performance: The work to be performed under this contract shall be performed at contractor facility where training will be conducted. Due to logistical and transportation concerns and costs, the location of the place of performance shall be within 35 miles of San Clemente High School, 700 Avenida Pico, San Clemente, California 92673.

All activities, lodging, meals, and training shall be conducted or performed AT the place of performance. Cadets cannot and will not be transported offsite during the JCLC.

1.8 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.8.1 The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include

Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter.

Meetings may start or end outside of regular duty hours.

1.9 Contracting Officer’s Representative (COR): As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.

1.10 Key Personnel: Several key personnel are required to be identified to the Government.

a. Contract Manager and Alternate Contract Manager: The Contractor shall provide a Program/Contract Manager who shall be responsible for the performance of the work.

1.11 Identification of Contractor Employees: All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties must identify themselves, to include proper marking of signature blocks in correspondence, to avoid creating an impression in the minds of members of the public that they are Government officials. The Contractor shall ensure that all documents or reports, produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

1.12 Contractor Identification Badges: Contractor personnel shall be easily identifiable through the display of badges IAW Contractor Identification.

1.19 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s OCI Mitigation Plan will be determined to be acceptable solely at the discretion of the Contracting Officer. In the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.21 Safety: The Contractor will have knowledge of safety awareness such as, Occupational Safety and Health Association, (OSHA), proper clothing and footwear. Contractor shall maintain a professional demeanor when proving training activities and serving the food.

Furthermore, food handlers must be aware of all food safety requirements for preparing and serving food for an indoor and outdoor dining event.

1.21.1 Safety Laws and Regulations: In addition to other requirements for accident prevention specified in this contract, the Contractor shall comply with all Federal and State requirements governing safety and health protection on construction sites and other applicable occupational safety codes.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms

2.1 Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.

Contracting Officer – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”

Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Day – means, unless otherwise specified, a calendar day.

Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable – means anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.

Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.

Quality Assurance Surveillance Plan (QASP) – means the key Government-developed surveillance process document, and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing Contractor performance assessment by ensuring that systematic quality assurance methods validate that Contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document Contractor performance results to determine if the Contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal to Government document.

Quality Control – means all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Subcontractor – means one that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

Work Day - The number of hours per day the Contractor provides services in accordance with the contract.

Work Week - Monday through Friday, unless otherwise specified.

2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

GOVERNMENT PROPERTY (GP) AND SERVICES

3. Government Property and Services

3.1 Services: The Government will provide Cadre for training as instructors. Cadre will be the individuals who will have direct contact and involvement with Cadets.

3.2 Facilities: The Government will provide no facilities for use in this contract. All activities will take place at the place of business for the vendor.

3.3 Utilities: The Government will provide no utilities for use in this contract. All activities will take place at the place of business for the vendor.

3.4 Equipment: The government will provide no equipment for use in this contract. All activities will take place at the place of business for the vendor.

3.5 Materials: The Government will provide no materials for use in this contract. All activities will take place at the place of business for the vendor.

3.6 Training: The Government will provide no additional training for use in this contract. All activities will take place at the place of business for the vendor.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. Contractor Furnished Property and Services

4.1 General: The Contractor shall furnish meals, training areas, training activities, services, equipment, supplies, management, supervision, and labor as specified herein, for the Headquarters 8th Brigade Army JROTC Annual JCLC Leadership Challenge for School Year 2024-2025. The Contractor shall provide services in accordance with the terms, conditions and specifications set forth in this PWS. Courtesy and consideration shall be provided to all guests and event participants.

4.2 Secret Facility Clearance: Reserved

4.3 Materials: The Contractor shall provide training activities, training areas, and training equipment. Training equipment and materials provided must be serviceable and safe for use.

Contractors tasked to provide training activities must be properly trained prior to providing training. Furthermore, contractor must transport and set-up all food and serving equipment prior to each meal start time as coordinated with the Government Key Personnel. Contractor shall furnish cooking equipment, condiments, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal.

4.4 Vehicles and Equipment: The Contractor shall ensure all vehicles and equipment are in serviceable order and are clearly marked with the company name and it shall be prominently displayed. The Contractor shall provide all necessary vehicles (no GSA vehicles provided to Contractor for use on this contract) and equipment to perform the work described in this PWS.

4.5 Background Checks: Reserved

PART 5

SPECIFIC TASKS

5.1 Basic Services: The Contractor shall provide facilities, lodging, logistical support, meals, training areas, and training activities for the Headquarters 8th Brigade Army JROTC Annual JCLC Leadership Challenge for the 2024/2025 School Year. The purpose of this contracting requirement is to support 144 Cadets and 20 Cadre during the period of performance of the JCLC while participating in the 8th Brigade Army JROTC Annual JCLC Leadership Challenge.

The JCLC will take place at within the Contractor’s facility with the period of performance being 4-6 April 2025. The Contractor shall furnish all the equipment and material required for the meals and training activities which will take place during the 8th Brigade Army JROTC Annual JCLC Leadership Challenge.

5.2 Tasks: Tasks consist of the following:

5.2.1 Task 1 Meals: Set-up all food and serving equipment prior to each meal start time as coordinated with the Government POC.

5.2.1.1 Provide all food, beverages, and condiments for use at each meal.

5.2.1.2 Provide serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal.

5.2.1.3 Tear down each meal service upon completion and remove all debris from site.

5.2.1.4 Wipe down and sanitize all tables at serving location after each meal.

5.2.1.5 Menus. The contractor shall provide a menu for each meal. The menu shall be coordinated with the Government POC upon award of the contract.

5.2.1.6 Meals specifics: The Contractor shall provide a total of 7 meals for Cadets and Cadre during the training cycle. Meals and beverages shall be based on the Contractor’s pre-planning menus and shall include at a minimum a primary entrée with a vegetarian substitute (protein), three side dish options (vegetables and starches), fruit (breakfast), salad (lunch and dinner), bread (breakfast and dinner), dessert (dinner), and a minimum of two beverage options at each meal. Sample menus are located in 5.2.9. Meals shall be served as follows:

5.2.1.7 Mealtimes. The contractor shall serve meals during the times indicated below:

5.2.1.8 Sample menu could include the following:

Breakfast sample 1: Scrambled eggs, sausage links, vegetable sausage links, potatoes O’Brien, yogurt, oatmeal, cold cereal, whole fruit, water, juice, milk & coffee (1 Each, 8oz Glass/Cup) and condiments.

Breakfast sample 2: Waffles, sausage patties, vegetable sausage links, potatoes O’Brien, yogurt, oatmeal, cold cereal, whole fruit, water, juice, milk & coffee (1 Each, 8oz Glass/Cup) and condiments.

Lunch Sample 1: Cheeseburger, veggie burger, French fries, salad bar, water, milk, juices, tea (1 Each, 8oz Glass/Cup) and condiments.

Lunch Sample 2: Pepperoni and cheese pizza, veggie pizza, salad bar, water, milk, juices, tea (1 Each, 8oz Glass/Cup) and condiments.

Dinner sample 1: Chicken penne pasta w/alfredo sauce, penne pasta w/alfredo sauce, seasonal vegetables, garlic bread, soup and salad bar, yellow cake, water, milk, juices, tea (1 Each, 8oz Glass/Cup) and condiments.

Dinner sample 2: Roasted chicken breast, veggie burger, mashed potatoes, seasonal vegetables, soup and salad bar, yellow cake water, milk, juices, tea (1 Each, 8oz Glass/Cup) and condiments.

Note: consideration / accommodations must be made for vegetarian meals for approximately 3-4 people per meal. An accurate count of vegetarian Cadets will be provided to the contractor once the Cadets arrive.

5.2.2 Task 2 Facilities & Lodging (Administration):

5.2.2.1 Shall be a regional public institution with an established leadership program.

5.2.2.2 Shall accept any qualified JROTC cadet to participate in this leadership and character development program.

5.2.2.3 Shall provide on-facility administrative capability to in/out-process JROTC cadets and instructors participating in the leadership and character development program.

5.2.2.4 Shall provide lodging capability to lodge 144 JROTC cadets and 20 Cadre during each training cycle.

5.2.2.5 The Contractor shall provide two (2) nights billeting for 144 Cadets and 20 Cadre for this training cycle. Female JROTC Cadets and JROTC Cadre will not share billets, latrine or hygiene facilities with their male counterparts. Moreover, JROTC Cadre (Female or Male) will not share billets, latrine or hygiene facilities with the JROTC Cadets participating in the JCLC.

5.2.2.6 The contractor’s facility shall comply with applicable fire and safety codes and regulations.

5.2.2.7 The contractors facilities shall not be undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.

5.2.3 Task 3 Training Activities & Equipment (Curriculum): The proposed curriculum shall include instructional periods and other activities that will enhance the development and learning experience of participants.

5.2.3.1 The course will provide a Leadership Development Program (LDP) with the goals of:

increasing cadet’s awareness of academic programs and career fields (outdoor learning activities); enhancing their personal leadership abilities (group obstacles), developing values and character required to successfully lead and operate in a professional environment (leadership positions); and inspiring academic excellence (attendance requirements).

5.2.3.2 The course will provide hands-on activities to include rappelling, rock climbing, zip-line, high/low COPE, air rifle range, archery, training classroom and nature hikes in several of the camps training venues to provide opportunities for team building/leadership development and provide physical fitness and social/recreation activities.

5.2.3.3 The vendor shall operate all training equipment and their personnel shall be responsible for the proper functioning and use of the equipment. At no time shall any instructors or cadets use equipment provided by the vendor on their own. Cadre will be the only personnel who interact directly with the Cadets.

5.3. Performance Standards: The Minimal Acceptable Standard for this contract is as follows:

5.3.1 All administrative actions must meet or exceed generally accepted academic standards outlined in the accreditation association granting accreditation to the institution.

5.3.2 Every reasonable effort must be made and procedures in place to assure the safety and well-being of cadets throughout all aspects of this program.

The contractor shall provide the location, facilities, and logistical support necessary for the establishment of the

JCLC.

The contractor will make its location, facilities, and logistic assets available to the JCLC.

The contractor will ensure that that the infrastructure is maintained and functional during the JCLC.

JROTC Cadets and JROTC Cadre are allowed access to contractor’s facilities 100% of the time during JCLC. The Contractor’s infrastructure such as: buildings, equipment, roads, sewer system, water, electricity, are in a functional state 98% of the time.

The contractor shall provide billeting during the

JCLC.

Contractor will provide two (2) nights of billeting for 144 Cadets and 20 Cadre within the contractor’s boundaries over the duration. Female JROTC Cadets and JROTC Cadre will not share billets with their male counterparts. Moreover, JROTC Cadre (Female or Male) will not share billets with the JROTC Cadets participating in the JCLC.

The contractor billeting facilities are maintained in a habitable state 100% of the time during the POP.

The contractor shall provide meals for the

JCLC.

Meals and beverages will be based on contractor’s pre-planned menus and will include at a minimum: a primary entrée with a vegetarian substitute (protein), three side dish options (vegetables and starches), fruit (breakfast), salad (lunch and dinner), bread (breakfast and dinner), dessert (dinner), and a minimum of two beverage options at each meal. Meals will be served in the dining lodge.

Contractor will ensure meals are served on time 100% of the time during the POP and the meals are fit for consumption based on the reasonable person standard. Also, the contractor will account for the number of Cadets fed daily during mealtimes.

The contractor shall provide training activities & training equipment for JCLC (para. 5.2.3.3)

Contractor will provide a Leadership Development Program with the goals of:

increasing cadet’s awareness of academic programs and career fields (outdoor learning activities); enhancing their personal leadership abilities (group obstacles); developing values and character required to successfully lead and operate in a professional environment (leadership positions); and inspiring academic excellence (attendance requirements).

Contractor will ensure personnel providing training are properly trained 100% of the time prior to presenting training. Contractor will also ensure that equipment used for JCLC training activities are serviceable, safe, and functional 96% of the time during the period of performance.

DELIVERABLES SCHEDULE

Deliverable Frequency Process Standard Submit To Menus Menus for cadets will be provided 4-6 April 2025 as stated in PWS.

Menus for all meals will be finalized and provided 5 days prior to arrival.

Menus shall be provided to the Camp Commander in digital format.

Additionally, menus shall be printed for review by the Cadets.

Menus will be created using Microsoft Office application and provide via email. Food will be prepared in accordance with USDA food handling and preparation guidelines.

Training Activities and equipment

Equipment necessary for all scheduled activities will be provided by contractor and on location at the start of the activity. A complete plan/schedule of activities will be finalized and provided 2 days prior to arrival.

Personnel designated to provide training will be properly trained prior to presenting.

Items such as ropes, safety equipment, lifeguards, classroom, rappelling gear, archery and any other items required by scheduled activities for use by cadets will be issued and collected at the activity site.

Training schedules will be created using Microsoft Office application and provide via email. All training equipment will be inspected for serviceability and only serviceable equipment will be issued to cadets participating in the training.
