1) Section 01 35 30.00 10, Munitions and Explosives of Concern (MEC) Construction Support, Paragraph
1.4 Unexploded Ordnance (UXO) Technicians references a technical paper “which is included at the end of this sections, as attachment A”.
a. Attachment A is not included in the specifications. Can the USACE please provide the referenced technical paper?
Government Response: See attached Reference A document.
2) Section 01 35 30.00 10, Munitions and Explosives of Concern (MEC) Construction Support, Paragraph
1.4 Unexploded Ordnance (UXO) Technicians states “If MEC is identified as being dredged from the borrow area, the Government will determine if the following requirements are necessary. (1) Provide two Unexploded Ordnance (UXO) Technicians per dredge. The UXO Technicians shall provide 24-hour, 7-days per week, MEC support, aboard the dredge on a rotating watch basis. The UXO Technicians shall provide MEC Training and shall inspect the dragheads for damage and presence of MEC after each load has been taken aboard.”
a. When and how will the Government determine it UXO technicians are required?
b. Are UXO technicians required as specified in sub paragraph 1?
Government Response: a. This determination will be made by the Government at the time of discovery and will depend on size and frequency of MEC encountered.
b. This determination will also be based on the size and frequency of MEC encountered. However, MEC technicians will NOT be required until MEC is discovered AND the determination to require UXO technicians is made by the Government.
3) Section 01 35 30.00 10, Munitions and Explosives of Concern (MEC) Construction Support, Paragraph borrow area, the Government will determine if the following requirements are necessary… (2) UXO Technicians shall determine the classification of MEC-like objects discovered, shall dislodge MEC from the draghead(s) if required, and shall properly safeguard the MEC. The Contractor shall provide a dedicated crewboat with crew for transportation of the Technicians and MEC to a location as directed by the site OESS. The expected location is the crew boat berth at Barnegat Light. No other persons other than the boat crew and UXO Technicians shall be permitted on the crewboat during transportation of MEC.”
a. Subparagraph 2 requires a dedicated crewboat for transportation of Technicians and MEC. Please clarify if technicians will be required to be on the dredge from the start of dredging or only once MEC are discovered?
i. Would this cost be handled under a change order if MEC Technicians are required?
Government Response: a. A dedicated crew boat will only be required during active transport of MEC material. MEC technicians will NOT be required until MEC is discovered AND the determination to require UXO technicians is made by the Government.
i. Refer to section 1 35 30.00 10, Paragraph 3.4 Measurement and Payment. “The work specified in this section will not be measured for payment and all costs in connection therewith shall be included in the contract unit price per cubic yard included in the Bid Line Items that pertain to direct dredging cost.
4) Section 01 35 30.00 10, Munitions and Explosives of Concern (MEC) Construction Support, Paragraph borrow area, the Government will determine if the following requirements are necessary… (3) UXO Technicians shall comply with the "STANDARD OPERATING PROCEDURES FOR UXO TECHNICIANS PROVIDING MEC SUPPORT ABOARD HOPPER DREDGES", which is included at the end of this section, as Attachment C. Provide support to the Technicians as required and specified in this attachment.”
a. Subparagraph 3 references attachment C. This attachment is not included in the specifications.
Can the USACE please provide the referenced attachment?
Government Response: See attached Reference C document.
5) Section 01 35 30.00 10, Munitions and Explosives of Concern (MEC) Construction Support, Paragraph borrow area, the Government will determine if the following requirements are necessary… (4) Provide an on-board portable magazine/MEC containment vessel, as approved by the OESS, to securely store and transfer collected MEC items. Alternatively, if directed by the Contracting Officer, take on-board, secure and electrically ground, a portable magazine/MEC containment vessel provided by the Government, to be utilized for storage of MEC.”
a. Will dredges be required to provide MEC containment on the hopper dredge the entire contract?
Government Response: a. MEC container determination will NOT be required until MEC is discovered AND the determination to require MEC containment is made by the Government. See 01 35 30.00 10, Paragraph 1.4, (4).
6) Section 01 35 30.00 10, Munitions and Explosives of Concern (MEC) Construction Support, Paragraph borrow area, the Government will determine if the following requirements are necessary… (5) If UXO Technicians are required, do not continue/commence dredging until the UXO Technicians are on-board the dredge.
a. Are UXO personnel required on the dredge prior to commencement of dredging?
b. Will the contractors be paid standby time until UXO personnel arrive onsite?
Government Response: a. MEC technicians will NOT be required until MEC is discovered AND the determination to require UXO technicians is made by the Government.

7) Section 01 35 30.00 10 Munitions and Explosive of Concern (MEC) Paragraph 1.3 MEC in Borrow Areas.
This section refers the project as dredging from a “borrow area” which refers to a beach project. However, the current project is a maintenance dredging of the York Spit Channel. Please confirm that UXO Technicians are required to be on board the hopper dredge 24-hour, 7-days per week.
Government Response: The term “BORROW AREA” in Section 01 35 30, paragraphs 1.1, 1.3, 1.4 should be changed to “CHANNEL”. As stated in Section 01 35 30, if MEC is identified as being dredged from the channel, the Government will determine if the requirements listed in paragraph 1.4 (1) through 1.4 (5) are necessary, and may include UXO Technicians on a 24 hour, 7 day a week basis.
8) Section 355 20 23 Paragraph 3.4 Required Dredging Prism, Overdepth and Side Slopes. Please confirm that the dredging prism described in this section refers only to the hatched areas in the Contract Drawings.
Government Response: The dredging prism described in Section 35 20 23 paragraph 3.4 refers to the hatched areas on the Contract Drawings.
