ATTACHMENT C
STANDARD OPERATING PROCEDURES FOR
UXO TECHNICIANS PROVIDING MEC SUPPORT ABOARD HOPPER DREDGES
1. TRAINING:
a. MEC Recognition and Safety Training. UXO Technicians shall provide
MEC Recognition and Safety Training for the Contractor’s dredge and shore based personnel as directed by the OESS. The MEC training video can be accessed at https://youtu.be/bGr4K_v6NjA. MEC training is valid for 12 months. Newly reporting crew members shall be given the
MEC training aboard the dredge if they have not received the MEC training within the previous twelve months. A legible roster of MEC
Training attendees shall be maintained by the Contractor.
b. Operational Training. UXO Technicians will be provided operational training by the dredge crew immediately when they report aboard the dredge. This training will consist of basic training that the
Contractor provides to regular crew members (i.e. man overboard, fire, inclement weather and etc.). UXO Technicians shall comply with the dredge Captains orders while aboard the dredge.
2. DRAGHEAD SCREEN INSPECTIONS: Ensure the draghead is put into a safe position for inspection, before any activity is performed.
a. UXO Technicians shall inspect the dragheads for damage and for the presence of MEC and Discarded Military Munitions (DMM) after each load is taken aboard. The Contractor shall inspect the dragheads for damage, and shall photograph each draghead before any work is performed on the dragheads if MEC is discovered during inspection.
(1) DMM items that can be removed by hand, shall be removed first;
DMM items that are jammed, shall be removed last.
(2) DMM items jammed in the grate shall be extracted utilizing a pry bar to widen the grate width to allow item to fall freely into hands of UXO Technician.
b. Check draghead screen/grate spacing to ensure compliance with
Contract Specifications. Notify dredge personnel if the screen/grate spacing is determined to be out of compliance.
c. The UXO Technician shall advise the OESS if UXO is encountered as soon as possible. The UXO Technician shall provide a digital photo of the UXO item(s) to the OESS.
3. MEC PROCEDURES:
a. Inventory and track all MEC items on a daily report. Keep a running total of all MEC items each day and include in the daily report.
Provide the daily report to the OESS by email to the OESS within 24 hours (depending on email access on board the dredge).
b. Secure all DMM items onboard the dredge in a securable area/container. Prevent the items from shifting within the storage containers. Sand may be utilized to stabilize items.
c. The Lead UXO Technician shall make a voice report to the OESS promptly each day at 1400 that dredging occurs. Include in the report the DMM types and the numbers of different items, and a totalcalculated net explosive weight (N.E.W.). When the N.E.W. reaches 3 pounds the OESS shall also be notified by voice report.
d. Transfer DMM items from ship to dedicated crew boat consisting of essential personnel and escort by a UXO Technician to the shore where items shall be transferred to the OESS with inventory sheet (2 copies).
Place MEC items in a lightweight, flexible, securable container (such as a military kit bag, or duffel bag). Spare containers shall be kept on hand to replace damaged containers. Containers will be returned to the UXO Technicians after MEC items are turned over for disposal by responding EOD. Place locks on the containers during transfer operations. UXO Technicians shall provide keys to the OESS at the onset of the project. If the seas are too rough to transfer personnel, the transfer container shall be secured by line to the dredge during the transfer to the crew boat. Inform the boat crew that MEC items will be secured to the deck of the crew boat during the transit to the shore. Smoking is not allowed within 50 feet of the MEC items during the transfer operation. Transfer operations shall normally occur during daylight hours, unless directed by the OESS. The Lead UXO
Technician shall estimate ahead of time when the NEW limit might be reached based on each haul, and coordinate with the dredge captain for the dedicated crew boat. MEC transfers to the beach shall normally be scheduled to occur before 1400 of the transfer day to allow the EOD team to conduct disposal operations during daylight hours. The UXO technician shall then return to ship.
e. All operations involving MEC shall be done using the buddy system.
If only one UXO Technician is available then a member of the dredge crew shall be utilized as a safety watch.
4. PERSONNEL NOTIFICATION: The OESS shall be kept apprised of who the UXO
Technicians are on the dredge, and who and when the replacement(s) will
be. Coordination between all parties concerned is imperative.
