AV MATOC Questions

Previous Contract Information

1. Is there a list of pre‐approved IDIQ vendors for this project? Historical data for the current IDIQ was provided previously. See attachments for updated historical data.

2. Who was the previous contract awardee? See updated historical data.

3. What was the total value over the contract? $25M ceiling

4. Will USUHS provide updated historic spending data for this contract? See response above.

Statement of Work

5. In developing the simulation services, is there a preferred application for development? For example, the Unreal Engine has been utilized for virtual training in the past in a gaming format.

No; however, generally application platforms are determined by the project requirements, although recommendations would be considered.

6. RFP page 4, Technical Requirements, first paragraph, states “This SOW details the requirements to provide Audio/Visual and multi‐media Simulation (AV/SIM) support infrastructure, distribution planning, systems integration, technical support, and provide technical expertise for support/design, installation, operations and upgrade planning for all current and future USU locations.”

a. Where are all current locations of USUHS? Forest Glen Annex in Silver Spring, MD and

Naval Support Activity in Bethesda, MD.

b. Does USUHS have plans to open any new facilities during the period of performance for this contract? If yes, in what geographic locations? We are currently working on a proposal for a new building to be approved for construction with additional facilities.

7. RFP page 5, Installation/Removal Services, last sentence, states “It is expected the majority of work will be completed during normal business hours.”

a. What percent of time might be required for overtime pay on installations and removals?

Time would have to be determined based on project and time of year for implementation.

8. RFP page 5, Technical Support, mid‐paragraph, states “The support will include any training updates for university personnel in response to changes or repairs that may occur throughout the life of the contract.”

a. Can USUHS provide any historical data regarding number/duration/level of effort associated with training updates? See historical data provided; however, there are no known requirements at this time.

9. RFP pages 5 and 6, Technical Support, last sentence, states “Contractor will provide on‐ site simulation operator and technician staffing surge support when needed by USU to support the operation of large training events.”

a. Will USUHS provide historical data on the number of requests for surge support, duration of surge support required, and number of personnel required for surge support requests under the previous contract? USU does not have historical data. The SIM

Center has not required this option to date. However, this requirement will remain in place to ensure adequate capability to address this contingency.

10. RFP page 6, Simulation section

a. Number and complexity of scenarios to be designed/developed? Are there any analogs from the current contract? USU does not have numbers; there are no analogs from the current contract. For the SIM Center, approximately two scenarios for training. No analogs.

b. Number of training needs analyses? Number of positions for which analyses are performed? Are there any analogs from the current contract? There are no current numbers for USU. For the SIM Center, approximately two, two positions. No analogs.

11. Please confirm place of performance. Majority in Bethesda, MD; some at the Val G. Hemming

Simulation Center in Silver Spring.

Proposal Submittal Instructions

12. Will the cover page, Form SF1449 and provision clauses count against the page count for the proposal? No.

13. Regarding the proposal submission:

a. Will USUHS consider electronic submissions? Electronic submissions will not be accepted.

b. How does USUHS want to receive the 10 copies of the Technical proposal and the 4 copies of the price proposal? Bound or unbound? Bound; however one copy must be unbound.

c. What is the proposal submission address for mailed or shipped proposals? See RFP proposal submission instructions (page 10).

d. Is there a different address for hand delivered proposal packages? No. However, base access is restricted.

14. Reference: Proposal Organization, RFP page 11 of 29. Question: Should offerors submit the one copy of each fill‐in provision in its own binder or in the original copy of the Price proposal? No, the one copy of each fill‐in provision is to be provided separately.

15. Please clarify if there is a page limit for each resume for the required "Key Personnel." There is no page limit for each resume for the required “Key Personnel;” however, they must be within the page limitations stated.

16. Please confirm that the optional CPARS evaluations Do Not count toward the total page count of

10 pages for the past performance section. Optional CPARS evaluations DO NOT count toward the total 10 pages for the past performance section.

17. Please clarify if there is a page limit for each of the three (3) required past performance citations. No page limitation for each reference; however, they must be within the page limitation for past performance section.

18. Please confirm that the required six (6) "Key Personnel" resumes Do Not count toward the total page count of 15 pages for the Corporate Experience Evaluation Factor section of the Tech

Proposal. See answer to question 15.

19. Regarding proposal submission, will vendors be permitted to hand‐deliver proposals vice mailing them to the 4301 Jones Bridge Road address? Yes, but this is a secure installation and base access cannot be guaranteed nor is having anyone meet you at the gate guaranteed. Military

ID or CAC are able to access the base without issue.

Evaluation Factors

20. Reference: Corporate Experience Resumes, RFP page 13 of 29. Question: Are resumes excluded from the page count of 15 pages for this section? Resumes are included in the page count which has been revised to 30 pages. See RFP modification document.

21. Reference: Past Performance, RFP page 13 of 29. Question: The RFP states that three contract references are required. If a subcontractor is involved, please confirm how many references the prime is to submit and how many from the subcontractor (2 for prime, 1 for sub)? Per the solicitation, the majority must be from the prime.

22. Reference: Past Performance, RFP page 13 of 29. Question: If offerors include copies of past performance evaluations, will these count against the 10 pages for the section? Yes

23. Reference: Past Performance, RFP page 13 of 29. Question: Are copies of entire CPAR evaluations to be included in the response? Will these copies will count against the 10 pages for this section? Per the solicitation CPAR evaluations may be submitted and they will not count against the page limitation.

24. RFP Page 13, Section II Past Performance, first paragraph, states, “The Government shall evaluate the offerors present and past performance within the past five (5) years. Offerors must provide contact information for three (3) of the most recent contracts with at least one year’s performance history of a similar complexity and scope as the USU requirement.”

a. Other than subject to page limitations, is there a limit on the number of past performances that can be included? No, as long as page limitations are adhered to.

25. RFP page 14, III Price Proposal, the RFP identifies the list of positions for which the offeror must provide billing rates. The “Training” position does not distinguish the multiple roles/functions performed in analyzing, designing, developing, implementing, and evaluating training. Will

USUHS consider designating additional labor categories to address the missing functions?

Training in this context refers to training USU staff on the use of vendor product.

26. In Evaluation Factor III (Price), a Position labeled “training” is listed. Are there specific qualifications desired for this position? This position could vary greatly depending on the solution or service being trained. For each level of experience (e.g. Programmer I, II, or III), describe the experience level for each one and the bill rate for each, if applicable. As for

“training,” although listed as a position, is generally a line item that determines the cost to the

Government for a person to educate the customer of newly installed equipment or capability.

The only qualification is that training be performed by a person whose is fully qualified with the equipment, capability or technology and whose position carries a reasonable expense to the government to train.

27. With regard to the positions listed in Evaluation III (Price), should the Offeror explain their interpretation of each position? For example, in some companies a Systems Engineer I represents the most experienced Systems Engineer and in other companies, a Systems Engineer

I represents the least experienced Systems Engineer. The positions listed will allow the

Government to track the appropriateness of the position to the task outlined. If a particular position is suitable for a task, then the overall cost will be considered not the level of expertise.

28. RFP Page 15, Section III Pricing, provides a table for the offeror to complete the pricing per position. The table has a column to indicate the level of experience for the position.

a. Does USUHS anticipate that the pricing table will provide rates for multiple experience levels, for example, position title I, position title II, position title III? See answer to question 26.

29. Does USUHS intend for the simulation technician and other support roles to be full time support or on an as needed, short term engagement basis? As needed.

30. Reference: work sheet on RFP page 15 of 29. Question: To create consistency among proposal responses, will the government define a minimum acceptable base‐level experience requirement for each labor category used in its factor III price evaluation? There is no defined minimum at this time; however, we do not anticipate having one soon.

31. Please clarify the cost model approach for items 0001 through 0003 in the SF 1449 continuation sheet. We are not requesting pricing to be provided for CLINs 0001 through 0003, however, they must provide the pricing information required in the Price Evaluation Factor.

32. How should the offeror develop the ""Unit Price""?" See answer to question 31.

33. Should the offeror respond with the highest or lowest for all lines if there is more than one potential discount? Provide the range.

34. If you have had a similar contract before with the pricing format of “Percentage off MSRP” if so I would like to request the current rates from your current vendors. If not could we see some of the latest won bid tally’s (First quarter 2015) from the manufacturers listed on this bid?

Offerors’ discounts of manufacturers’ MSRP are proprietary to the offerors; historical data for activity against the MATOC is being provided, we do not track activity per manufacturer.

35. Can we subcategorize items under the manufacturer. Since Some manufacturers carry different product lines such as Panasonic. Panasonic has Projectors and Monitors. The MSRP for projectors might be much higher than the MSRP of the monitors.. Which by dividing these into categories Under Panasonic “Projectors” / “Monitors” which will allow you a much better discount. We are looking for the range of discount off MSRP for pricing analysis to determine competitiveness over the life of the MATOC.

36. Regarding “Product Sheet Pricing”, the requested discount shall be taken from vendor MSRP, correct? If this is not correct, to what base cost should the discount be applied? Yes, vendor

MSRP.

37. On the product pricing, does freight need to be included with the cost? No.

Award

38. How many companies does USUHS intend to award a contract under this RFP? Anticipating awarding multiple contracts.

39. Will multiple vendors be selected for this bid? See answer to question 38.

40. As far as labor costs go is there a prevailing wage that will be reflected? No, Service Contract

Labor Standards does not apply to this requirement.
