REQUEST FOR INFORMATION (RFI)

For

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

REFURBISHMENT OF SECURITY BOATS AM 1100 SERIES SILVER SHIP

HTC711-19-R-R006

1. Purpose

This RFI is for research purposes. At this time, USTRANSCOM is seeking responses from small businesses only. Information gathered is for the purpose of determining whether the acquisition can be set-aside for small business, gauging interest/capability by small businesses, and determining which contract vehicle is most suitable for this requirement. All responses will be reviewed by a technical team made up of Government personnel to determine confidence in a firm’s capability to provide the services required. The information requested will be used internally within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency.

This announcement is not a Request for Proposal/Quote (RFP/RFQ) or solicitation of any kind.

USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.

2. Background/Description

Attached is a draft Performance Work Statement (PWS).

The North American Industry Classification System (NAICS) code for this effort is 488390, Other Support Activities for Water Transportation. The Small Business Administration small business size standard for NAICS 488390, Other Support Activities for Water Transportation, is $38,500,000.

Place of Performance: Contractor maintenance facility within a 50-mile radius of MOTSU in Sunny Point, NC

Period of Performance: 60 days after receipt of Notice to Proceed (NTP)

3. Responses

Interested parties are requested to submit the following information. Responses are limited to 3 pages (title pages, cover letter, etc., will not count against the page limit). Again, this information will support market research activities within USTRANSCOM.

B. Business size (please include socioeconomic categories)

C. IDIQ contracts held which could be utilized for this requirement (OASIS SB, GSA Professional Services Schedule, Alliant SB, etc.)

D. Generally describe your company’s experience and research methodologies used to fulfill contracts similar to the tasks identified in the attached Refurbishment of Security Boats AM 1100 Series Silver Ship PWS. For magnitude purposes, the estimated value of this requirement is between $500,000 and $600,000.

When referencing a specific project or contract, please provide the following:

• A brief description of the project

• Contract number

• Period of performance

• Was your company a prime or subcontractor

• Dollar value of the project

• Scope of the portion of the effort your company supported

• A statement describing the technical approach for the project

4. Response Instructions:

Responses to this RFI shall be submitted to the below POCs via e-mail no later than 1000 hours CDT, Thursday, 28 February 2019.
