Refurbishment of Security Boats
AM 1100 Series Silver Ship
Performance of Work Statement (PWS)
1. Background: The Military Surface Deployment and Distribution Command (SDDC) requires services of a boat repair facility to perform boat refurbishments. The boat refurbishment / repair / modification services will be in support of the 596th Transportation Brigade, Military Ocean Terminal, Sunny Point, NC (MOTSU).
2. Description: The contractor shall have adequate maintenance facilities in order to perform the work at their maintenance facility location. The contractor’s primary maintenance facility must be within a 50-mile radius of MOTSU in Sunny Point NC in order to facilitate weekly production meetings with the designated Government Technical Point of Contract (TPOC) and Contracting Officers Representative (COR) while work is being performed on the government owned boats.
2.1 The work required consists of the refurbishment of two (2) 11 meter (35’ 6” length over all), patrol boats, Model AM 1100 Series by SilverShips.
a. 2003 SS-2 Hull Identification Number: VSI11005A503.
b. 2010 SS-4 Hull Identification Number: VSI11X21A010.
3. Scope: The contractor shall furnish the necessary management, material support services, labor, supplies, and equipment deemed necessary to provide marine boatyard and industrial support which includes specific modifications, upgrades, service life extension and repairs to U.S. Army owned boats and their associated systems (i.e., hull, mechanical, electrical, and electronic systems, etc.). It is anticipated that 100% of the work to be performed on this contract will be conducted at the contractor’s facility.
4. Performance Requirements: It is expected that a total of two (2) boats will be scheduled for refurbishment throughout the duration of this contracting effort. The Contractor will provide a comprehensive assessment, refurbishment cost quote, and proposed repair plan, and estimated completion date shall not to exceed 60 days after contract award. The quote shall identify repairs, vessel delivery, and services required to ensure each boat meets Original Equipment Manufacturer (OEM) manuals, United States Coats Guard (USCG) under the authority of Title 46 United States Code (USC): Title 33 and Title 46 Code of Federal Regulations (CFR), and voluntary standards and recommended practices developed by the American Boat and Yacht Council (ABYC). Reports shall identify the boats individually, by Hull Identification Number.
At no time shall the Government be obligated to perform all repairs identified in the assessment.
The following must be provided following completion of the initial inspection:
a) Provide a proposed quote for all repairs and services.
Deliverables: Repair Cost/Quote and Repair Plan
4.1 The contractor will be required to provide:
a) Qualified, trained and certified boat mechanics. The contractor will have certified boat mechanics to perform operational checks and testing of the boats after work/repairs are completed.
b) All parts required for repair of boats.
c) Post Inspection and Operation Report to verify safe and full operation of the boat. The contractor shall provide one copy to the COR.
4.2 Waterborne Trials: Contractor Trials: Contactor shall conduct independent waterborne trials prior to customer acceptance trials to verify all work has been accomplished successfully and all systems/components are operating properly. Contractor to provide materials and services to correct any contractor responsible items required in this PWS. Contractor to present to customer in writing via a QA inspection report trial completion and any discrepancies that are identified or any items not completed prior to acceptance trials.
4.3 Acceptance Trials: Waterborne acceptance trials are to be performed 5 days before the contract end date and after contractor trials have confirmed that all work has been accomplished in accordance with this PWS. The contractor is to provide a full tank of fuel, along with supplies to launch, accomplish a successful two-hour waterborne trial, and retrieve the boat after all contracted work has been tested. A successful waterborne trial is defined as; all line items in the PWS and any approved condition reports must have been accomplished to the satisfaction and approval of the TPOC/COR. Subsequently, if additional waterborne trials are required, to achieve a successful waterborne trial, those trials will be at the expense of the contractor. Upon completion of acceptance trials, all engines shall be fresh water flushed.
5. Boat Refurbishment / Modernization. The contractor shall perform boat refurbishments and/or modernization efforts to the boats (i.e., hull, mechanical, electrical, electronic systems, trailers etc.). At a minimum, this effort will include repair/removal/re-installation of engines, paint and preservation of the hull and engine compartment, electrical / electronic systems groom, removal of decking non-skid and apply new and re-upholster seats as needed. Patrol boat refurbishment is expected to have a 60-day period of performance. Movement of boats, equipment, or material within the contractors’ facility is at the contractor’s expense. The contractor shall perform the work in accordance with applicable original equipment manufacturer (OEM), American Boat and Yacht Council (ABYC) / American Bureau of Shipping (ABS) standards.
6. WORKMANSHIP: Provide workmanship consistent with highest standards of commercial marine practice and regulatory bodies. The Government reserves the right to accept or reject material or workmanship nonconformance. Material surfaces and edges shall be cleaned, sharp edges shall be ground smooth to avoid injury to personnel. The Contractor shall warrantee workmanship and repaired materials for 180 days after Government receipt. In the event that deficiencies are discovered during the warrantee period, an opportunity will be afforded the contractor to witness, inspect, report the condition on a CFR and constructively correct the deficiency consistent with the highest standards of commercial marine practices and regulatory bodies. The Government reserves the right to accept or reject corrected material and workmanship nonconformance. Materials and articles used for work performed shall be of commercial marine quality, conforming to the requirements of the Regulatory Bodies listed herein, unless specified to be otherwise. Where terms such as machinery, fittings, structures and equipment are herein specified to be IAW Government specifications it is intended that commercial marine equivalents, when approved by the Government, may be substituted.
7. CONFORMANCE OF WORK STANDARDS: Work performed under the contract shall conform at a minimum with applicable ABS, Federal, State, local, and base laws and regulations, as well as applicable building, fire, environmental and safety codes. Contractor is responsible for proper disposal of all hazmat and
8. GOVERNMENT PERSONNEL: The Contracting Officer (CO) is the individual executing this contract on behalf of the Government and is responsible for the overall administration of this contract. He/she is the only person authorized to make any changes in the price, terms, or any other conditions of this contract.
The Contracting Officer’s Representative (COR). The COR is responsible for monitoring the contractor’s performance and providing technical instructions or guidance. The COR has no authority to alter contract price, terms, and/or any other conditions of this contract.
Technical Point of Contact (TPOC). The TPOC is the Military Ocean Terminal, Sunny Point (MOTSU) individual for this contracting effort and the contractor shall be required to interface and cooperate with MOTSU TPOC during the life of this contract.
9. CONTRACTOR PERSONNEL: The contractor shall furnish adequate supervision at the contractor’s facility to ensure that work is performed in a safe and satisfactory manner. It is the Contractor’s responsibility to maintain close surveillance over personnel employed to perform work on this contract.
Contractor’s personnel performing services under this contract must include fully-trained and qualified service technicians that are familiar with, and have experience working on, this make and model of equipment.

11. GENERAL INFORMATION.
12. Hours of Operation.
The normal hours of operation are Monday - Friday from 0730 to 1600 hours, excluding federal holidays.
12.1 Department of Defense (DOD), Department of Army (DA), Occupational Safety and Health Administration (OSHA) and local rules and regulations shall govern contractors, sub-contractors, suppliers and their employees. Contractors shall comply with Title 29 Code of Federal Regulations- 1910 (OSHA General Industry Standards), Title 29 Code of Federal Regulations-1926 (Construction Industry Standards) and National Fire Protection Association Codes as applicable.
13. CONTRACTOR MANAGEMENT REPORT (CMR). The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Military Surface Deployment and Distribution Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil/.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 14. SECURITY (PHYSICAL, PERSONNEL, INFORMATION, ANTI-TERRORISM AND
FORCE PROTECTION REQUIREMENTS). The work associated with this PWS is UNCLASSIFIED. The contract Personnel assigned to this contract will require access to the Military Ocean Terminal, Sunny Point, North Carolina.

REQUIREMENTS
15.1 Search, Inspection, and Seizure: All vehicles, personnel, and hand-carried items, entering or exiting any installation control point, or while on the installation, are subject to search and inspection and seizure of any prohibited item, at any time. Random, unannounced, and regular searches and inspections will be conducted. These searches and inspections are intended to assure prohibited articles are not introduced into, and government property is not removed from the installation or its facilities.
15.2 Parking: Parking of the Contractor’s vehicles shall be restricted to the area of work. The company name shall be prominently displayed on all construction vehicles parked where work is being accomplished.
15.3 Driver’s Licenses: All persons entering or working on MOTSU shall possess a valid Driver’s License or State issued ID Card.
15.4 Seatbelts: The use of seatbelts by all vehicle operators and passengers is mandatory on MOTSU. Vehicle operators caught not wearing seatbelts will lose their driving privileges, subject to laws governing Military and Civilian Employees.
15.5 Cell Phones: The use of cell phones while driving vehicles is prohibited on MOTSU, subject to laws governing Military and Civilian Employees.
15.6. Traffic Laws. The contractor and its employees shall comply with installation traffic regulations.
15.7 Key Control. The contractor shall establish in writing and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. This established plan shall be submitted to the Contracting Officer or his/her authorized representative in writing. The contractor shall not duplicate any keys issued by the Government.
15.7.1. The contractor shall immediately report to the Contracting Officer or his/her authorized representative occurrences of lost or duplicated keys.
15.7.2. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the Contracting Officer or his/her authorized representative, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the Government shall replace all locks and keys for that system and the total cost deducted from the monthly payment due the Contractor.
15.7.3 Contractor shall prohibit the use of keys, issued by the Government, by any persons other than the Contractor's employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.
15.8. Lock Combinations. The contractor shall control access to all Government provided lock combinations to preclude unauthorized entry.
15.9. Terminal Access: Contractor employees will comply with base access and control procedures. The Visitor Center personnel will conduct a National Crime Information Center (NCIC) check on all personnel who request access to MOTSU. A MOTSU NCIC Consent form must be signed and submitted within at least seven (7) days of coming to the terminal. If there is nothing prohibiting the individual from working on the installation, they will be granted access.
The Visitor Center is available 0600 to 1400 Monday thru Friday; telephone number is (910) 457- 8269 or 8766. POC is the Chief of Guards at (910) 457 8502.
15.9.1. Visit Authorization: Permanently assigned contractors at MOTSU will require electronic JPAS visit requests submitted to SMO Code: W6TCAA, POC block is the contract number and phone number block will include Contracting Officer or his/her authorized representative phone number and last name.
