JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

AT21 Supply Chain Guru Software Maintenance and Support

1. CONTRACTING ACTIVITY.

United States Transportation Command, DPO Support Division, USTRANSCOM/TCAQ-DPO, 508 Scott Drive, Building 1900, Scott AFB, IL 62225 .

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

Other Than Full and Open Competition is required for maintenance and support for 24 Supply Chain Guru (SCG) software licenses.

3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS

(INCLUDING THE ESTIMATED VALUE).

Total estimated cost of this acquisition is $ to maintain all SCG licenses currently being used by SDDC/TEA and AT2 l. This acquisition will provide maintenance and support, to include online downloadable access to all updates and upgrades.

4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION.

FAR 6.302-l(a), 10 U.S.C. 2304(c)(l), Application for brand-name descriptions.

5. DEMONSTRATION THE PROPOSED CONTRACTOR'S UNIQUE

QUALIFICATIONS REQUIRE USE OF AUTHORITY CITED.

SCG maintenance and support is necessary to support SCG licenses used by JD PAC (for AT21) and SD DC/TEA. SCG is essential to Government requirements because of unique capabilities and attributes not available in any other product. These include an integrated ability to act as a supply chain simulation or enact supply chain optimization functionality with the same data set, and the ability to interface with existing Government schedule planning and optimization tools.

No other product offers an integrated simulation and optimization capability, and no other product is technically or architecturally capable of interacting with existing Government decision-support models and tools. The SCG brand optimizes accessibility to the software and the responsiveness to emerging analytical decision-support requirements. The SCG licenses increase the productivity of the analytical team, resulting in obtaining study results quicker, shortening of study execution times, which decreases backlog of requested studies.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE, WHETHER A

NOTICE WILL BE PUBLICIZED AS REQUIRED BY FAR 5.2, AND IF NOT, THE

APPLICABLE EXCEPTION.

A combined synopsis/solicitation will be posted to Fedbizopps IAW FAR 5.102 (a)(l) and FAR

5.102 (a)(6).

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.

The Contracting Officer is unable to make this determination until after receipt of the proposal for this requirement; however, commercial pricing, competition, and previous prices paid for these and similar services will be reviewed in order to determine a fair and reasonable cost.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS

OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT

CONDUCTED.

The functional users are constantly surveying the market and from this corporate experience know that the SCG software and maintenance is the only brand acceptable for the Government to use at this time.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION.

10. LISTING OF SOURCES THAT EXPRESSED, IN WRITING, AN INTEREST IN

THE ACQUISITION.

None.

11. A STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE

OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT

ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED.

While circumstances do not permit full and open competition for this acquisition, the Government will continue look for ways to use products that are available from multiple vendors. The Government will continue to investigate new products to meet its needs and should such products become available, the Government will consider further competitive acquisition options.

12. CONTRACTING OFFICER'S CERTIFICATION.
