Solicitation Number: HTC711-16-Q-D030 Notice Type: Sole Source Intent

SYNOPSIS: The purpose of this combined synopsis/solicitation is to notify interested parties the United States Transportation Command (USTRANSCOM) Acquisition Directorate anticipates issuance of a firm-fixed price contract on a sole source basis to Telvent DTN, LLC for GIS Weather Shape Files and GIS Weather Web Services (WMS/WFS). These products are used to improve planning, deliver near real time weather events, alerts and warnings to IRRIS users and mission managers. By integrating their proven, mission-critical weather information directly into the application it delivers a single view of USTRANSCOM mission operations and the weather’s impact, improving planning and response. It also allows weather data to be shared with a large group of users more economically, supporting the best possible operational and business decisions across USTRANSCOM. These are used to improve planning and response in a number of industries through high-performance delivery of GIS-based weather using standard programming methods and is integrated into the Intelligent Road/Rail Information System (IRRIS) Geospatial Information System (GIS) program. The anticipated Period of Performance is from 01 April 2016 to 30 September 2016.

Telvent DTN, LLC is the sole source manufacturer of these products and does not have a third-party reseller. Award of this requirement will be in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) Code is 511210, Software Publishers. The Small Business Administration small business size standard for NAICS code 511210 is $38.5 million annual average receipts (total or gross income) over the past three years.
