UNITED STATES TRANSPORTATION COMMAND

DIRECTORATE OF ACQUISITION

JUSTIFICATION PERMITTING OTHER THAN FULL AND OPEN COMPETITION

Weather Sentry Geospatial Information System (GIS) Web Services from Telvent DTN, LLC

HTC711-16-Q-D030

1. AGENCY AND CONTRACTING ACTIVITY

United States Transportation Command (USTRANSCOM), USTRANSCOM/TCAQ, 508 Scott Drive, Scott AFB, IL 62225.

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED

The action being approved is for purchase of concurrent use of web services for the following weather service products from Telvent DTN, LLC:

GIS Weather Shape Files GIS Weather Web Services (WMS/WFS formats)

The U.S. Army Military Surface Deployment and Distribution Command (SDDC) Transportation Engineering Agency (TEA) will fund this action using SDDC/G6 ESS TWCF funding. The estimated value of this requirement is .

Requested period of performance is 1 April 2016 through 30 September 2016.

3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The GIS Weather Shape Files and GIS Weather Web Services (WMS/WFS) are currently consumed in Intelligent Road/Rail Information System (IRRIS). Their products are used to improve planning, deliver near real-time weather events, alerts and warnings to IRRIS users and mission managers. By integrating their proven, mission-critical weather information directly into our application, it delivers a single view of USTRANSCOM mission operations and the weather’s impact, improving planning and response. It also allows weather data to be shared with a large group of users more economically, supporting the best possible operational and business decisions across USTRANSCOM.

The GIS Weather Shape Files and GIS Weather Web Services (WMS/WFS) are used to improve planning and response in a number of industries through high-performance delivery of GIS-based weather, using standard programming methods, and is integrated into the IRRIS GIS program.

4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION

FAR Part 6.302-1, 10 U.S.C. 2304(c)(1)

5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES

USE OF THE AUTHORITY CITED

The GIS Weather Shape Files and GIS Weather Web Services (WMS/WFS) are the current products coded into IRRIS. To use alternate products would require a very costly rewrite of the system software and interface. Changing contractors will require software changes and code rewrites, which are currently not funded. At a minimum, it will take an estimated hours to update the current configuration for a different contractor;

however this figure could grow quickly without knowing what the new requirements would be. These products are not available from any other source since Telvent DTN does not have any resellers of their weather products.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE,

INCLUDING WHETHER A NOTICE WAS OR WILL BE PUBLICIZED AS

REQUIRED BY SUBPART 5.2 AND, IF NOT, WHICH EXCEPTION UNDER

5.202 APPLIES

The Government intends to post a Notice of Intent to Sole Source on FedBizOpps, in order to notify industry of the requirement. Refer to FAR 6.302-1, 10 U.S.C. 2304(c)(1).

7. DETERMINATION BY THE CONTRACTION OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE

The Contracting Officer is unable to make this determination until after receipt of the quote for this requirement; however, commercial pricing and previous prices paid for these and similar services will be reviewed in order to determine fair and reasonable pricing.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED, AND THE

RESULTS, OR A STATEMENT OF THE REASON MARKET RESEARCH WAS

NOT CONDUCTED

Market research conducted by the customer and TCAQ determined that the Telvent Weather Services products are not available on ESI or GSA Advantage and there are no other re-sellers. A notice of Intent to Sole Source a firm-fixed priced contract to Telvent

DTN will be posted on FedBizOpps, publicizing this requirement and requesting any and all firms that feel they possess the ability to meet these requirements respond with their firm’s technical capability. All responses will be considered if found technically capable.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAT FULL AND

OPEN COMPETITION

SDDCTEA Transportation Geospatial Information System (TGIS) program supports many operations including infrastructure analysis and mission management analysis worldwide. The mission management of DoD arms, ammunition and explosive shipments along with sensitive courier shipments requires up-to-date weather reports, alerts and radar signature. The Telvent DTN products are compatible with our current system and delivers these reports, alerts and radar very effectively. To use alternate products would require a very costly rewrite of the system software and interface.

10. A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN

INTEREST IN THE ACQUISITION

No other sources expressed interest in the acquisition.

11. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS BEFORE ANY SUBSEQUENT

ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED

A market study will be done to identify any other potential sources prior to any future acquisitions. If other sources become available, TCAQ-DPO and SDDC will evaluate their capabilities to see if it meets mission requirements.
