Question and Answers Solicitation HTC711-13-R-R009

Question 1 In previous RFPs released by USTRASNCOM there has been a CRAF requirement; however there isn’t one for this requirement. As an example, wording on the Multimodal, “For CRAF, the contractor shall be a U.S.
registered air carrier operating under Federal Aviation Regulations, Part 121, and possessing a current certificate issued by the FAA pursuant to Federal Aviation Regulations, Part 121.”; Theater Express is “The Civil Reserve Air Fleet (CRAF) carrier (prime contractor) and all Foreign Flag subcontractors ……...” Cat-A “In order to provide service to a Central Command (CENTCOM) Area of Responsibility (AOR) location, the Civil Reserve Air Fleet (CRAF) carrier (prime contractor)…..”
Would USTRANSCOM consider making it so the Prime contractor MUST be a CRAF carrier? By making the CRAF carrier the Prime, the other carriers would fall behind the CRAF carrier which would support your CRAF partners.
Answer 1 The Fly CRAF and America Acts are taken into consideration within this procurement through inclusion of preference categories as cited in FAR 52.212-2 within the solicitation.
Question 2 Attachment 3 - Fuel Report Template : Is it a matter of signing this attachment and agreeing on the terms for fuel regulations as we cannot see we can fill out anything in the attachment on beforehand?
Answer 2 There is no requirement to submit this document as part of the proposal. This attachment is provided for informational purposes and will be incorporated into the resultant contract.
Question 3 Will you accept the bid mailed to you followed by a hard copy send by first class mail as there is no courier service in and out of Greenland?
Answer 3 As stated in Addendum to 52.212-1, Instructions to Offerors, offerors are required to submit one original hard copy and two additional hard copies (three hard copies total) plus one electronic copy on CD-ROM of their proposal by the specified due date [11:00 A.M. Central Daylight Time (CDT) 29 May 2013] to the address specified in the “USTRANSCOM/TCAQ Points of Contact” paragraph below.

Hard copies may be mailed or hand delivered as long as they are received by the above cited due date and time.
Question 4 Based on what I can find, there is no scheduled service between the destinations identified in the solicitation. The government indicated non-charter service; however there isn’t any scheduled service the government could take advantage of. Does the government intend to make all routes chartered flights and therefore could be operated by US Flag carriers?
Answer 4 There are scheduled service routes currently available and being used which service the required locations; the Government’s intention is to maintain charter services IAW Contract Line Item Numbers (CLINs) X001 and X002 of the solicitation and scheduled services IAW CLINs X003 and X004.
Question 5 Category 3, Page 41 Danish/Greenlandic Flagged Carrier. Will the government require Foreign Carriers information Sheets to be completed for each Danish/Greenlandic Flagged Carrier prior to service?
Answer 5 Submission of formal Foreign Carrier Information Sheets are not a requirement within the Performance Work Statement.
Question 6 CRAF carriers undergo a rigorous safety audit conducted by Air Mobility Command; does the government intend to hold non-CRAF carriers to the same standards?
Answer 6 DoDI 4500.53 states that DOD approval by the Commercial Airlift Review Board (CARB) is not required if the number of DOD passengers or cargo volume (by weight) moved is not expected to exceed 10 percent of the total number of passengers/cargo moved per mission. For this requirement, the number/amount of DOD passengers/cargo moved will not exceed 10 percent; therefore, DOD approval by the CARB is not required.
