Questions and Answers to NWS Solicitations
11 August 2009
Rotary Wing Bulk Fuel Tranfer HTC711-09-D-0039
1. Who is the current operator of this contract, their flight hours per year, and awarded contract amount?
Answer - Currently Canadian Helicopters performs this service. The flight hours are available in the solicitation, Attachment 5 to the PWS. The current contract awarded amount is $12,292,350.00 (base and option periods).
2. We would like to know if it is permitted to perform the contract with a single engine aircraft equipped with pop-out floats or standard floats?
Answer – No, the aircraft must be Rotary Wing meeting the specifications in the PWS to land on Helicopter Pads at remote sites.
3. What is the minimum of fuel handlers for a fuel transfer at SRR sites?
Answer – Minimum of 2 fuel handlers. Handlers are required in zones 1 and 2 and another team is required in zones 3 through 5 per paragraph 1.5.3 of Appendix 1 of the PWS.
4. Block 23 - UNIT PRICE - Do we write in the UNIT PRICE for the Base Year and all Option Years or just the Base Year only? Block 24 - AMOUNT - Do we write in the total AMOUNT for the Base Year and all Option Years or just the Base Year only?
Answer - You don't have to fill out blocks 23/24. It says to see schedule (that is where the Item No's are). You will fill in the info for each ITEM NO. 0001, 1001, 2001, 3001 & 4001.
5. Please clarify what pricing you are looking for under the Reimbursable ITEM NO’s?
Answer - You are not required to fill in anything under the Reimbursable Item No's. The government will fill it in at the time of award.
