1. Is there a way a contractor can bid on individual requirements within the PWS (e.g., translation services, claims)?

Response: No, all requirements within the PWS are required to be fulfilled.

2. Is this a follow‐on requirement? Yes If so, could you please provide the incumbent contract number for this opportunity? H94002-10-D-0001

3. L.4.4. and Attachment L‐3: Are the client authorizations letters excluded from the page limitation set forth for Volume III?

Response: Yes, client authorization letter are excluded from the page limitation. Since client authorization letters are not identified in L.4.4., the letters do not have a page limitation.

4. M.5.3: What rating system will the Government use “to determine quality of performance for each of the contracts” as described in M.5.3?

Response: No specific quality rating will be assigned to each contract reference. The Government will note any positives and/or negatives during their review. These noted positives and negatives along with the recency and relevancy determinations on all contract references will be used to determine the overall performance confidence assessment ratings.

5. M.5.4: Please clarify if the Government will apply a performance confidence rating to each of the contracts deemed relevant? If so, please describe how the quality ratings in M.5.3 will be used to calculate the performance rating.

Response: Performance confidence ratings will NOT be assessed for each contract deemed relevant.

6. M.5.4.2: Please confirm M.5.4.2 means the Government will apply a single overall Performance Confidence Rating to the evaluated portions of Volume III.

Response: Yes, the Government will apply a single overall Performance Confidence Rating to the evaluated portions of Volume III If so, what describe how the contract specific quality ratings or individual performance ratings will be used to calculate an overall past performance confidence rating to Volume III.

Response: The Government will review recent and relevant past performance efforts and noted quality of performance on said contracts; based on this review, the Government will then assign a single past performance confidence rating based on the definitions stated in paragraph M.5.4.3.

7. The RFP J-Attachment zip file included two files labeled J-10:

· J-10 T008_top2014 FINAL.pdf and

· J-10 T008REV_top2014 FINAL.pdf.

Please clarify which one is to be used.

Response: Utilize J-10 T008REV_top2014 FINAL.pdf. which is attached.

8. C.14.2.3.1. of the RFP states: C.14.2.3.1. Patients with paid claims in excess of $15,000 for non-institutional care, or $30,000 for institutional care over a rolling 12-month period. However, the M060 states Patients with paid claims in excess of $10,000 for non-institutional care, or $20,000 for institutional care over a rolling 12- month period.

Please clarify if the reference in the M060 or the reference in C.14.2.3.1. is correct.

Response: See HT9402-14-R-0001 RFP Amendment 1

9. Section L.4.3 requires Times New Roman 12 point font and double spacing. Will the Government consider changing the requirement for double-spacing to single-spaced text, using a line spacing of 1.15? Double spacing exceeds the recommended optimal line spacing for readability (between 120% and 145% of the point size). We suggest setting the line spacing at 1.15 for the best readability.

Response: Comment noted; Section L.4.3. line spacing will remain unchanged.

10. Attachment L-4 Clause 10(a) states, "Except as otherwise provided herein, this Guaranty Agreement refers to and shall be effective with respect to any and all contracts for supplies or services entered into, on or after the date of this agreement between the Government and the contractor." Does the incumbent contractor, need to complete and submit a new Guaranty Agreement since one already exists under the current contract and this clause states this guarantee covers all contracts in perpetuity?

Response: The incumbent contractor is required to submit a valid Guaranty Agreement with their proposal.

11. Attachment L-4 Clause 7, Default Liability, reiterates the Government's rights stated in FAR clause 52.249-8. Wouldn't the fact that FAR 52.249-8 is in Section I be sufficient so as not to cause the Contractor to be potentially bound by additional or repetitive guarantees?

Response: Section L does not become part of the contract.
