1. Reference: C.19.3., C.19.4., Attachment J-3 C.19.3. states, “The Contractor shall provide on-site Contractor personnel to perform beneficiary enrollment and associated CHCS actions (including patient information updates, CHCS miniregistration and PIT error resolution), provide briefings/marketing and education, TRICARE benefit counseling and assistance, claims assistance, and general customer service at all locations identified at Attachment J-3.”
C.19.4. states, “Unless otherwise specified by the Government, each location identified in Attachment J-3 shall have no less than one full-time BSR who shall be available to provide briefings and TSC support at least 8 hours per day (during normal business hours for that facility).”
Attachment J-3 “Government-Furnished Space and Equipment by Location” lists as a location “TAO-P Regional Customer Service Center” but does not state a country or any indication where this is.
Question: Where specifically will the TAO-P Regional Customer Service Center be located?
Government Response: The TAO-Pacific Regional Customer Service Center is located in Okinawa, Japan.
2. Reference: F.2.3., G.5.3.2. and TOM Chapter 1, Section 7, paragraph 3.4.1.
F.2.3. states, “All phase-out activities shall be accomplished no later than 270 days after the start of health care delivery for the incoming contractor.”
G.5.3.2. states, “Phase-Out (CLINs X012): Submit invoice following completion of all transition-out requirements.”
3.4.1. states, “The outgoing contractor shall retain sufficient resources to ensure correction (and reprocessing through TMA) of all TED record edit errors NLT 210 calendar days following the start of the incoming contractor’s health care delivery.”
Question: Is this statement accurate that phase-out activities shall be accomplished no later than 270 days after start of health care delivery for the incoming contractor? In accordance with G.5.3.2., is the contractor therefore expected to submit an invoice no earlier than 210 days after start of health care delivery? This may be almost 2 years after the end of the contract.
Government Response: Transition out activities are accomplished during the last period of performance and will be invoiced upon completion of the CLIN X012 period of performance identified in schedule B. Section F.2.3.’s intent is for the contractor to be available if required to complete any residual claim issues which may not have been previously finalized.
3. Reference: TOM Chapter 24, Section 15, paragraph 3.4
3.4 states, “All reports and plans shall contain the contact information for contractor personnel who were involved in preparation of the report/plan, and who can be contacted if questions arise.”
Question: Does this requirement apply to daily and weekly reports? Many of these reports are auto-generated from systems; therefore, the personnel are only involved upon set up of the report generation.
Government Response: Yes the requirement applies to all reports to include daily and weekly reports. The government wants a POC with contact information who will be able to respond to questions for each specific report/plan.
4. Reference: L.6.6.1.
L.6.6.1. states, “The offeror shall provide a draft start-up plan which includes a description of and timeline for all major start-up activities to be accomplished during the transition-in period. This shall be an event-based plan that includes the major events to be accomplished during transition- in and the significant accomplishments associated with each event.”
Question: In order to accomplish this requirement can the offeror submit a MS Project Plan exhibit that will not be counted against the total number of pages under the Technical Volume?
Government Response: All pages will count against the page count
5. Reference: L.7.2.
L.7.2. states, “The offeror shall provider their company’s total number of covered lives and total annual number of claims processed for the most recent 12 month period available.”
Question: Does DHA want the offeror’ s total covered lives and total annual number of claims processed, since the offeror is a team of companies? Alternatively, does DHA want each company’s separately identified total number of covered lives and total annual number of claims processed in the 10 page narrative?
Government Response: The Government wants each team member’s total number of covered lives and total annual number of claims identified separately in the 10 page narrative.
6. Reference: L.4.8.
L.4.8. states, “The offeror shall submit their anticipated organizational structure and must include the prime contractor and first tier subcontractors (as defined in Section L.7.[…] In the case of a joint venture or other business structure (e.g. subsidiary relying upon its parent corporation and/or relying on other corporate subsidiaries of its parent), a clear description of the organizational relationships must be disclosed.”
Question: Is the intent of this 3 page document to describe the legal entities that will support the bid or does the organizational chart also need to describe the functions that each entity performs? For example, if an entity performs multiple functions (e.g. call center customer service, claims customer service and provider network management) does the organizational chart need to identify that detail as well?
Government Response: The Government would like the offeror to describe the legal entities that will support the bid and the functions each entity will perform.
