Questions and Answers for Solicitation # HT0014-20-R-0007
1. Is this a new or existing Contract?
Answer: It is a new Contract.
2. If this is an existing contract, who is the incumbent and what were the rates charged on the original contract?
Answer: N/A
3. If this is an existing contract, can you provide historical data on usage for each of the services being requested and/or annual revenue?
Answer: N/A
4. If this is an existing contract, what difficulties or challenges have you encountered, and if this is a new contract, what challenges do you anticipate?
Answer: N/A
5. Can the Government provide an approximate percentage breakdown of the languages requested for each service?
Answer: Refer to Solicitation HT001420R0007 – Evaluation Approach – Technical.
6. Could the government specify the type of background investigation/clearance that personnel must obtain in order to support this contract?
Answer: There are no background investigation/clearances required to access the Military Treatment Facility. Those with valid DOD ID cards are scanned by security and are granted access provided that there are no alerts during the scanning process. Those translators without DOD ID cards are directed to the visitor’s gate where the process is to have them fill out paperwork and then have their drivers scanned prior to post access. Government may grant up to a 90 day pass with their information (name, driver’s license, etc.) and that would be given and shown to post security.
7. Given the complexity and scope of the responses to this solicitation, will the Government consider extending the proposal submission deadline?
Answer: The Government will extending the proposal submission deadline. See the amendment to the solicitation.
8. Who are the current incumbents? What are their rates?
Answer: Solicitation HT001420R0007 is a new requirement.
9. Can you please provide a list of file types/formats required for document translations?
Answer: The type of documents we receive to be transcribed are normally the patient immunization records, medical notes from a patients country needing transcribed to English and consent/instruction forms from clinics such as OB/GYN and Pre‐Op Surgery. Translation services are done either In Person or by video translation for interpretation services only/

Answer: Word document.
10. The instructions (and deadline) on the PPQ form itself and the instructions in the solicitation (page 56) do not match. Could you please de‐conflict and send an updated PPQ along with responses to vendor questions?
Answer: We will fix the date on the PPQ, the correct date to receive the PPQ is on or before the proposal due date.
11. SF1449: Could the Government provide a final version of the SF 1449 to allow the offerors to submit a signed version as per SF 1449 BLOCK 28 and Sections L and M?
Answer: Upon award of the contract, signature requirements for the successful offeror are in Blocks 28, 30a, 30b and 30c on the Standard Form (SF) 1449.
12. Submission: Could the Government please confirm the due date time is 12:00 PM 30 April, and not 12:00 AM 30 April?
Answer: The due date time is 12:00pm. Please note the current due date. Solicitation HT001420R0007‐ Block 8 should read 12:00 PM, 5 May, 2020.
13. Part III: Past Performance (a): Could the Government confirm the 1 page limit per prime offeror and additional 1 page limit per major subcontractor is separate from the 1‐3 relevant contracts referenced in Part III:

Answer: Each PPQ reference must be for a separate contract.
14. PWS 1.7.3 Hours of Operation: The Government states contractor shall “Also provide immediate unscheduled access to highly trained interpreters for all requested services.” This verbiage is then repeated in Section 5.2 only pertaining to telephonic interpretation, with Section 5.4 stating “in some cases, sign language services will be requested for immediate service…”. Can the Government confirm the immediate unscheduled access is solely for telephonic translations and not for all requested services?
Answer: Answer: The word ‘ALL’ will apply to all services that the translation interpreters would provide, both scheduled and unscheduled
15. Are you looking for a staffing company or would you be interested in something more AI based?
Answer: Refer to Solicitation HT001420R0007 – Evaluation Approach – Technical.
16. "Offers must identify the application compatible equipment with system used at FBCH. (iPad Pro and CYRACOM interpretation iPad Pro Stands (Part 3)." We believe that this specific equipment requirement unduly restricts the competition to Cyracom (which is a large business) and/or its subcontractors. Would the Government reconsider this requirement so as to allow for a more full and open competition?
Answer: Currently, the equipment listed are what available to be used at FBCH.
17. From the Price Schedule, CLIN 006,1006,2006,3006,4006 and 006,1007,2007,3007 and 4007 Document Transcription/Translation with unit of quantity of each word cannot be priced as one line item because the Transcription has rate per audio minute, while translation has unit rate per word. Will the Government considers separating these two items?
Answer: The Transcription/Translation is for document only, audio Transcription/Translation is not required.
18. Regarding the Past Performance Questionnaires, we have existing PPQs evaluated by the Client, can we submit those and be considered for evaluation?
Answer: Refer to Solicitation HT001420R0007-Past Performance.
19. Could you clarify what you mean by " Copy two shall NOT contain the name of or reference to the Offeror, any Joint Venture Partner, or any Subsidiaries."
a. Does this mean that we must not mention the name of our Company, or does it mean that we must not list the names of any individuals?
Answer: Copy Two (2) Sanitized shall not contain the name contain the name of or reference to the Offeror, any Joint Venture Partner, or any Subsidiaries.
b. Does this pertain to the entire proposal packet?
"Proposal Copies: Offerors shall provide two separate electronic copies of their proposals. Copy One (1), Not‐ Sanitized; Copy Two (2) Sanitized. Copy two shall NOT contain the name of or reference to the Offeror, any Joint Venture Partner, or any Subsidiaries. This copy will be used in the Evaluation of Proposals. Offerors are advised hereby that without a Sanitized copy of their Proposal, their submission must be deemed as Non‐Responsive, as the proposal cannot be evaluated. FORMAT: Submit your proposal in four (4) separate volumes."
