****THIS IS A SYNOPSIS/PRE-SOLICITATION NOTICE FOR ELECTRONIC CLINICAL REFERENCE (ECR) SOLUTION***

Estimated award date: on or around 11 January, 2016

The Defense Health Agency (DHA), Contract Operation Division Falls Church (COD-FC), located in Falls Church, VA 22042, intends to issue a Solicitation for Electronic Clinical Reference (ECR) solution on or around 17 September, 2015, unless an additional notice is given or this notice is modified. The full solicitation will be posted on the Federal Business Opportunities portal (www.fbo.gov).

Applicable NAICS: 511130 Book Publishers; Size Standard: 500 employees

This award will provide for a Military Health System (MHS) implementation of an ECR solution to all the Military Treatment Facilities (MTFs).

The ECR is a comprehensive, evidence-based clinical reference tool that provides clinical knowledge, including, but not limited to drug information, disease information, formulary information, treatment guidelines, and toxicology information to all the MTFs.

The users of the ECR will be Service Members (Active Duty, Reservists & National Guard), DoD civilians, DoD contractors, and Public Health Service officers (that are assigned to DoD) in support of the MHS mission. The objective of this requirement is to provide a single web based ECR solution for the MHS which will provide the following benefits:

· Standardize functionality among the Services

· Provide continuity and consistency for users

· Enhance access to evidence-based clinical knowledge for the MHS

The projected Period of Performance is one 12 month base period with four 12 month option periods. Offerors must hold a current registration in the System for Award Management portal (SAM) database.

This announcement fulfills the synopsis requirements under FAR 5.201 and 5.203. This Notice of Intent is not a request for competitive quotes. No questions will be taken at this time; once the solicitation is posted, a period of time will be designated for submitting questions.
