QUESTIONS AND ANSWERS

HSSS01-16-R-0057

Question 1:

On form 1449, listed in the quantity column (21) is the number 30,000 next to the unit column (22) listing US. It appears this is listing the dollar volume and currency designation. Should this not be the Quantity 500 and Unit Each? Then this would be followed by the extended Unit price (col 23) and Extended amount (24) Answer: The BPA shall not exceed $30,000 per year which is per CLIN, but for pricing purposes price out quantity of 500 each.

Question 2: On page 1 of the Instruction to Offerors section, the third paragraph says and lists the following:

The quote submitted shall include the following:

I. Price II. Technically Acceptable III. Past Performance Yet on page 4 within the section d. it states “As a minimum requirement, all offerors shall submit, as part of the original quote, the following”:

(1) Company’s Financial Statement which includes Balance Sheet and Income statement; and

(2) Point of contact from their bank or any financial institution with which they transact business Is the Balance sheet and bank POC required (thus being IV) or is just the Bank POC required should the Contracting Officer need further evidence of financial responsibility?

Answer: The quote must contain I. Price, II. Technically Acceptable, and III. Past Performance. Additionally, (1) and (2) must be provided to determine financial responsibility. Even if prior business was done with the USSS, this must still be submitted.

Question 3: It would appear that the “performance dates” on Form 1449 are out of sync with the award of this contract. Should they not start at 10/01/2016 – 9/30/2017 as the base year and go from there? I believe this probably has to do with the original drafting of the solicitation and is just not posted correctly on this final version.

Answer: The base year period of performance shall be the award date through one year. The dates will be revised upon award for each CLIN corresponding to the award date.

Question 4: Within the Table of Contents – Section 52.212-3 Offeror Representations and Certifications is listed in the contents yet not included in the back up page support. Are the Reps and Certs NOT needed for this BPA?

Answer: Reps and Certs are needed for this BPA and FAR 52.212-3 was included in the RFQ. If you are registered in SAM, which is required to make award, the certs should already be established so the full text of the clause was not generated.

Question 5: Please confirm if the double magazine pouch is to be open top or closed with a flap and snaps.

Answer: The USSS is pursuing a pouch suitable for concealed/plain clothes use – NOT one for a traditional uniformed duty belt.
