INSTRUCTION TO OFFERORS
Award will be made to the offeror that provides the lowest price technically acceptable quote to the Government. In order to be technically acceptable, offerors shall provide a unit price for each of the contract line items listed within the Standard Form 1449. The offeror providing the lowest price technically acceptable quote will be awarded a commercial BPA (Blanket Purchase Agreement). This is a brand name or equal requirement for Desantis F.F.D.O. Duty Holsters with Lock Hole for the Sig Sauer P-229 and Desantis Double Magazine Pouches for the Sig Sauer P-229. Only quotes providing brand name or equal Desantis F.F.D.O. Duty Holsters with Lock Hole for the Sig Sauer P-229 and Desantis Double Magazine Pouches for the Sig Sauer P-229 will be considered. The period of performance will be from the date of award through the Government fiscal year (FY) 16, as well as four (4) one year option periods thereafter.
The quote shall be submitted in electronic format and emailed to david.kelley@usss.dhs.gov by no later than 12 August 2016 4:00 PM EST. Hard copy quotes will not be accepted.
The quote submitted shall include the following:

I. Price The government anticipates award of a BPA as a result of this solicitation. Offerors must submit a full price quotation for the base period and all four option periods. Offerors are encouraged to provide volume discounts. The Government will evaluate offers for award purposes by adding the total price for all line items to the total price for the basic and four (4), one (1) year option periods. In order to be technically acceptable, offerors shall provide a unit price for each of the brand name or equal contract line items listed within the Standard Form 1449.
II. Technical
a. Offerors must provide a product that provides all of the salient characteristics for Desantis F.F.D.O. Duty Holsters with Lock Hole for the Sig Sauer P-229 and Desantis Double Magazine Pouches for the Sig Sauer P-229 to meet the requirement of brand name or equal. The offeror must meet all of the criteria and all specifications listed in the Statement of Work to be technically acceptable. The Offeror shall also provide enough information to determine that the product is acceptable.
b. In order to be technically acceptable, offerors shall provide a unit price for each of the brand name or equal contract line items listed within the Standard Form 18 (as shown below). The Brand Name or Equal FAR Clause 52.211-6 applies to this procurement.

c. PAST PERFORMANCE.
The evaluation process will be based on the Past Performance information obtained from the Past Performance Information Retrieval System (PPIRS). Acceptable or unacceptable ratings will be assigned based on the information retrieved from PPIRS.
d. PROSPECTIVE CONTRACTOR RESPONSIBILTY:
In accordance with Federal Acquisition Regulation (FAR) 9.1, the Contracting Officer shall award contracts only to a responsible offeror. No purchase or award shall be made unless the contracting officer makes an affirmative determination of responsibility.
To be determined responsible, a prospective contractor must have adequate financial resources to perform the contract, or the ability to obtain them. The Contracting Officer shall require acceptable evidence of the prospective contractor’s current sound financial status, as well as the ability to obtain required resources if the need arises. Pursuant to FAR 9.104-4, the Contracting Officer reserves the right to request adequate evidence of responsibility on the part of any prospective contractor/subcontractor(s). In the absence of information clearly indicating that the prospective contractor is responsible, the Contracting Officer shall make a determination of non-responsibility.
As a minimum requirement, all offerors shall submit, as part of the original quote, the following:
(1) Company’s Financial Statement which includes Balance Sheet and Income Statement; and
(2) Point of contact form their bank or any financial institution with which they transact business.
