The following questions and answers pertain to USSS RFP HSSS01-15-R-0058. Contractor questions (Q1, Q2, etc.) are immediately followed by government responses (A1, A2, etc.).

Q1. Please provide a map of the National Capital Region utilized by Department of Homeland Security in order to determine eligibility. Apparently different agencies use different maps.

A1. The map below provides a pictorial representation of the radius (50 miles from 1600 Pennsylvania Ave, Washington DC) that will be considered for companies that have design and assessment facilities/resources within the National Capital Region.

Q2. Could you provide access to the SSF 4024 and the SSF 3036A blank forms?

A2. The Secret Service will not provide advance copies of the forms identified in the SOW. The following information is however provided to interested offerors for the purposes of anticipating administrative requirements following award of a contract.

SSF 3237 – US Secret Service Facility Access Request This form requires the contractor to supply basic biographical data (name, address, social security number) and work history information for the purpose of determining contractor employee citizenship, and suitability to work on Secret Service facilities, systems, or equipment. A basic criminal history check will be conducted utilizing the information supplied on this form.

SSF 4024 – US Secret Service Non-disclosure Agreement

This is a basic non-disclosure agreement that stipulates the contractor and their employees will not divulge details regarding the contract, equipment, or any of the government personnel involved with the technical aspects of the procurement. The form

USSS RFP HSSS01-15-R-0058: Pelican Cases Page 1 of 3 Amendment 1: Questions and Answers 08/04/2015 requires very minimal information but requires the contractor employees to identify themselves by name and sign the form to attest that they understand and accept such responsibilities pertaining to non-disclosure.

SSF 3030A – Financial Disclosure / Credit Release

This form requires very limited information, but authorizes the Secret Service to conduct a credit check and review contractor employees financial status to determine whether their financial status represents any undue risk to the government (i.e. they possess sufficient liabilities that may cause them to accept money or favors from an outside source in exchange for disclosure of potentially sensitive government information.)

Q3. Do you have any drawings for the custom foam? Please advise.

A3. No drawings will be provided before or after contract award. As stated in the SOW, the government will provide actual equipment after award for the purpose of contractor measurement and assessment. General foam density requirements have already been determined and stated in the SOW. Offerors should include a price for the assessment, design, first article test, and potential redesign for each type of container noted in the SOW. Once a design has been approved by the government, full production will be authorized.

Q4. Is this requirement for cases manufactured by Pelican/Hardigg only or can we offer identical sizes on cases manufactured from our own tools? We currently have 2 of the sizes required and can possibly offer an alternate for the 3rd.

A4. The current requirement is for brand name cases as stated in the RFP. All cases need to mesh with existing shipping system that involves container size, shape, content, and color.

Q5. Also, is this an “all or none” requirement?

A5. It is the intent of the government to contract with a single source to obtain the cases and the custom foam design/manufacturing. The government however will not dictate any specific teaming or subcontracting arrangement beyond the stated need for specific brand name cases.

Q6. I would like to request a copy of the drawing associated with this solicitation to confirm whether or not our company is able to provide this specific customization of the pelican product. Without viewing the actual drawing, I am unsure if we can or can’t meet the specific needs of the customization.

A6. Refer to A3.

Q7. [SOW] Page 3, Section 1.9 states "Based on the total value of GFE, and the liability for sensitive electronics that will be provided, it is in the best interest to restrict competition to contractors that are within the Washington DC area". Our company is based out of Statesboro, GA but we have representatives in the DC area. Are we eligible to submit a proposal?

A7. Any company that is headquartered outside of the radius identified in A1 of this Q&A document, may submit a proposal; provided that, the company has facilities, equipment, and personnel within the specified radius that can fulfill the requirements of the SOW. Specifically, they must be

USSS RFP HSSS01-15-R-0058: Pelican Cases Page 2 of 3 available within the specified radius to coordinate GFE assessment, foam design, first article testing, and potential retest as may become necessary.

Q8. For each of the specific cases, what are the requirements for hardware (i.e. stainless steel, zinc plate or plastic, PRV 50 PSI (breather valve) needed, all catch hardware or hinged)?

A8. The HARDIGG case numbers provided are their standard construction from their website with the only change being “No casters” on the one case listed in SOW section 2.0. All associated hardware should be Hardigg standard configuration.

Q9. Foam - For more accurate pricing, is it possible to know how many cavities per case, how many depth levels, and/or an approximate weight (will determine the foam firmness).

A9. Foam firmness was stipulated in the SOW as a minimum rating of 2.0 lbs per sq. foot (reference

SOW section 2.0). Weight and configurations will vary greatly based on the equipment and parts/pieces that will be stored in each type of container. It is anticipated that all cases will include a single level for foam cavities, but overall depth could be the entire case depth in limited instances.
