Statement of Work For
Target System Replacement At the
Wilkie Indoor Firing Ranges
A. Background:
The Wilkie Building Indoor Firing Ranges are located on the James J Rowley Training Center, 9200 Powder Mill Road, Laurel MD 20708 and consist of two twelve-point firing ranges, 75 feet long, located in the basement of the building. The current target retrieval and turning system has been problematic from its installation and requires frequent repairs by both in-house and contracted personnel and has reached the end of its useful life span.
B. Requirements:
The Contractor must remove existing target system and install with a new state of the art target system. After installation of the new target system, the Contractor will be required to provide quarterly maintenance of the system and emergency repairs as needed.
Disposal of the old target system components must follow all EPA and State of Maryland Rules and Regulations. Disposal is part of the Wilkie indoor range project and the old components must be disposed of properly off-site. During the target system replacement at the Wilkie indoor ranges, the adjacent firing range not being worked on by the Contractor, will be in use and lead containing ammunition will be used. The Contractor must ensure that his employees are in compliance with hearing and lead abatement standards as well as other applicable OSHA standards during their work on this project.
The following is a list of components that must be replaced on the Wilkie indoor firing ranges:
(1) Complete target system including track with hangers, target carrier, drive unit and local control station for each lane of fire.
(2) New master controller station for all lanes on range. Master controller must be programmable to allow for the writing and storing of multiple training scenarios.
Attached video display must show the position and status of all of the shooting lanes.
Contractor must provide assistance in the transfer of training scenarios from the existing master controllers at RTC to the new master controller and/or the programming of new scenarios. Contractor will also provide One (1) wireless tablet controller for use at the firing line for each range, for a total of two (2).
Revised February 27, 2015 1 of 6
C. Specifications:
(1) The new target system must be a monorail type system that allows the target to be turned from a center concealed position through a 90 degree arc for a total of 360-degrees, to expose either the right or left face in less than 0.5 seconds in either direction. The target carrier of this monorail type system must be able to fully travel a distance of 0 to75 feet.
(2) The new target system must be electrically powered and wireless systems will also be considered.
(3) The equipment is intended for full-time activities and must be able to run for a maximum of 16 hours on any given day. The equipment must be able to withstand mid-range handgun/rifle ammunition such as 5.56 NATO and .308 Winchester. Any portion 60 inches downrange of the firing line must be able to withstand occasional impact from misdirected bullets. The rail, front exposed surfaces of the carrier, rail hangers and the stops, are able to withstand occasional direct impacts of all ammunition that may be fired in the type of range specified.
(4) The target carrier must support all bulls-eye and silhouette targets up to and including the B21and B27 silhouette targets with the use of target backers.
a. Provides automatic redundant stops at the firing line and single automatic stop at the butt end.
b. Target travel speed is variable up to 8 feet per second and stop close enough to the designated target lines so that the differences are not perceptible to the shooters at the firing line. (plus or minus 3/8 of an inch).
c. Target holders for offhand targets support the targets so that top edges are approximately 70 inches (1778 mm) from the floor.
(5) The target system must be designed to assure long service life with minimal maintenance service when operated full-time for the class of service specified.
a. Target carrying cars, steel construction with a steel, slanted prow facing the shooters. Carriers provided with steel dust guards and a mesh type screen on top to prevent ejected brass from entering from above.
b. Target carriers have identifying numerals (a minimum of 4 inches (102 mm) high) on the front of the cars.
b. Primary frontal section of target carrier body shall be made from armor plating, capable of withstanding continuous strikes from errant rounds being fired.
Revised February 27, 2015 2 of 6
d. Vertical section that protects the rotating shaft must also be made of the same type armor plating.
(4) Operations: For linear positional accuracy, the carrier shall have sensors that will measure relative position and speed of the carrier, as well as a home sensor. Sensors communicate with the on-board processor.
a. Be able to provide 360 degree target presentations.
b. The output shaft of the motor shall be mechanically connected to the target holder with a resilient coupling.
c. Assembly provided with electric sensors that will provide precise position information to the on-board processor.
d. 5.5 inch wide target holder deflectors will be manufactured from armor plating capable of withstanding continuous strikes from errant rounds. Clamping system used shall have adjustable tension jaws and depth adjustable teeth that perforates and grips the target backer.
e. Target carrier shall house a protected target illumination light fixture. Fixture shall provide a minimum of 0 lumens of illumination, adjustable to 50 lumens.
f. Track shall be assembled with a "T" top for the attachment of overhead support grippers. Track sections shall be mechanically joined and the support grippers shall provide one inch vertical adjustment. Track sections shall be of a design that will shed spent brass or other debris.
g. No cables or wires shall extend beyond the firing line. Track shall not be electrified for target movement or operations of any kind.
h. Rated for the environment in which it is used.
i. Operational parameters for the use of this system are: 0 plus or minus 40 degree C and storage environment of minus 40 to plus 70 degree C. System is designed for non-condensing humidity for indoor applications.
j. No overhead obstructions like motors, control boxes or other obstructions are allowed to enhance the airflow at the range at the firing line.
k. Power for the unit is provided for at the firing line for the shooting stall cross member system.
l. Target Oscillation: System permits targets to be turned from a center concealed position to expose either the right or left side in either direction or continues in
Revised February 27, 2015 3 of 6 one direction for 360 degrees. Each target may be edged or exposed on either side at anytime while it is at its distance stops, while traveling to or from the firing line, and Independent of all other targets.
m. Target System should provide the ability to place the targets down range at any distance in feet, yards or meters, giving the shooters the ability to move their targets to any position on the monorail between the firing line and the last target line; without the use of signaling devices at those positions attached to the track.
n. Target system should allow the operator to select the target line distance in one foot, one yard or one meter increments, and transport the target carrier to that location, all by simple key press commands on the local control.
o. A Counting device in the target system drive unit, should be a solid state, non-contact assembly, which is synchronized with the drive unit movement of the target carrier. Carrier travel distance is monitored by the counter and compared with the distance to the selected target line. When the two distances match, the carrier is immediately stopped.
p. Each time the target carrier reaches the "home" position (firing line) or the end of track far stop, the counter is reset and zeroed. Target carrier should move to designated target positions without returning to home position to zero.
C. Deliverables
The contractor shall coordinate all proposed work schedules with the U.S. Secret Service Contracting Officer Representative (COR).
