RFQ HSSS01-15-Q-0156

INSTRUCTION TO OFFERORS:

The United States Secret Service intends on awarding a single award fixed price purchase order (PO) to the offeror that provides the best value to the Government.

The resulting purchase order shall be effective for one year from date of award and shall include two (2) option years.

Wage Determination No. 2005-2242, Revision 19, will be incorporated into the PO.

FORMAT AND SUBMISSION OF PROPOSAL:

The Offeror shall submit proposals in accordance with the following format:

PART A: General Business Information/Representations and Certifications PART B: Technical Approach PART C: Past Performance PART D: Price PART E: Evaluation Factors

PART A: General Business Information/Representations and Certifications

The offeror shall provide:

1) Offeror’s Name, title, telephone number, and email address of the point of contact

2) Nine-digit DUNS. The DUNS is used to verify that the vendor is in SAM. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the System Award Management (SAM) database prior to award of any contract. Information about SAM may be found at www.sam.gov.

3) Nine-digit TIN. The Taxpayer Identification Number is necessary for electronic payment.

4) Socioeconomic status

5) FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. If you have completed the annual representations and certifications electronically through SAM at www.sam.gov, then provide a statement as such and it will be verified.

6) Verification of all Mercury and ABYC mechanic certifications.

7) Verification of authorized Honda Outboard dealer/repair facility

8) Provisions 52.212-3, 3052.209-70 and 3052.209-79 completed.

PART B: Technical Approach http://www.sam.gov/ http://www.sam.gov/

The offeror shall provide a list of all work completed during preventative maintenance (PM) for each boat.

The offeror shall also submit a technical approach to providing 24 hour, 7 day a week emergency service calls.

PART C: Past Performance

The Government will conduct a past performance evaluation based upon recent and relevant performance of the offeror and any subcontractors as it relates to the probability of successful accomplishment of the work required by the solicitation.

Recent is defined as having been awarded and performed inthepast three (3) years. Relevant is defined as having a similar size, is dollars and scope of the requirement.

The offeror shall submit the following information for at least three (3) references: (i) Name of Company or Agency (ii) Contract/Order number; (iii) Name, email address and phone number of a point of contact from agency or company; (iv) Total contract value; (v) Brief description of the work performed; (vi) Names of subcontract(s) and description(s) of the work performed by the subcontractor(s); and (vi) Any problems incurred in performance of the contract, to include the number of such problems (if recurring), the type of problems, and the impact on quality, delivery, and/or cost, along with corrective action undertaken to remedy/mitigate the problem.

If the offeror has no past performance, the offeror shall state so, and submit a statement as to why they can meet the requirements of this purchase order. Offerors with no past performance will be rate “neutral.”

PART D: Price Per the spreadsheet below:

The offeror shall submit a fixed price for one PM service call for each vessel for each year.

The offeror shall submit a fixed price for one emergency service call for each vessel for each year.

PART E: Evaluation Factors The award shall be made to the responsible offeror whose proposal is the best value to the Government. The trade off approach will be used and the factor importance is as follows: The Technical Approach factor is more important than the Past Performance factor, and the Past Performance factor is more important than the Price factor. The non-price factors when combined are significantly more important than price. Price will be used as the determining factors between proposals that are evaluated equal. In order to determine the price for evaluation purposes, the price of one PM service call will be averaged with the price of one emergency service call. The lowest average number will be considered the lowest price.
