1) Question: Section XVIII, pp. 13 & 14: This section addresses security requirements.

Will a DD Form 254 be required? Response: No. A security clearance, or DD254, is not required under this RFQ. All contractor employees working at FLETC will be required to successfully complete a background investigation (pg 13).

basic training. Please clarify. Will the contractor be required to prepare a "train the trainer" course in addition to the basic course?

Response: There is no Train the Trainor requirement under this RFQ. Delete all references to Train the Trainor.

3) Question: Section IV.2.c, p. 4: This section states that a quarterly review will be held at a Government site or the contractors facility.

Please clarify whether the government site will be the FLETC in Glynco, Georgia, or another government site. This will affect the travel costs and expenses associated with performing this contract. Response: All training under this RFQ will be conducted at the FLETC, Glynco, GA.

4) Questions: Section VIII, p. 6: As we read this section, it only lists the Program Manager/Facilitator as a Key Personnel. However, the following paragraph ("Resume Requirements") states that FPS reserves the right to review the resumes of all "Instructional personnel." Please clarify whether resumes are required from all proposed instructors, or only from the Program Manager/Facilitator. Response: For this RFQ, the Key Personnel is the Program Manager/Facilitator. The procedure for submitting resumes is stated in the RFQ. Resumes for other positions, if required, are not needed at the time of award. However the contractor may be required to submit a resume if there are questions concerning the qualification of the individual. The contractor shall not replace any key personnel named to work without the written consent of the Contracting Officer.

5) Question: Section X, pp. 7 through 11. The summary of class instruction on page 7 lists a total of 40 hours of instruction, divided among several topics. However, the detailed syllabus on pp. 8-11 has a different total of hours, and a different list of topics. For example, the detailed syllabus has "Key Concepts of Basic Electronics" and "Systems Integration", whereas the summary on p. 7 has neither of these. There are other differences as well. Please clarify the instructional requirements, as these are key to preparing a responsive proposal. In addition, it is our understanding that the current Continued ...

instruction being provided at the FPS Academy is significantly different from the syllabus on pp.

8-11. Please clarify the content of the instruction that will be required for this contract. Response: Make the following changes to the RFQ document. (1) Replace the paragraph under Section X. FPS Basic Training starting with "Class Topic / Time Frame" with Question 5, Part A of this amendment. (2) Replace the paragraphs under Section X. FPS Basic Training starting with "FPS PSTP Training Curriculum Syllabus" with Question 5, Part B of this amendment.

6) Question: Section XXIV, p. 17: This section states that travel expenses are not a reimbursable line item. Please clarify. Does this mean that the contractor may not propose travel as a separate reimbursable line item in its proposal, or does it mean that travel expenses may not be included in the fixed price for this contract? If the latter, please explain. In our experience a fixed-price contract may include all costs reasonably incurred by a contractor in performing the contract. Response: Travel may not be proposed as a separate line item. The cost for a class must include all costs that the contractor expects to incur.

7) Question: Section XVII, p. 12: This section states that a list of possible wireless access vendors will be provided. Please provide this list. Response: Comcast Wireless access is currently available in the area around the site.

8) Question: Can you confirm that the past performance forms are due prior to the date of the proposals? Response: The Past Performance questionnaires are due at the RFQ due date which is May 12, 2010.

9) Question: Final question Re-Train the trainer. Solicitation / Contract / Order for commercial item: P.2 - The existing RFP requests three sessions and two optional sessions.

Referencing the instruction of the Train the trainer session (s); does the government intend to create on training module and place it into the scheduled sessions? or does it intend to add independent sessions to the contract to account Continued ...
