I. U.S. Department of Homeland Security (DHS), National Protection and Programs Directorate
(NPPD), Federal Protective Service (FPS) is issuing this competitive Request for Quotation
(RFQ) for the purpose of awarding a single
Firm-Fixed-Price contract. This contract will be for a Replacement CCV System and new IDS
Installation.
II. The Contractor shall provide all labor, material, management, expertise, transportation, supervision, training, license and permits to provide the services in accordance with the
Statement of Work (SOW) for Replacement CCV
System and new IDS Installation at the US Customs
House in Houston, TX.
III. PROJECT COMPLETION: Within 30 Business Days upon receipt of the Notice to Proceed.

IV. After award to the successful contractor, the
Government has the right to inspect the equipment and refuse acceptance of the equipment if it is damaged or does not function properly. All costs required to provide a finished working product shall be borne by the contractor.
V. DHS/NPPD/FPS is not responsible for any job related injuries that occur while working on
Federal Government property.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Sensitive Information, as used in this clause, means any information, which if lost, misused, disclosed, or, without authorization is accessed, or modified, could adversely affect the national or homeland security interest, the conduct of Federal programs, or the privacy to which individuals are entitled under section 552a of title 5, United States Code (the Privacy Act), but which has not been specifically authorized under criteria established by an Executive Order or an Act of Congress to be kept secret in the interest of national defense, homeland security or foreign policy. (c) Contractor employees working on this contract must complete such forms as may be necessary for security or other reasons, including the conduct of background investigations to determine suitability. Completed forms shall be submitted as directed by the Contracting Officer. Upon the Contracting Officer's request, the Contractor's employees shall be fingerprinted, or subject to other investigations as required. All Contractor employees requiring recurring access to Government facilities or access to sensitive information or IT resources are required to have a favorably adjudicated background investigation prior to commencing work on this contract unless this requirement is waived under Departmental procedures.
(d) The Contracting Officer may require the Contractor to prohibit individuals from working on the contract if the Government deems their initial or continued employment contrary to the public interest for any reason, including, but not limited to, carelessness, insubordination, incompetence, or security concerns.
(e) Work under this contract may involve access to sensitive information. Therefore, the Contractor shall not disclose, orally or in writing, any sensitive information to any person unless authorized in writing by the Contracting Officer.
For those Contractor employees authorized access to sensitive information, the Contractor shall ensure that these persons receive training concerning the protection and disclosure of sensitive information both during and after contract performance.
(f) The Contractor shall include the substance of this clause in all subcontracts at any tier where the subcontractor may have access to Government facilities, sensitive information, or resources.
3052.228-70 INSURANCE. (DEC 2003)
In accordance with the clause entitled “Insurance - Work on a Government Installation" [or Insurance - Liability to Third Persons] in Section I, insurance of the following kinds and minimum amounts shall be provided and maintained during the period of performance of this contract:
(a) Worker's compensation and employer's liability. The contractor shall, as a minimum, meet the requirements specified at (FAR) 48 CFR 28.307-2(a).
(b) General liability. The contractor shall, as a minimum, meet the requirements specified at (FAR) 48 CFR 28.307- 2(b).
(c) Automobile liability. The contractor shall, as a minimum, meet the requirements specified at (FAR) 48 CFR 28.307-2(c).
BANKRUPTCY (Tailored)
In the event the contractor becomes insolvent or enters into proceedings relating to bankruptcy or business dissolution under any chapter of the United States bankruptcy Code, whether voluntary or involuntary, the contractor agrees to furnish, via overnight or express mail or electronic commerce method authorized by the contract, written notification of the proceeding to the contracting officer responsible for administering the contract. This notification shall be

CONTRACT CLAUSES, TERMS AND CONDITIONS
SUBMISSION OF INVOICES
1. After award of this contract, but prior to performance, the contractor shall meet with the Contracting Officer and Contracting Officer’s Representative upon request to discuss proper invoice preparation and submission.
The contractor and government shall agree on a standardized invoice format to be used for submission of all invoices under this contract that meets the requirements of FAR 52.212-4 Contract Terms and Conditions – Commercial Items, Paragraph (g) “Invoice.” Use of a standardized invoice format will facilitate timely invoice reviews and approvals. Failure to use the agreed standardized invoice format shall result in rejection of invoices.
2. Invoices shall be submitted for payment within 30 days after completion of the prior month’s services.
Invoices shall not contain any employee Personally Identifiable Information (PII). Invoices shall be submitted via one of the following three methods:

1.0 PROJECT TITLE:
1.0.1 Replacement of an existing, nonfunctional CCV System and installation a new IDS at the US Customs House, 701 San Jacinto St., Houston, Texas 77002.
2.0 BACKGROUND:
2.0.1 Facility Description: This is a multi-tenant Government facility with approximately 85,866 square feet and is used primarily for administrative purposes. There are no renovations currently going on at this location.
2.0.2 Description of Current System(s): There is an existing, nonfunctional CCV system covering the perimeter of facility. There is also an interior CCV system belonging to (MEPS) Military Entrance Processing Service that shall not be disturbed, there is an existing monitor on top of the rack belonging to MEPS. The existing perimeter CCV system components are outdated and shall not be used with the new CCV system.
2.0.3 Removal of Existing System(s): Remove the two (2) existing CCV monitors; one (1) on the wall in front of the security desk and the other one (1) in the equipment rack in room 101A. Remove one (1) DVR from rack in room 101A. Remove seven (7) cameras mounted on building exterior and four (4) cameras mounted on the poles in front of building. Contractor shall also remove the existing equipment rack and all old wiring from Room 101A and shall not disturb the video feed to the monitor on top of rack by placing the monitor on the ground or the desk by the rack. After providing and installing the new rack, the monitor shall be placed back on top of the new rack. All removed equipment shall be inventoried and put in box and left with the Federal Protective Service Project On-Site Contact (FPS POC) at the facility.
2.0.4 No work shall be initiated without the approval of the Federal Protective Service Contracting Officer (FPS CO). Any request, or proposal for changes in project scope and/or additional requirements, shall be approved in writing by the FPS CO; prior to the Contractor proceeding with any related work. Any changes accomplished without prior written approval from the FPS CO, shall be done at the Contractor’s expense.
3.0 PLACE OF PERFORMANCE AND WORK HOURS:
3.0.1 The Place of Performance is US Customs House, 701 Sab Jacinto St., Houston, TX 77002.
3.02 Contractor normal work hours are from 7:00 am to 6:00 pm. If necessary, the Contractor must make arrangements with the FPS Physical Security Specialist (FPS PSSS) to schedule work and facility access outside these hours. If necessary, the Contractor needs to be prepared to work after business hours and on the weekends. This is to ensure that work on this project does not interfere with the daily operations at the federal office building.
3.0.3 Any work performed by the Contractor at their own volition outside specified working hours shall be at no additional expense to the Government.

5.0 PROJECT/SYSTEMS PURPOSE:
5.0.1 The purpose of this project is to install a new CCV system that shall replace the existing, outdated CCV system in the US Customs House. The primary function of the CCV system is for real time monitoring of the facilities to protect Federal employees and to detect and deter illegal activity on Federal property.
5.0.2 The purpose of this project is to install a new Intrusion Detection System (IDS) system to protect the windows and doors from unlawful access to building.
6.0 PROJECT/SYSTEM OVERVIEW:
6.0.1 CCV: At a minimum, the following equipment shall be provided and installed; Interior Cameras and mounts, Exterior Cameras and mounts, 19” Monitor, 32” Monitors, 40” Monitors, Articulating Wall Mounts

6.0.2 IDS At a minimum, the following equipment shall be provided and installed; Master alarm control panel, Expansion Modules, Digital Key Pads, Armored Cable Surface Mounted Door Contacts, Glass Breaks, 12VDC power supply with battery 22/2, 22/4 plenum rated wire, and miscellaneous hardware.
7.0 SYSTEM REQUIREMENTS:
7.0.1 The CCV system shall monitor personnel entry/exit locations and corridors leading to federal office building space (see floor plans on Attachment B).
7.0.2 The storage capacity of the system shall have a minimum of 30 days of archived video for all channels at 15 frames per second (fps). All system specifications submitted by the Contractor shall meet the minimum requirements and specifications within this Statement of Work (SOW).
7.0.3 The Intrusion Detection System (IDS): The alarm panel shall be monitored by the Denver Mega Center (DMC). The Mega Center Alarm Requirement (MAR Document), needs to be filled out and submitted to the DMC 48 hours before scheduled testing of equipment. The MAR document will be provided to the winning contractor after the Notice to Proceed is given. Vendor is required to be at the facility during testing with DMC.
8.0 SCOPE OF WORK:
8.0.1 All monitoring devices shall be 100% compatible with all proposed and existing monitoring systems.
8.0.2 The Contractor shall provide all necessary equipment, labor, and tools required to replace the CCV System and install new IDS in the Federal Building. The IDS and CCV systems shall be stand-alone private systems.
8.0.3 Protect all equipment connected to AC power from surges. Equipment protection shall withstand surge test waveforms described in IEEE C62.41.1 and IEEE C62.41.2. Fuses shall not be used for surge protection.
8.0.4 All electrical and electronic equipment in the console shall be powered from an Uninterruptable Power Supply (UPS). The UPS shall be sized to provide at least 1 hour of battery back-up in the event of primary failure. Batteries shall be sealed non-outgassing type.
8.0.5 The Contractor shall coordinate with the FPS PSSS (see 4.0 for all contact information) to ensure the new system(s) are installed and operational per FPS requirements, industry best practices and national/local building codes.
8.0.6 Control units (keypads) associated with IDS protecting this facility shall be mounted within secure office space within the height range specified by the Americans with Disabilities Act. With the exception of transmission lines and tamper-proof, local signaling devices, all component parts of sub-assemblies of intrusion detection systems protecting office spaces shall be inaccessible from the exterior of the facility.
8.0.7 The following types of wiring shall be used where applicable 18/2, 22/2, 22/4 and Cat 5/6 plenum rated wiring shall be routed through the hollow wall or surfaced mounted inside the “Panduit Duct & Raceway.” Wiring shall be tied or strapped up above ceiling tiles, not directly lying on top of tiles.

b) Provide and install four (4) 8 Zone Expansion Modules.
c) Provide and install five (5) Armored Cable Surface Mounted Door Contacts. Each device shall be wired on a separate zone to alarm panel. The End of Line Resistor (EOLR) shall be at the device, not in the panel.
d) Provide and install two (2) Digital Keypads with digital display screen.
e) Provide and install twelve (12) Glass Break Detectors. Each device shall be wired on a separate zone to alarm panel. EOLR shall be at the device, not in the panel.
f) Provide and install one (1) 12VDC Power Supply.
g) Provide and install two (2) 12VDC Batteries.
Note: The alarm panel and all necessary parts shall be placed in room BA29. All associated wiring shall be routed from devices to room BA29. All zones and keypads are on Partition 1.
8.0.9 Provide the DHS/FPS DMC with a complete zone list with alpha descriptions, as outlined in the MAR Package. The MAR Package will be provided with the Notice to Proceed. Assist the DMC with panel programming. Provide DMC with the complete zone list 48 hours before scheduled testing of equipment.
8.0.10 Test all zones for proper operation; send signals to DHS/FPS DMC and train agency on proper system operation procedures.
8.0.11 CCV SOW
a) Provide and install one (1) NVR. Contractor shall be responsible for purchasing software licensing that does not need to be renewed.
b) Provide and install eight (8) Interior Fixed Cameras with mounts. Contractor shall be responsible for purchasing camera licensing on all cameras that does not need to be renewed.
c) Provide and install fourteen (14) Exterior Fixed Cameras with mounts. Contractor shall be responsible for purchasing camera licensing on all cameras that does not need to be renewed.
d) Provide and install one (1) Client Server.
e) Provide and install one (1) 24 Port POE Switch.
f) Provide and install one (1) 40” Monitor with one (1) articulating wall mount.
g) Provide and install one (1) 32” Monitor.
h) Provide and install one (1) 19” Monitor.
i) Provide and install one (1) 1500VA Surge/ UPS.
j) Provide and install one (1) 1000VA Surge/ UPS.
k) Provide and install one (1) Equipment Rack.
l) Provide and Install ten (10) Exterior wall Mounts
m) Provide and Install four (4) Exterior Pole Mounts
n) Provide and Install eight (8) Interior Wall Mounts
o) Provide and install three (3) 8 Port POE Switches with Wall-Mounted Enclosures. The purpose of the switches is to extend the Cat 5/6 POE for cameras that need to be extended.
The switches with enclosures shall need to be mounted in telephone/ mechanical closets where power is available.
Note: If unable to remove/replace wiring going to the four (4) cameras on the two San Jacinto Street side camera poles contractor shall be prepared to provide and install converters. If needed, these Ethernet and POE over coax converters shall need to be installed on both ends of each coax line that is stuck in the conduit.
8.0.12 Test CCV system for proper operation and train agency on proper system operation procedures. Pay special attention to the NVR operational procedures. Record and provide each piece of equipment’s serial number to the FPS PSSS and FPS POC.
9.0 PERIOD OF PERFORMANCE:
9.0.1 The project shall be completed within 30 business days after receipt of Notice to Proceed issued by the FPS Contracting Officer (CO).
10.0 EQUIPMENT/SYSTEMS REQUIREMENTS:
CCV Equipment
10.0.1 The Contractor shall provide and install CCV equipment to include, but not limited to, Network Video Recorder (NVR) and fixed color day/night cameras.
10.0.2 The NVR shall be installed in the designated rack space, with the following items:
a) Rack with wire management system to house all equipment.
b) POE (Power over Ethernet) Switches to provide power for all interior/ exterior cameras at the facility. With this, the Contractor shall perform a load calculation of all cameras to determine the appropriate power supply. This load calculation shall be presented with the Contractor’s quotation.
c) UPS with the capacity to maintain all cameras, NVR and system components for a minimum period of one (1) hour. The Contractor shall conduct a load calculation on all rack components and determine the correct rack mountable UPS unit. This load calculation shall be presented with the Contractor’s quotation.
d) Contractor shall calculate NVR video storage requirements to determine hard drive capacity and provide rationale for recommended storage specifications to meet 30 day minimum storage requirements at 15 frames per second (fps). This hard drive capacity/storage calculation shall be present with the Contractor’s quotation.
