Questions and Answers Pre-Solicitation/Synopsis Notice for HSFEHQ-10-R-0036A

1. Regarding the pre-solicitation notice for HSFEHQ-10-R-0036A recently released on FedBizOpps, could you please clarify if the procurement will be a full and open competition for all vendors or if it is a set aside for vendors with a $7M size standard? Reference: This requirement will be a full and open competition. The North American Industry Classification System (NAICS) Code for this procurement is 541611 - Administrative Management and General Management Consulting Services. The size standard is $7 million.

a. It is the Government’s intention to solicit on a Full and Open competitive basis.

2. Is this the next step from the Response Directorate Planning Industry Day recently conducted by FEMA and posted on FedBizOpps?

a. Yes.

3. Is the Planning and Technical Assistance Support program under HSFEHQ-10-

R-0036A is a new requirement or if there is an incumbent?

a. This is a new requirement.

4. If there is an incumbent, could you please provide me with the incumbents name, contract number, award value and date signed?

a. There is no incumbent.

5. Clarify if this is a full and open competition for all size businesses or is it a small business set aside?

a. Please see Question #1.

6. Given that this is full and open, are you planning to remove the reference to the

$7M size standard in the pre-solicitation notice?

a. There is no size standard for this pre-solicitation notice. Please disregard the $7M size standard stated in the pre-solicitation notice.

7. Can you please advise as to whether there is an incumbent contractor for this requirement? If so, could you please provide the contractor name and the contract number that was awarded?

a. Please see Question #4.

8. Under the General Information for the announcement it shows a response date of June 21, 2010 5:00 p.m. Eastern. However, when I read the Synopsis there is no mention of a response until 30 days after the RFP is issues. Can you please clarify whether you are looking for some information prior to the RFP and before June 21?

a. The June 21, 2010 5:00 p.m. response date for the pre-solicitation is simply the date the synopsis expires. The government is not asking for any responses or information in relation to this synopsis.

9. Further to the subject solicitation and by way of clarification, I would like to inquire whether (1) this is a small-business set aside opportunity; and, if not, (2) what the $7-million size standard refers/applies to in this context.

a. Please see Question # 1 and #6.

10. Will there be budgets established for each of the program areas: Planning, Operations, Disaster Emergency Communications, and Business Management?

a. This information is not available for disclosure.

11. Is there an incumbent on this work?

a. Please see Question #4.

12. In the presolicitation notice it states, “This requirement will be a full and open competition. The North American Industry Classification System (NAICS) Code for this procurement is 541611 – Administrative Management and General Management Consulting Services. The size standard is $7 million.” This is confusing as normally in a full and open competition there is no size standard.

Could you clarify if this solicitation is full and open or if there is a size standard for bidders.

a. Please see Question # 1 and # 6.

13. This requirement will be a full and open competition. The North American Industry Classification System (NAICS) Code for this procurement is 541611 - Administrative Management and General Management Consulting Services. The size standard is $7 million. There is conflicting information stated there, which implies that the requirement is a full and open competition plus there is a size standard of $7 million. Which one is it?

a. Please see Question # 1 and #6.

14. In order to better prepare for the solicitation when it is published, can you please clarify the statement that the Size Standard is $7 million? Is this a cap? Does this limit the size of the organization that can be awarded this work? Or will this be a Full and Open Competition that is available for award to organizations larger than $7 million?

a. Please see Question #1 and #6. There is currently no cap. There is currently no limit on the size of the organization that can be awarded this work.

15. When do you plan to release the solicitation?

a. This information is not currently available for disclosure. It is the responsibility of interested vendors to monitor FBO.gov for the release of the solicitation.

16. What will the past performance requirements be?

a. This information is not currently available for disclosure. This information will available in the solicitation.

17. Where will the place of work be performed, at contractor's site or at FEMA's facility?

a. Please see Question # 16.

18. Have you considered a set-aside, specifically a SB or WOSB?

a. Please see Question #1.

19. Please let me know if there will be a RFP to the Synopsis /HSFEHQ-10-R- 0036A. The reponse date is June 21, 2010 and it is stated in the SYNOPSIS the following: "Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror's responsibility to monitor FedBizOpps for the release of the solicitation and any amendments that may follow. The final RFP should be available for downloading on or about fifteen (15) days after publication of this announcement. Requests for a hard copy of the solicitation may be made via email to Lilian.Hutchinson@dhs.gov. Written technical proposals and business proposals will be required approximately 30 days following the RFP issue date."

a. Please see Question #8. It is the government’s intention to issue an RFP at some point after this synopsis.
