FEMA Response Directorate Planning and Technical Assistance Support
Statement of Work
I. Project Description
The purpose of this procurement is to support deliberate and adaptive planning and technical assistance for a variety of emergency management programs and initiatives in support of the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), Response Directorate (RD). The work to be performed under this procurement includes research, analytical, logistical and other planning support.
II. Background
The Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), Response Directorate (RD) provides the core, coordinated Federal operational and disaster response capability needed to save and sustain lives, minimize suffering, and protect property in a timely and effective manner in communities that become overwhelmed by natural disasters, acts of terrorism, or other emergencies.
Operational activities include the coordination of all Federal emergency management response operations and response preparation, and the integration of Federal, state, tribal and local disaster programs. This coordination ensures efficient and effective delivery of immediate emergency assistance to individuals and communities impacted and overwhelmed by these disasters, emergencies, or acts of terrorism.
Under the Response Directorate, the Planning Division directly supports Headquarters and Regional planning initiatives that enable the Agency to provide a successful Federal operational and disaster response capability. The Planning Division’s mission statement is to plan for the coordinated Federal disaster response to communities throughout the Nation impacted by an incident, regardless of cause.
DHS/FEMA planning priorities are based upon various factors to include the following:
Risk analysis – Regions conduct hazard analysis and calculate risk based on the threat, consequence and probability
State needs, planning capacity and Governor priorities – State emergency management entities communicate State planning priorities through established partnerships. Incorporating State planning priorities ensures buy-in by State emergency management officials and State agencies
The 15 National planning scenarios in 8 groups – Useful complement to capability and functional based planning
Homeland Security Strategies – State and Urban Area efforts to prioritize how it manages risk in order to receive federal preparedness assistance provides an opportunity to bring stakeholders together to identify capability needs to address plan requirements
National Exercise Program – Exercises of various scale and levels of government provides opportunities to plan because they bring stakeholders together and provide a mechanism to exercise a plan
However, emergent and impending threats can alter planning priorities. Some examples include:
Pandemic Influenza
National Special Security Event (NSSE) –an event deemed by DHS to be an attractive target for
C-2 terrorists, due to the event's visibility or political connection.
The Planning Division’s planning goals may be accomplished by several approaches: build upon the fundamental components of both scenario-specific and non-scenario plans; utilize concepts of the resource planning process; utilize a series of meetings and workshops to plan the steps for successfully executing a response; assist the States and other localities in response preparedness through direct Regional planning support; and develop a National (Federal, State, Tribal, local; governmental and non-governmental) suite of coordinated and integrated operational plans. The Contractor will be required to supplement the Government planning process by providing technical assistance to assist DHS/FEMA in the planning process and with drafting planning products. This SOW is a continuation of several planning specific tasks to Operational Planning initiatives led by the Response Directorate.
Planning products developed under this scope of work shall adhere to the five (5) step planning process. The Contractor must provide demonstrated knowledge, training, and experience in the following process:

All planning products should use a variety of resources for plan development. Some examples of these resources include:

Use of required resource and capabilities assessment tools
The Contractor shall demonstrate knowledge, capability, and experience in developing relevant, related plans and in using various resources in plan development. The Contractor shall demonstrate knowledge and experience in Joint Operation Planning and Execution System (JOPES), National Planning & Execution System (NPES), and/or a similar system. The Contractor shall also demonstrate:
Use of scientific based modeling for scenario building
Collection, review, and analysis of data
Stakeholder engagement and coordination
Development of data collection tools
Use of required resource and capabilities assessment tools to aid plan development
Preparing comprehensive and descriptive mission readiness and operational capabilities assessment.
III. Scope
The Contractor shall provide all personnel, labor, materials, tools and equipment necessary (except for Government-furnished items) to support planning and technical assistance Task Orders. Planning support and technical assistance provided by the Contractor to FEMA Headquarters in execution of this statement of work shall be to assist in the development of deliberate and adaptive plans for both geographic and scenario-specific hazards (e.g., Florida hurricane/California earthquake), and non-geographic and non-scenario-specific hazards (all-hazards catastrophic planning). In addition, the Contractor may be tasked with:
Development and upkeep of information storage sites
Task order start-up meetings and assist in task order management work plans.
Program analysis and assessment
Documentation review, analysis, and assessment
Assist in program documentation support.
Technical analysis and systems’ design and integration
Program test, training, and exercises
Program risk and vulnerability assessments
Contract and project management
Software applications’ support
Technology exploration, evaluation, and exploitation
Information sharing, geographic information systems and other decision making tools
General research services
Assist in the development of templates, guides, planning aids, and other documents
Conference and workshop development and execution
The deliverables developed and produced by each Task Order shall be employed to (a) effect the highest state of readiness for FEMA and other Federal assets to respond to an event, (b) effect an efficient response commensurate with the affects, ramifications, and consequences of an event, (c) maintain and sustain an effective and efficient community long-term-recovery and hazard mitigation program, and (d) provide for a strong, interactive, and anticipatory Federal, State, local, Tribal, and private sector preparedness posture based on best practices. Figure 1 summarizes FEMA’s key steps (blue boxes) and deliverables (red ovals) in the planning process.

IV. Applicable Documents
Applicable documents will be identified in subsequent Task Orders based on deliverable identified in the Statement of Work. All documents identified as applicable will be provided to the Contractor after award by the Contracting Officer’s Technical Representative (COTR).
V. Tasks
A. Understand the Situation
Once DHS/FEMA has established a planning task and issued a Task Order to support the Planning Division, the Contractor will work with the DHS/FEMA Regions and Headquarters to understand the Task Order ―situation.‖ The Contractor shall support DHS/FEMA in conducting the necessary research in preparation of plan development. This will include reviewing existing authorities and references, e.g., the National Response Framework (NRF) Incident Annexes, Federal interagency plans, or incident specific planning guidance. The Contractor will ensure that any specific requirements of Federal, State and local jurisdictions are researched as well in order to develop the appropriate tasked planning products.
The Contractor shall analyze this data and assist DHS/FEMA when the Government develops competing courses of actions to enhance the operational readiness and effectiveness of Federal response and recovery programs or to assist in subsequent plan development. The Contractor shall demonstrate experience and understanding of the following:
Understanding key relationships between state, regional and national planning coordination and integration elements
Methods to collaborate and coordinate with key stakeholders
Ability to identify and analyze resource availabilities
Participation in collaborative planning teams
Methods of developing planning staff estimates
B. Goals and Objectives
The Contractor shall interface with DHS/FEMA program leads under subsequent Task Orders to understand
C-5 the goals and objectives that will be set forth by the Government for deliverable(s) identified in the Task Order(s). Based upon Government direction and policy, the Contractor shall assist DHS/FEMA in articulating the plan goals, objectives, and mission statement(s). The Contractor shall demonstrate experience and understanding of the following:
Ability to identify and communicate critical facts/assumptions
Methods of developing Courses of Action (COAs)
C. Plan Development
In support of plan development, the Contractor shall provide assistance in writing, editorial, technical, and publication support to DHS/FEMA planners in deliverables issued in subsequent Task Order(s). The Contractor shall work closely and coordinate at all times with designated representatives from FEMA, other Federal Agencies, State, Tribal and local governments; non-governmental organizations; and other relevant stakeholders, to include other contractors. This shall include information sharing of all processes, reports and related documents. The Contractor shall demonstrate experience and understanding of the following:
Use of resource and capabilities assessment tools to complement mission analysis in plan development
Conduct and support technical assistances directly to regional and state partners
Methods to collaborate and coordinate with key stakeholders
Use of scientific based modeling for scenario building
Use of required resource and capabilities assessment tools to supplement plan development
Preparing comprehensive and descriptive mission readiness and operational capabilities assessments to include consequence management reasonability
Use of scientific based modeling for scenario building
Use of required resource and capabilities assessment tools to supplement plan development
Selection and collection of data
Review and analysis of data
Strategy(ies) developed based on data review/analysis
Change management plan development
Interagency and intra-agency coordination

D. Plan Preparation and Review
In support of plan preparation and review, the Contractor shall provide assistance in writing, editorial, technical, and publication support to DHS/FEMA planners in deliverables issued in subsequent Task Order(s).
The Contractor shall demonstrate experience and understanding of the following competencies:
Describe and compile the annex-associated playbooks for senior leadership’s authorities, roles, and responsibilities. Executive secretariat services support to interagency and intra-agency standing and ad hoc meetings, workshops, and working group sessions
Development and preparation of briefing slides, charts, briefing books, talking points, agendas, and information and decision papers
Meeting attendance, note-taking, and dissemination of meeting notes to assist collaboration and planning process
Preparation of meeting minutes or memorandums for record which identify major issues addressed, actions assigned to attendees, and any outstanding issues requiring resolution
Preparation and dissemination of progress reports, briefings, and other informational documents and presentations

E. Plan Refinement through Training, Exercising, and Execution
This final step of the planning process enables the Government to test and validate new plans and is part of ongoing maintenance for existing plans. The Contractor shall support DHS/FEMA planners in development and execution of this last phase. The Contractor shall demonstrate experience and understanding of the following:
Development of training tools
Facilitation of and providing relevant planning expertise and content to tasked workshops
Assist with DHS/FEMA’s implementation of interagency response training and exercise execution
Monitoring applicable disaster response exercises and operations and incorporate lessons-learned and best practices
Provide analysis and recommendations for developing, maintaining, and/or coordinating relevant exercises
Provide support in planning preparations for task related exercises to include National Level Exercises (NLEs)
Support the design, development, execution, and evaluation of exercises that validate new and established plans
Conducting scenario-based seminars to examine and refine response operations concepts with regional and interagency partners
Providing Federal consequence management support to special events
Activation of personnel for DHS/FEMA contingency, crisis action-planning
Providing analysis and lessons learned from relevant exercises, training, and/or operations/plan execution
VI. Deliverables and Delivery Schedule
Deliverables and their delivery schedule will be detailed in subsequent Task Orders issued from the resulting contract.
VII. Place of Performance
Work will be performed at the government’s facilities as space permits. Government furnished work space and all associated office equipment will be provided for this effort for those located in a government facility. The Contractor shall be required to attend frequent meetings and planning sessions at FEMA offices primarily located at 500 C Street, SW, Washington, D.C. 20472, and other FEMA regional offices, for coordination and planning purposes. Workshop meetings may be conducted at contractor furnished space or FEMA offices, depending on location and availability.
The Contractor Project Manager must be located within a 50 mile radius of FEMA Headquarters and have full responsibility, authority, and control of contractor staff performing contract tasks.
It is estimated that personnel will be assigned to geographically-relevant locations (at FEMA Headquarters, Regional offices, or at State locations), based on specific planning projects and needs of the Government requirements in subsequent Task Orders. Contractor personnel’s may be requested to deploy in order to support Federal, State, local efforts during a disaster contingent upon an actual activation. Contractor personnel assigned to Regional or State offices are expected to be local hires and travel shall be authorized only for Government authorized trips away from assigned working location.
Any travel shall be approved by the COTR prior to commencement of travel. Travel expenses will be
C-7 reimbursed to the contractor in accordance with Federal Travel Regulation upon submission of proper documentation with the contractor’s invoice. Documentation shall include a travel expense report containing the following items at a minimum: inclusive dates of travel, location of travel, name of traveler(s), and an itemized list of expenses. Receipts are required for hotels (regardless of amount) and any single expenditure exceeding $75.
VIII. Period of Performance
The base period of performance is from the date of contract award through one (1) year with four (4) one (1) year options.

IX. Key Personnel
For the Indefinite Delivery/Indefinite Quantity (IDIQ), the Contractor shall provide the resumes for the following key personnel for the Contractor management team: one (1) Program Manager, two (2) Senior Planners, two
(2) Technical Writer/Editor, one (1) Graphics Specialist, one (1) Information Technology Analyst, and one (1) Geospatial Analyst. However, subsequent Task Orders may not need the use of all management key personnel to perform.
Each subsequent Task Order issued under this contract will specify key personnel needed to accomplish the identified deliverable(s). Prior to removing, replacing, or diverting any of the specified individuals, the Contractor shall notify the Contracting Officer and Contracting Officer’s Technical Representative 14 days prior to any action related to the performance of key personnel and shall submit justification (including proposed substitutions) in detail to allow for an evaluation of the impact relative to the Task Order. The Government also retains the right, at its discretion, to interview all proposed replacements of key personnel.
No diversion shall be made by the Contractor without the written consent of the Contracting Officer.
The Contractor shall demonstrate specialized, experienced, well qualified, and well trained employees who have deliberate and adaptive planning skills that will demonstrate the capability to fulfill task orders from the resulting contract. The Contractor shall demonstrate the geographic location and availability of these employees.
Key Personnel Descriptions
One (1) Program Manager resume The Program Manager shall have a documented work history demonstrating success at ever increasing levels of responsibility, project complexity in the areas of managerial expertise related to: program/project management; personnel management, including supervisory and tem leadership positions; and, familiarity with the management of government contracts. This person shall be in a senior supervisory position with regard to the contractor’s employees and subcontractors. The Program Manager shall supervise the work effort of contractor and subcontractor employees to ensure that the agreed upon work breakdown schedules, work quality and performance criteria are met. This individual shall ensure standardize reporting of project and deliverable status, start and finish dates, percent completion on all tasks as well as actual hours and resource allocation for each task. This person shall have a high degree of proficiency in the area of project

This individual’s performance is based in large part on the ability to lead the management team as demonstrated by overall performance, cohesiveness and the effective integration of multiple work products into the performance schedule. The Program Manager shall exercise direct control of the contractor staff and ensure close coordination between government and contractor staffs to optimize performance and cross functional planning efforts; coordinate response and recovery strategies, measurement and reporting; and, minimize cost expenditures. The Program Manager shall be responsible for the quality and content of all deliverables, reports, and recommendations.
Minimum/General Experience: Fifteen (15) years of progressively more responsible experience in managing major projects, including at least eight (8) years of experience managing projects with more than twenty (20) staff, and multiple subcontractors and consultants. Minimum of ten (10) years experience in the field of emergency management preparedness with particular expertise in disaster operations planning.
Demonstrated ability to manage numerous complex and time critical support activities simultaneously.
Minimum Education: Master’s Degree in business or management related field. Masters degree in another field or other graduate degree (e.g., J.D. or Ph.D.) with substantial credits in management-related areas are also acceptable. A Bachelor’s degree plus three (3) years of additional, directly related work experience (over and above the minimum experience requirements for this position) may be substituted for the Masters degree.
Two (2) Senior Planner resumes Each Senior Planner shall have a minimum of eight (8) years experience in the field of emergency management preparedness with particular expertise in disaster operations planning. The individuals shall have a documented work history demonstrating success at ever increasing levels of responsibility, project complexity in the areas of disaster operations response and recovery planning, including supervisory and team leadership positions; and, familiarity with the management of government contracts. The individuals shall have a sound understanding of emergency management preparedness programs and principles.
Recognizing that effective project management is an integral part of the evaluation of quality, the overall evaluation of quality will include factors such as the managerial capability, prior experience and the individual qualification of the Senior Planner. One method of demonstrating a level of competence is the certification process that results in the designation of Certified Emergency Manager (CEM). This specific certification is not a formal requirement; similar standards are acceptable as is demonstrated past experience and effectiveness with ever-increasing levels of project cost and complexity. These certification programs are only one method to help evaluate the experience level of this individual. The Senior Planner shall ensure close coordination between their respective staffs to optimize performance and cross-functional expertise; coordinate performance, measurement and reporting; and, minimize cost expenditures.
Minimum/General Experience: Ten (10) years of progressively more responsible experience as an operational planner, including at least five (5) years of experience managing projects with more than ten (10) staff, and multiple subcontractors and consultants. Minimum of eight (8) years experience in the field of emergency management preparedness with particular expertise in disaster operations planning.
Demonstrated ability to manage numerous complex and time-critical support activities simultaneously.
Minimum Education: BS/BA in Business, Management, Finance or related field.
Two (2) Technical Writer/Editor resume Minimum/General Experience: Six (6) years of experience writing and editing publications, including technical documents such as needs assessments, productivity improvement plans, quality assurance/quality control plans, research reports, and statistical analyses. Excellent writing skills required, as is the ability to analyze, synthesize, and condense text that includes survey terminology and is intended for use by non-technical lay audiences. For publications printed and distributed by government clients, also requires demonstrated knowledge of writing, editing, and style guidelines and printing regulations of the Government Printing Office. Supports the development and production of a variety of documents for clients and their customers, including strategic business plans, business process reengineering reports, statistical analyses, market research plans, and management assessments. Writes and edits the results of surveys and statistical
C-9 studies. Prepares minutes of facilitation meetings and produces meeting summary reports. Writes and edits material for online access and dissemination via the internet/intranet.

One (1) Graphics Specialist resume Minimum/General Experience: Five (5) years of experience designing, formatting, and producing artwork for inclusion in publications, reports, or other projects. Requires knowledge of the client’s publishing environment and style standards. For materials produced for government publication, also requires working knowledge of the Government Printing Office’s printing regulations and processes for submission of camera ready art in electronic formats. Provides graphics support for the development of contract reports and deliverables, brochures, and other products on behalf of the customer. Prepared graphics support for meetings and conferences including overhead slides, workbook illustrations, etc.
Minimum Education: Advanced training in vocational school, technical institute, or art institute above the high school level in illustrative design, commercial art, or related fields.
One (1) Information Technology Analyst resume Minimum/General Experience: Five (5) years of related work experience. Must be knowledgeable in implementing computer systems in a phased approach of requirements analysis, thorough testing, and using internet/intranet technology. Must be capable of performing configuration management, software integration and interpretation of software test results. Interprets, implements, and maintains complex operating systems and subsystems for process and productivity improvement applications, organizational assessment applications and systems or applications to support program audits and evaluations. Directs or fine-tunes applications to maximize throughput on various computing platforms and equipment configurations.
Responsible for analyzing the integration of equipment and systems from multiple vendors into the overall organizational configuration to maximize data communications and resource sharing.
Minimum Education: Bachelor’s Degree or equivalent. Two (2) years of directly related job experience may be substituted for each year of college not attended.
One (1) Geospatial Analyst resume Minimum/General Experience: Three (3) years of experience in the design, development, implementation, and maintenance of systems, software, GIS, RS, GPS, and data integration solutions to administrative, scientific, and technical problems through the use of computer technology. The Analyst shall demonstrate knowledge in:
Developing Geographic Databases through use of GIS/GPS and advanced technologies for specialized purposes such as E-911 addressing and Utility Mapping.
Using various GIS software (primarily HAZUS, shake maps, ESRI ArcGIS, Arc/Info Workstation, and ArcView), as well as various geographic data formats and standard data conversion and transformation methods, for geographic analysis.
Creating maps (using large-format plotters), reports, and presentations in support of various GIS and technology projects.
Working cooperatively with other GIS Analysts, Technicians and/or Project Managers to complete assigned work.
Minimum Education: Associate's degree or equivalent from two-year college or technical school in GIS, Surveying, Engineering, Geography, Information Systems or related degree.
X. Security
The Contractor shall comply with the Department of Homeland Security’s (DHS) technical, management, and operational security controls to ensure that the Government’s security requirements are met. DHS 4300A policy guide will be used for Sensitive Systems and DHS 4300B policy guide will be used for National Security

Systems.
Contractor Eligibility, Continued Eligibility and Termination The Contractor shall provide the appropriate levels of clearance to work in Government facilities and on Government Furnished Equipment and systems. The Contractor shall ensure that each employee and potential employee provide their name and social security number for verification. If the number is not valid, then the employee will not be authorized to work on the contract until resolved. At a minimum, the Contractor staff shall have the ability to access DHS/FEMA facilities. Subsequent Task Orders shall identify in the Statement of Work if there is a requirement for clearances to accomplish the task and at what level.
Subject to existing law, regulations and/or other provisions of this contract, illegal or undocumented aliens shall not be employed by the Contractor to perform on this contract. The Contractor shall ensure this provision is expressly incorporated into any and all subcontracts or subordinate agreements issued in support of this contract.
The Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA) reserves the right to deny and/or restrict entrance to Government facilities, prohibit employees from assigned work under the contract, deny and/or restrict handling of sensitive documents/material to any Contractor employee who DHS determines to present a risk of compromising classified and/or sensitive Government information.
The Contractor shall report to the FEMA Security Office any and all adverse information brought to their attention concerning employees performing under this contract. The report shall include the employee’s name and social security number, along with the adverse information being reported. Termination of employment of an employee does not obviate the requirement to submit this report. Reports based on rumor or innuendo shall not be submitted to the DHS Security Office.
XI. Release of Information
All information relating to the items to be delivered or services to be performed under this contract may not be disclosed by any means without prior approval of the Contracting Officer. Dissemination of public disclosures includes, but is not limited to: permitting access of such information by foreign national or by any other person, entity, and publication of technical or scientific papers, advertising, or any other proposed public release. The contractor shall provide adequate physical protection to such information so as to preclude access by any person or entity not authorized such access by the Government.

E.3 PERFORMANCE EVALUATION
The Government reserves the right, at all reasonable times, and upon reasonable notice to the Contractor or Subcontractor, to inspect or otherwise evaluate the work being performed at the location at which it is being performed.
Pursuant thereto, the Government reserves the right to maintain representatives on the premises of the Contractor. If any inspection or evaluation is made by the Government on the premises of the Contractor, or a Subcontractor, the Contractor shall provide and shall require the Subcontractor to provide all reasonable facilities and assistance for the safety and convenience of the Government’s representatives in the performance of their duties. All inspections and evaluations by the Government’s representatives shall be performed in such a manner as will not unduly delay work.
The Government will endeavor to conduct all audits, inspection and evaluations in accordance with the highest levels of established professional auditing practices and standards. If a written report of such inspection or evaluation is prepared which reflects deficiencies or proposed corrective actions to be taken by the Contractor, or Subcontractor, a copy of those deficiencies and/or proposed corrective actions shall be furnished to the Contractor. Any corrective action proposed to be taken as a result of such inspection(s) shall be discussed with the Government prior to implementation. Reports of the Contractors performance shall be placed in the contract file and will be subject to release to the public. The Government representatives are extended to include agents i.e., auditors, and/or other contractors. The Contractor agrees that such reports or deficiencies or proposed corrective action may be released to the public.

F.3 NOTICE OF DELAY
If the Contractor becomes unable to complete the contract work at the time specified because of technical difficulties, notwithstanding the exercise of good faith and diligent efforts in the performance of the work called for hereunder, the Contractor shall give the Contracting Officer written notice of the anticipated delay and the reasons therefore. Such notice and reasons shall be delivered promptly after the condition creating the anticipated delay becomes known to the Contractor but in no event less than forty-five (45) days before the completion date specified in this contract, unless otherwise directed by the Contracting Officer. When notice is so required, the Contracting Officer may extend the time specified in the Schedule for such period as deemed advisable.

F.5 TERM OF CONTRACT
The contract shall be for a period of up to five (5) years from date of award, assuming that all options are exercised.
The periods of performance will be specified in each Task Order. All Task Orders placed prior to the expiration date shall remain in full force and effect until deliveries have been completed and payment, therefore, have been made.
F.6 REPORTS OF WORK
Reports are not separately priced; the cost of reports shall be included in the price for services. A commercial report format is acceptable provided all pertinent information is contained in the report. The Government reserves the right to have the Contractor tailor reports at no additional cost.

G.2 TRAVEL COSTS
Costs for transportation, lodging, meals and incidental expenses incurred by contractor personnel on official company business are allowable subject to FAR 31.205-46, Travel Costs. These costs will be considered to be reasonable and allowable only to the extent that they do not exceed on a daily basis the maximum per diem rates in effect at the time of travel as set forth in the Federal Travel Regulations and shall be reimbursed after submission of all required receipts along with invoices.
G.3 TECHNICAL DIRECTION AND SURVEILLANCE
(a) Performance of the work under this contract shall be subject to the surveillance and written technical direction of the COTR, who shall be specifically appointed by the Contracting Officer in writing. Technical direction is defined as a directive to the Contractor which approves approaches, solutions, designs, or refinements; fills in details or otherwise completes the general description of work of documentation items; shifts emphasis among work areas or tasks; or otherwise furnishes guidance to the Contractor. Technical direction includes the process of conducting inquiries, requesting studies, or transmitting information or advice by the COTR, regarding matters within the general tasks and requirements in Section C of this contract.
(b) The COTR does not have the authority to, and shall not, issue any technical direction which:
(1) Constitutes an assignment of additional work outside the PWS;
(2) Constitutes a change as defined in the contract clause entitled "Changes";
(3) In any manner causes an increase or decrease in the total estimated contract cost, the fixed fee (if any), or the time required for contract performance;
