Questions and Answers (Q&A)

Sources Sought Notice for HSFEHQ-09-R-0411

1. Question: Just want to confirm that the correct solicitation number to reference on our submittal - the amendments reference HSFEHQ-09-R-0041 while the Source Sought Notice references the above. Can you please clarify, thanks.

Answer: The correct solicitation number that potential offeror’s should reference is HSFEHQ-09-R-0411.

2. Question: I just wanted to confirm delivery instructions on Fluor's response to the Sources Sought Notice. We will deliver on 23 March, per the latest amendment. But, should we call you when we arrive?

Answer: No, please follow instructions stated in the Sources Sought Notice. Submit SF330s to FEMA mail room.

3. Question: In Selection Criteria 1, Specialized Experience and Technical Competence, the solicitation states that Subfactor (a) is significantly more important than subfactor (b). What is the importance of Subfactor (c) in relation to the other two subfactors?

Answer: Subfactors (a) through (c) of Evaluation Factor 1 are listed in descending order of importance. Experience in developing cost estimates (i.e., Subfactor (a)) is significantly more important than the other two (2) subfactors.

4. Question: Are you requesting that we supply 300 individual names? If so, the listing will take up several pages of the RFP. Can we make this an attachment and remove from the page count requirement?

Response: No, we are not requesting 300 individual names as part of a Request for Proposal (RFP). However, interested firms must complete Part II of the SF 330, which will supply the 300 individual names and general qualifications of the individuals. As stated in the Sources Sought Notice, the page limitation does not apply to Part II of the SF 330.

In response to this question, DHS/FEMA offers the following clarification:

Clarification: Part II of the Standard Form (SF) 330 does not require the individual names of employees; rather, Part II requires the number of employees by discipline by firm. A separate Part II is to be prepared for each firm (i.e., Prime and subcontractor offices) that is part of the proposed team. In addition to completing a Part II for each corporate office, any firm with branch offices that are part of the proposed team must submit a separate a Part II for each branch office.

As stated in the Sources Sought Notice, “The 60 page limit does not apply to Part II of the SF 330.”

5. Question: In the Q&A published March 12, 2009, it is indicated that FEMA is not requesting 300 individual names as part of the RFP. The response then goes on to say that the Part II of the SF330 “will supply the 300 individual names.” The Part II provides information on the numbers of staff by discipline by office, but does not include names of individuals. Will FEMA please clarify the specific requirement for names of 300 individuals and confirm that should there be any requirement it would be excluded from the page limits?

Response: Part ll is specifically asking for the submittal of disciplines only. Please follow the instruction on the SF330. Additionally, There is no page limitation for Part II of the SF 330.

Question: The Q&A states that a subcontracting plan is required as part of the proposal submitted in response to the RFP. However, the response to another question states that DHS/FEMA has issued a sources sought notice, not an RFP. Will FEMA please verify whether the subcontracting plan is to be submitted with the SF 330?

Response: The subcontracting plans are not to be submitted with the SF330s.
