Amendment HSFE90-13-R-0002/P00001 This amendment incorporates the following Questions and Answer:
1. Please identify the scope of the trainings, how long the contract is for and how many officers are needed, size of trainings, fixed location or mobile instructors. What is the time block, hours per day and how many times a week?
Please see Section C (Statement of Work) and Attachment 18 of solicitation HSFE90-13-R-0002
2. Is it possible to extend the deadline on this RFP?
Due to the urgency of this requirement, FEMA will not extend the deadline on this RFP.
3. Are the subject matters experts who will aid in the identification and clarification of the programs' learning objectives identified within FEMA already known or will the contractor be required to work with the contracting team and government project manager to identify and locate these resources?
SMEs are known by the program office and will be identified to the contractor for each task in collaboration with the USR Project Officer.
4. Does FEMA maintain any training programs in the 14 topical areas on which the new/revised training programs be based or will the contractor be required to design and develop 14 new programs?
FEMA has 13 existing courses. It can be expected that any new course development will, in part, incorporate elements from this existing material.
5. How many deliveries per course per year are expected?
The expected number of students per course is allocated evenly over a five year period per Attachment 18 of solicitation. However, this does not obligate the Government to a minimum or maximum number of courses to be ordered. This is an IDIQ contract; therefore, the number of courses to be order has not yet been determined at this time.
6. How many trainees would be expected to be trained in each course delivery?
Student attendance is often influenced by the subject matter. The attendance would generally range from 28-56 students.
Furthermore, the Request for Proposal is changed as follows:

The contract line item number (CLIN) structure for each task order issued under the contract will be established at the time of issuance of the task order. All Task Orders shall be Firm Fixed Price Task Orders. ODCs will be included in the Task Order’s firm-fixed price. Travel will be reimbursed on actual cost incurred at the Task Order and in accordance with Federal Travel Regulations.”
