PART 1: GENERAL
1.1 BACKGROUND
The Federal Emergency Management Agency (FEMA) is seeking to BOM Kit components to fill shortages amongst the fleet both CONUS and OCONUS. FEMA is required to maintain a fleet of approximately 715 generators at CONUS and OCONUS locations. Since FEMA is tasked with responding to disaster with minimal launch time, it is essential that FEMA’s generators be fully-mission capable (FMC) at all times. Along with generator support, BOM Kits are deployed during disaster operations.
1.2 SCOPE
FEMA is pursuing a one time purchase for procuring the components associated with the FEMA approved Generator BOM Kit. FEMA BOM Kits consist of the components as listed in Attachment 2_All Sites BOM Kit Replenishment_Blank_July2016.xlsx, and will be provided by the contractor. This attachment includes the quantities of the items required (highlighted in yellow). Upon award of the contract, FEMA will be 100% supplied kits at all locations based on filling the delta requirements.
Contractors must be able to supply the OCONUS Locations of DC Caribbean, DC Hawaii and DC Guam, in addition to the CONUS Distribution centers as listed in section 4.2 Delivery Location of this statement of work.
1.3 PERIOD OF PERFORMANCE
Each contractor shall include a proposed delivery schedule. The schedule will be subject to change, pending coordination with the delivery points of contact and the FEMA contracting officer after award. The contractor is responsible for complying with the delivery schedule and must immediately notify contracting officer or their designated representative of any issues that may affect the vendor’s ability to meet the delivery schedule.
Vendors shall be able to track deliveries from point of shipment to point of receipt.
PART 2: CONTRACTOR DELIVERABLES
2.1 GENERAL
The contractor(s) shall provide primary and alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company, as required to execute any and all Delivery Orders. The contractor(s) shall
3 | P a g e furnish all professional, technical and clerical services as well as materials, equipment and facilities to meet the stated specifications and project objectives defined in this Statement of Work (SOW).
2.2 RECORD KEEPING
The Contractor(s) shall maintain accurate records of all shipments and deliveries and ensure that proper signatures by FEMA representative are obtained for tracking and accountability purposes, in accordance with government regulations.
A FEMA representative will sign for the receipt of all the components at each location. This signature includes inspection and acceptance of the components.
Once received at each respective location, and FEMA has signed for the items, it will then become the responsibility of each site to do a proper inventory and inspection of materials received within 5 days to ensure contract compliance. If there are any discrepancies based off of what was ordered, the contractor and FEMA representative at respective location will work to rectify within 10 days.
PART 3: SPECIFIC TASKS
3.1 BOM KIT COMPONENTS
Each BOM Kit shall include the items and quantities listed in Attachment 2. The BOM kit allocation is as follows:

3.2 DELIVERY LOCATIONS
The Government will require delivery to the following Distribution (DCs) as required:

The Government reserves the right to require delivery of Critical Orders to locations other than those listed above.
Hours of Performance: Work hours differ for each DC depending on local business practices and time zones.
All deliveries performed under the resultant purchase order shall be performed during the applicable DC’s standard work hours, unless otherwise agreed upon. The vendor shall schedule all delivery activities with the appropriate delivery point of contact after award (to be provided after award by the Project Officer).
3.2.1 Delivery Schedule Requirements
The delivery schedule will be specified in each individual order.
a. NET: 30 days from award
b. NLT: 60 days from award
3.3 PACKAGING
3.3.1 CONUS
For the CONUS location of DC Atlanta, DC Frederick, DC Fort Worth and DC Moffett, the BOM Kit components shall be packaged in the vendor’s standard commercial casing.
3.3.2 OCONUS
For DC Hawaii, DC Caribbean and DC Guam (OCONUS) the BOM Kit components shall be packaged in the vendor’s standard commercial casing which shall be shipped on industry standard size pallets (40 inches by 48 inches - 4 way wooden pallet). Properly secured appropriate banding straps to include Stretch wrap, wrap shall be fully overall sides (excluding the top and bottom) with a minimum of (10) layer stretch-wrap. The contractor shall label each sealed pallet container in accordance with the following minimum requirements:

(1) A statement identifying the commodity
(2) The name and place of business of the manufacture, packer or distributor
(3) Net quantity of contents in terms of weight, measure or numerical count (measurement must be in both metric and inch/pound units)
(4) Each pallet will be labeled with the FEMA logo printed on all four sides
The finished product will be placed onto a 40 inch by 48 inch 4 way wooden pallet. The over-all height of the pallet will not exceed 55 inches. Contractor (s) may suggest or recommend other techniques to preserve the integrity of the material as well as the finished pallet. This recommendation should be provided to the Project Officer.
3.4 REPORTING
3.4.1 Verbal Reporting
The contractor(s) shall present written reports as required by the PO. The contractor(s) may also provide these reports via email if requested.
PART 4: TECHNICAL EVALUATION
4.1 TECHNICAL EVALUATION FACTORS
4.1.1 Factor 1: Technical Acceptability
The offeror must complete the Attachment 2_All Sites BOM Kit Replenishment_Blank_July2016.xlsx in order to receive a technical rating. The fillable excel file breaks down on each individual tab the quantities of the items needed which are highlighted in yellow. Each offeror is required to input the item number, manufacture (mfg.) and vendor information along with the unit cost; at the bottom of each sheet, offerors are required to input freight/shipping charges. A summary tab has been included that rolls up the cost for all of the locations.
An evaluation rating of technically Acceptable/Unacceptable will be assigned upon completion of the technical quotation evaluation. If an offeror receives a technical rating of “Unacceptable” they will not be considered for Delivery Order award.

4.1.2 Factor 2: Delivery Schedule
Each offeror’s delivery proposal shall be evaluated to determine if the terms proposed by the offeror meets the minimum delivery requirement as specified in Section 3.2.1: Delivery Schedule Requirement in the Statement of Work.
4.1.2.1 Delivery of Generators
The offerors evaluation of delivery of BOM kit components shall be evaluated to determine if the items proposed to the government meets the delivery requirement as specified below in this Statement of Work

Note: If an offeror receives a delivery schedule rating of “Unacceptable” they will not be considered for award.
4.2 NON TECHNICAL EVALUATION FACTOR
4.2.1 Factor 3: Price
The offerors price quotation shall be evaluated, for award purposes based upon the total price proposed for the total requirement.
