Solicitation Number: HSFE40-16-Q-0006
Notice Type: Combined Synopsis/Solicitation
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. The solicitation number is HSFE40-16-Q-0006 and is issued as a Request for Quotation
(RFQ). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award a commercial, Firm Fixed Price (FFP) contract.
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The applicable North American Industry
Classification Standard (NAICS) code is 721110. The small business size standard is
$32.5M. This is an unrestricted acquisition.
4. FEMA intends to purchase the below contract line items:

Number of rooms is an estimate.
Government will only pay for actual number of rooms occupied but shall not exceed quantity specified. The price shall include complimentary shuttle service to and from airport, complimentary parking.

5. Description of requirements for the items to be acquired: The Department of Homeland
Security (DHS)/Federal Emergency Management Agency (FEMA) has a requirement to acquire conference/meeting space as well as accommodate hotel/motel guest rooms for up to a total of 245 “rooms per night” for participants attending the FY2016 Assistance to
Firefighter Grant (AFG) panel reviews within a 40 mile radius of BWI Thurgood Marshall.
No other locations will be considered.
The meeting is scheduled for May 15 – 20, 2016 (Check in on May 15th, check out on May
20th with the primary meeting activities May 16 – 19th). No other dates will be considered. If an offeror is not a hotel/motel or conference center as a primary line of business in the hospitality industry (Event Planning Services or 3rd Party Event Planning firms, for example), the offeror must provide a signed written letter of intent between the offeror and the hosting facility indicating such a contracting arrangement and confirm the necessary space is available as offered. Additionally, if the successful offeror selected as the primary contractor is not the actual hosting facility, the primary contractor in this case shall be required to have an employee onsite during the entire time period of the event to provide for, and maintain the privity of contract relationship with the Government to manage the onsite activities on behalf of the contractor and the Government in dealing with the hosting facility and management.
The period of performance for the meeting is May 15- 20, 2016.
The attached Statement of Work (SOW) contains details. Participants names will be given to the hotel for the reservation. Callers must identify themselves as participants (attendees) of the" FY2016 AFG panel reviews" and give the dates for which they will require lodging.
Offeror will state the duration for blocking the guest rooms before releasing the unreserved rooms for sale to the general public.
6. Delivery, Inspection, Acceptance and FOB Point will be provided to awardee.
7. PROVISIONS AND CLAUSES:
In case of inclement weather not permitting arrival of participants, the Government reserves the right to make one adjustment to the period of performance with advance notice.
The hotel must be in compliance with the Hotel & Motel Fire Safety Act of 1990.

a. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference.
b. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows:
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical;
(2) Price.
The Government intends to award a commercial purchase order resulting from this solicitation to the lowest priced, technically acceptable responsible offeror. The factors identified above will be the evaluation factors used to evaluate all offers received. Quotes must be specific in details and clearly identify all the government requirements.
c. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications Commercial Items, with their offer. Also in accordance with the clause, all prospective offerors must be actively registered in the
System for Awards Management (SAM) prior to award.
d. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition and is incorporated by reference.

8. Quotes must include company name, company DUNS number, and point of contact information.
9. The Defense Priorities and Allocation System (DPAS) do not apply to this acquisition.

Inquiries and information received after the established deadline will only be answered/addressed if considered essential to the requirement and in the best interest of the
Government.
