CDP COBRATF Facility Operations and Maintenance Services (FOMS)

Questions and Answers # 1

Government responses provided below in red.

1. Attachment 2, Quality Assurance Surveillance Plan QASP (Performance Requirements Summary PRS table) states the written minutes of the PEM are signed by the PM and delivered to the COR within 5 working days for review and approval. Paragraph 1.8 in the PWS makes no reference to PEM. Performance Evaluation Meetings are identified in paragraph 1.9.2.

Is this the “PEM” that is referenced as being in paragraph 1.8?

Yes.

2. 1.5.1.1 The Contractor shall become acquainted with all available information regarding difficulties that may be encountered and the conditions under which the work of this contract must be accomplished.

Will the government provide a copy of the incumbent Phase-Out plan to offerors for use in development of the Phase-In plan to meet the PWS 1.5.1.1 verbiage of "become acquainted with all available information"?

The incumbent Phase-Out plan is proprietary information and not available for development of proposed Phase-In Plan in response to this solicitation.

3. 1.4 Security, Privacy, Safety and Proprietary Data, Section 1.4.1 States "Unclassified", Section 1.4.4 describes how the "CDP Security Office which will conduct applicable records checks and inform the Contractor of all favorable records checks".

Is there a specific required government security clearance requirement for key or other personnel?

All contractor personnel are required to meet moderate risk for public trust position security requirements to perform work on this contract.

4. 4.2 Makes reference to the contractor "being responsible and accountable for facilities accepted for use".

Does this mean we will be signing for one or more of the complete facilities listed in Attachment 13 and therefore must set up property accountability records for the entire facility to include space and equipment being used by the Government or other Contractor personnel or will we just be signing for and responsible for our assigned work spaces within the facilities?

Just signing for and responsible for assigned work spaces within the facility.

5. 5.1 states the contractor shall furnish all consumable supplies except for those specifically identified as Government furnished. The advantage in this requirement goes to contractors working this task or other tasks within the CDP and has daily visibility on what the equipment the current contractor is providing.

Is this at contractor expense an allowed expenditure under the ODC CLIN?

Consumable supplies to perform work on the contract are reimbursable by the Government under the ODC CLIN.

6. 5.1 states the contractor shall furnish all consumable supplies except for those specifically identified as Government furnished. The advantage in this requirement goes to contractors working this task or other tasks within the CDP and has daily visibility on what the equipment the current contractor is providing.

Will the Government provide a list of the consumables purchased over the past 5 years and the estimated annual cost of these consumables?

Consumable supplies to perform work on the contract are reimbursable by the Government under the ODC CLIN.

7. 6.2.2 Overtime for personnel shall be pre-approved by the COR.

Solicitation Section B provides CLIN plug numbers for overtime labor costs, but not level of effort. There is no indication of overtime hours in Attachment 25, Work Load Data. Is an estimate of overtime hours available?

For planning purposes no more than 100 hours annually; all overtime requirements must be justified and authorized by the contracting officer or contracting officer’s representative (COR).

8. 7.1.3.8 General Tasks, This section states, "overhaul both the mechanical and electrical functions for the HVAC". Solicitation Section J, Attachment 13, Page 9 further states, "Projected 2015 Work - Cold Lab HVAC Upgrade".

Will the government provide a current status of this project such as not yet started, in progress, or partially complete?

Cold Lab HVAC upgrade is in progress. Work is being performed by the Army Corp of Engineers under another contract.

9. 4.2 Will office furniture be provided in Government Furnished Facilities for contractor use?

Yes.

10. 7.1 This paragraph indicates contractor furnished materials is required - are materials Government Furnished?

Yes, reimbursable by the Government under the ODC CLIN.

11. 7.1.1.12 Will the Gov't provide an inventory of lights with type, size, etc.?

Not available, reimbursable by the Government under the ODC CLIN.

12. 7.1.2 Please clarify that the Gov't will provide a computer for contractor use with the 7i maintenance management system software for service call work.

Government provides a computer for 7i maintenance management system.

13. 7.1.2.5 What CLIN should special project work be priced?

Materials, equipment, supplies, short term subcontracts or temporary labor associated with special project work would be covered under the ODC CLIN. Labor for special project work performed during normal working hours by regular FTE contractor employees remain covered under the FFP CLIN.

14. 7.1.3 Will the Gov't provide an inventory of HVAC and refrigeration systems?

Yes, provided to successful offeror upon award of the new contract.

15. 7.1.8.1 This paragraph indicates contractor furnished materials is required - are materials Government Furnished?

Materials to perform work under the contract are reimbursable by the Government under the ODC CLIN.

20. 7.2 This paragraph requires contractor furnished supplies, materials, and equipment - are these items Government Furnished?

Materials to perform work under the contract are reimbursable by the Government under the ODC CLIN.

21. P.W.S. 1.1 Scope “The COBRATF has unique requirements to manage a training venue where chemical agents (GB and VX) and biological agents (Ricin Toxin and Bacillus Anthracis Delta Sterne) are used in a specialized training environment. This will require supervision on a 24-hour, 7-day-a-week basis.” 1.12.2.3 The Contractor shall be required to perform certain critical or continuous services as defined in the PWS, 24 hours per day, 7 days per week, and 365 days per year.

What are these critical or continuous services?

Scheduled, unscheduled and emergency work to system(s) areas identified in PWS not to interrupt training if at all possible.

What types of qualifications or certifications are required to be provided for the 24/7 monitoring or more specifically during the non-duty hours?

The contractor shall provide personnel that have the appropriate skill for their position. The degree of skill of individuals shall be commensurate with that required for the work.

22. “The Contractor is required to provide operation and maintenance functions in a chemical agent (GB and VX) and biological agent (Ricin Toxin and Bacillus Anthracis Delta Sterne) environment.” “However, due to the hazards that could be encountered in preparation for and during the conduct of chemical and biological agent training, some tasks are specific and must be executed exactly as required in applicable procedures.”

Is maintenance required in an active area or will these areas be cleared and safe to enter prior to maintenance being performed? Can you give examples of the types of maintenance required in a chemically active area?

While areas are cleared and safe, appropriate personal protective equipment (PPE) is still required. Types of maintenance include painting, replacement of lights, scheduled and unscheduled maintenance, emergency repairs, etc.

23. Section 7.1.1.5 History Files: Are the files maintained by the incumbent contractor available to the successor contractor?

Yes.

24. Section 7.1.3 HVAC and Refrigeration Systems: What types of controls are utilized for occupied climate control? DDC, pneumatic or other? If DDC; are these controls web-based?

In areas other than the Training Building, general service thermostats; the Training Building is controlled by an arrangement of controls from the York Chillers and Air Handler #14 Dehumidifier.

25. Section 7.1.11 & 7.1.23 Recycling Services: Is there currently a contract with a local recycler?

No.

Can a compartment recycling container be placed outside the secured area for service?

Yes.

Are there currently receptacles utilized with the facilities that are marked for recyclable materials or will the successor contractor be responsible for procuring and providing them?

No.

26. Section 7.1.18.1 “The Contractor shall have responsibility for maintenance in the “Hot” area with exception of laboratory instruments. Are there examples of required maintenance being performed when an area is “Hot”?

Types of maintenance include replacement of lights, scheduled and unscheduled maintenance, emergency repairs, etc.

27. Section 7.2 Janitorial and Custodial Services: Are janitorial and custodial duties required to be performed by service order and tracked in 7i?

No.

28. Section 7.3.6.1 Operator Certification: Are there currently any certified operators on staff?

PC&E certified operators – Yes.

Are the operators required to travel to Pine Bluff for annual certification?

Yes.

If travel is required; who is responsible for the costs?

Government reimbursable to the contract under the ODC CLIN.

29. 7.3.7.2.1 Calibration Requirements: Is there currently sufficient redundancy in equipment inventory to allow the turnaround of test equipment sent out for calibration as to not cause a delay or lapse in training?

Yes.

30. Section I.10 of the HSFE20-15-R-0020 Final references “In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.” The hourly labor rates and fringe benefit rates reflected are substantially greater than the SCA wage determinations for these positions.

As indicated in the STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES clause, this information is for informational purposes only, and does not reflect a wage determination. It also does not reflect current wages or anticipated proposed wages.

a) Does the Welder, combination, Maintenance tech position require welding certification? If so; what discipline certification?

The contractor shall provide personnel that have the appropriate skill for their position. The degree of skill of individuals shall be commensurate with that required for the work.

b) How many welding hours are required annually?

Not available.

c) Are these specific positions required by this contract at those rates, i.e “expected”?

No. See above.

d) Attachment 4 lists the current SCA WD Health and Welfare at $4.02/hour. What are the listed fringe benefits based on?

The Health and Welfare rate under the SCA is determined by the Department of Labor (DOL). Please refer to the DOL for any definitions of that rate.

e) Are these the rates of the current employees?

No, see above. Incumbent contractor wages are procurement sensitive information.

f) In reference to “Machinery Maintenance Technician”; what type of machinery is required to be maintained that would be beyond the normal scope of HVAC, Plumber or Electrician positions?

Types of machinery could include washers/dryers, air compressors, breathing air compressor, shop equipment, forklifts, chillers, security bollards, CCTV systems, security cameras.

g) In reference to “Electronics Technician Maintenance II”; what type of electronics are maintained?

See PWS sections 7.1.5.6, 7.1.5.9, 7.1.5.10 for examples.

h) Is an Engineering Tech required to be provided by the successor contractor?

For the offeror to determine and propose to the Government.

31. What licenses are required for electricians, plumbers and HVAC technicians?

The contractor shall provide personnel that have the appropriate skill for their position. The degree of skill of individuals shall be commensurate with that required for the work.

32. Does performance of this contract require a license or certification for the stationary engineers? Who pays for the certification?

The contractor shall provide personnel that have the appropriate skill for their position. The degree of skill of individuals shall be commensurate with that required for the work.

33. Do the labor hours listed for CY 2014 on page 2 of attachment 25 include preventive maintenance hours or do they reflect only hours expended in the performance of service orders?

Yes, includes preventive maintenance and service order hours.

34. What type of preventive maintenance is performed by custodial or janitorial personnel?

Refer to attachment 14.

35. What costs are covered by the ODC CLINS plug number? Are O&M and PM related ODC costs included in the plug number or only the ODCs related to work orders?

The ODC CLIN covers equipment, materials, supplies, short term subcontracts, and temporary labor. Yes, this includes O&M and PM related ODC costs.

36. What are the total man hours by trade for 2014?

Refer to attachment 25 for workload data.

37. What are the required certifications for the employees and are they current?

The contractor shall provide personnel that have the appropriate skill for their position. The degree of skill of individuals shall be commensurate with that required for the work.

38. How many people are required for after duty work for maintenance and PC&E?

For the offeror to determine and propose to the Government in order to meet the requirements of PWS.

39. Will the O&M contractor be required to purchase the helium and hydrogen for the training building?

Only that which meets requirements under this PWS.

40. Will the O&M contractor be required to pay for the Birmingham monthly monitoring service of the fire alarm system?

Yes, reimbursable Government cost to the contract.

41. What type of lighting will be installed in the next 6 months for the Northville project?

The lighting being installed in Northville is part of the security perimeter lighting project which is managed by the Army Corps of Engineers and will be LED lights.

42. How many cameras are active and will the O&M contractor be required to pay for replacements when needed?

Number of cameras active is security sensitive information. This contractor will pay for replacements when needed (Government reimbursable to the contract under the

ODC CLIN).

43. Are physical exams required for any of the employees, and if so, is the contractor required to pay for the exams?

Currently there is no requirement for a physical but there is a requirement for a Pulmonary Fit Test for those employees that where a respirator, which is a reimbursable Government cost to the contract under the ODC CLIN.

44. Does FEMA provide blood-borne pathogen training at no cost to the contractor?

Yes.

45. L.6.A The typewritten or printed letters shall be no smaller than Courier 12 pt or equivalent… What font is considered equivalent to Courier?

Including, but not limited to, Times New Roman, Arial, and Calibri.

46. L.6.C.4 Instructions require “price breakdown of the proposed fully burdened firm fixed price overtime labor rates.” May a subcontractor submit proprietary pricing information (the price breakdown of their overtime labor rates) directly to the Government?

Yes, but all proposal submission instructions still apply.

47. PWS 7.3.7 Calibration, The numbering for the requirements in this section skips from

7.3.7.2.1 to 7.3.8.3. Would government please provide the missing PWS requirements in this section?

PWS misnumbered and no missing PWS requirements; PWS will be correctly numbered at award of contract.

48. Will the Fire Extinguishers be required to have a 6 year maintenance test performed?

All Fire extinguishers are inspected annually by Fire Guard; Fire extinguishers that are require maintenance and or tests performed are picked up, serviced and returned.

49. If so, when was the last time the Fire Extinguishers had their 6 year maintenance test performed?

See response to question 48.

50. Will the Fire Extinguishers be required to have a 12 year hydrostatic test performed?

All Fire extinguishers are inspected annually by Fire Guard; Fire extinguishers that are require maintenance and or tests performed are picked up, serviced and returned.

51. If so, when was the last time the Fire Extinguishers had a hydrostatic test?

See response to question 50.

52. Will the Fire Sprinkler System be required to have a 5 year internal obstruction test performed?

The system is flushed annually; there are no requirements to do an obstruction test.

53. If so, when was the last time there was a 5 year internal obstruction test performed on the Fire Sprinkler System?

See response to question 52.

54. There were computer rooms that were off limits during the site visit that no one was allowed to see. Fire Suppression systems protecting the computer rooms are unknown.

Please provide the type and quantity of suppression system(s) (FM200 or Halon) and the type and quantity of associated fire alarm devices (smoke detectors, pull stations, etc.).

There is no separate type of fire suppression system for any computer area.

55. Can the Government provide the quantities for the following items broken out by building – number of Wet Sprinkler Risers?

The Admin Bldg, O&M Bldg and Training Bldg each have one.

56. Can the Government provide the quantities for the following items broken out by building number of Dry Sprinkler Risers?

There are no Dry Sprinkler Risers.
