FEDERAL EMERGENCY MANAGEMENT AGENCY
CAT-6 UPGRADE FOR THE FRC
REGION 10
STATEMENT OF WORK
19 MAY 2015
1.0 PROJECT TITLE
Federal Emergency Management Agency (FEMA) Region 10 Federal Response Center (FRC) Category 6 telecommunications cable upgrade.
2.0 BACKGROUND
FEMA Region 10 FRC currently has a combination of antiquated CAT-5/5e or lower voice and data cabling supporting computer workstations as well as networked printers. The locations that will be receiving the updated cabling will also allow the upgrading of the current phones to VOIP phones and provide improved network connectivity. The upgrade will take place primarily in the RRCC, Room 244, LAN Server Room 223, and various other office spaces as needed.
3.0 SCOPE OF WORK
The contractor shall provide FEMA - Region 10 with all parts and materials, design drawings, as-built drawings, site preparation, permits if required by local/federal codes and perform installation services of new Category 6 cabling and removal of old Category 5 & 5e cabling at the designated locations. The work included in this Statement of Work (SOW) consist of furnishing all labor, equipment, materials, and supplies and performing all operations necessary to complete the installation of the structured cabling system in compliance with industry specifications. The contractor will provide and install all of the required material to form a complete system whether specifically addressed in SOW or not.
The work shall include, but not be limited to the following:
Furnish and install a complete telecommunications wiring infrastructure upgrade.
Furnish, install, label, terminate, and test all new Category 6 cabling.
Furnish, install all wall plates, jacks, patch panels.
Furnish and install cable trays, J Hooks, wire basket support systems and any other required hardware required to support wiring infrastructure IAW industry standards.
Remove and dispose of old Category 5/5e or lower cable that was replaced.
Furnish test results, cable run list and As-Built drawings of all cabling to FEMA on paper and electronic format.
Provide warranty of all work and materials for a minimum of 1 year after acceptance date.
4.0 APPLICABLE DOCUMENTS
· On file building floor plans of existing spaces.
· All work and materials shall conform in every detail to the rules and requirements of the National Fire Protection Association, the local Electrical Code and present manufacturing standards.
· All materials shall be UL or ETL Listed and shall be marked as such. If UL/ETL has no published standards for a particular item, then other national independent testing standards shall apply and such items shall bear those labels. Where UL/ETL has an applicable system listing and label, the entire system shall be so labeled.
· All modular jacks, patch cords, consolidation point, and patch cords performance shall be verified (not just tested) by a third party to be category 6 component and channel compliant.
· If this document and any of the documents listed above are in conflict, then the more stringent requirement shall apply. All documents listed are believed to be the most current releases of the documents. The Contractor has the responsibility to determine and adhere to the most recent release when developing the proposal for installation.
· This document does not replace any code, either partially or wholly. The contractor must be aware of local codes that may impact this project.
5.0 SPECIFIC TASK
The contractor shall provide FEMA - Region 10 with providing all labor, tools, material, and equipment needed to perform and complete the installation of (154) TE Category 6 (CAT6) plenum rated (CMP) cables in up to (37) locations as shown on the floor plans and Table 1 and the removal of all old CAT5/5e cabling from those locations. All cabling will be 100% complete, labeled on both ends of the cables and patch panel, drop termination end point and made operational as part of the finished and tested TE Connectivity infrastructure utilizing ANSI/TIA/EIA-568-C standards, T568B termination.

The (154) data cables will terminate to 48 port Category 6 patch panels provided by contractor in hardware rack located in LAN Server Room 223 and workstation hardware made by TE Connectivity.
Installation of 2U horizontal wire managers between patch panels will be provided by vendor along with properly dressing all cables with Velcro straps.
Vendor will provide and install semi rigid plastic tube wire looms around existing fiber optic cables to prevent against possible damage and properly secure in accordance with industry standards.
Vendor will pull, route, terminate, label and coil all cabling from LAN Server Room to office termination end point.
The vendor will provide proper cable support throughout the ceiling meeting and exceeding BICSI standards and local electrical codes.
All required items will be grounded via #6 AWG by vendor to an electrician provided busbar within the server room.
Upon completion of installation work the vendor will provide the Fluke DTX or similar test records to demonstrate work meets or exceeds industry specifications.
All material and work will provide a 1 year parts and labor warranty.
Vendor will remove all replaced CAT-5 or lesser cable and dispose of material.
Vendor will work with FEMA staff to identify any and all existing Category 5/5e connections currently terminated in the rack that is NOT being replaced by the new Category 6 cabling. Vendor will either consolidate those CAT5/5e cables to a separate patch panel at the rack or punch down on new contractor provided patch panels in contiguous order and label the patch panel and drop box according to patch panel location at test as part of the overall test plan and provide results.
The vendor will label all ports on the patch panel including existing drops with the rack, patch panel number, and port number in accordance with industry standards. In most cases, this usually works out to be simply the patch panel number and corresponding port number. Example "1-2-8" would correspond to the 1st Equipment Rack, 2nd Patch Panel, 8th Port. Upon completion of the project both equipment racks patch panels will be labeled in the same uniform contiguous order.
5.1 Procure all materials need to complete the installation, at a minimum the following will be procured by the contractor:
-- TE Category 6 CMR Cable -- TE Category 6 inserts matching existing wall or furniture colors -- TE Category 6 patch panels– 48 port -- TE 1U Wire Managers, 5 ring -- TE Faceplates with Window matching existing wall or furniture colors -- TE Wall mount phone faceplate matching colors -- TE Faceplates
-- TE SL Surface mount box – 4pt -- consumables -- cable supports
5.1.4 Installation of Materials:
· Cable will terminate from Room 223 LAN Server Room to all necessary locations in the FRC.
· Disconnect and remove all CAT-5 and lesser cabling and dispose of.
· Install CAT-6 network drops from patch panel in room 223 to drop boxes.
· Install any necessary faceplates and wall mounted boxes.
· Install any necessary J Hooks, conduits if required by code or building manager.
· Label both equipment rack patch panels and drop boxes labeled in the same uniform contiguous order throughout the building.
· Produce as built drawing.
· Test operation of all systems and inspect all work with acceptance of city inspectors as required by code, FEMA Facilities Manager and FEMA Information Branch Chief.
6.0 DELIVERABLE AND DELIVERY SCHEDULE
GOVERNMENT-FURNISHED EQUIPMENT
The government will provide to the contractor, except as otherwise specified, at no charge to the contractor, the following materials, facilities, and services listed hereunder for incorporation into the work and/or use in performance of the work. Any work or action indicated to be accomplished by the contractor, including the furnishing of materials therefore unless otherwise specified, shall be at the contractor’s expense.
· Provide required escorts and access to all spaces necessary.
· Equipment Rack space to install patch panels.
· Category 6 UTP patch cables.
7.0 PLACE OF PERFORMANCE
The contractor shall perform work at the following FEMA Region 10 location:

8.0 PERIOD OF PERFORMANCE
The period of performance for this SOW will be within 45 days from the award of the contract with a mutually agreed upon 5 business days to complete this project.
10.0 SAFETY REQUIREMENTS
In order to provide safety controls for protection of the life and health of employees and other persons; for prevention of damage to property, materials, supplies, and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with all applicable Federal laws and regulations with such additional measures as the government may deem necessary. All tools and personal protective equipment required to be provided by the contractor. The contractor shall ensure all tools, equipment, and machinery is in good working order.
11.0 PROJECT WORK HOURS AND SITE ACCESS
Working hours of the building occupants designated to assist with this project are from 8:00AM to 4:00PM – Monday through Friday, excluding Federal holidays. Work performed under this contract shall be performed during these hours designated above, unless otherwise approved in advanced by the FEMA Region 10 Facility Manager or designee. The Contractor shall coordinate the contracted and/or related work items with the FEMA Region 10 Facility manager or designee. The Contractor shall make request for exception to the work hours indicated above to the FEMA Region 10 Facility manager or designee, at least 48 hours prior to the proposed deviation from the above work hours.
12.0 SITE SECURITY REQUIREMENTS
Security requirement of this facility include, but are not limited to a 100% identification check, sign-in and distribution of FEMA visitors badge. Contractor personnel will be escorted at all times. All boxes, crates, toolboxes, etc. are subject to random search, and shall not be left unattended in public areas, except by prior approval of the FEMA Region 10 Facility Manager or designee. Such containers and toolboxes shall be locked and secured when unattended and shall be clearly labeled to indicate general contents and a point of contact in case of emergency. The Contractor shall make available and keep a current roster of employees working at the FEMA Region 10 site.
