NDRF Workshop Procurement

Contractor Questions:

1) Is the "National Disaster Recovery Framework Guide for Implementation in the Economic Recovery Sector" mentioned under 'Workshop and Post Workshop Work' the same, or similar, to the Guidebook for Implementation in the Healthcare Sector drafted earlier this year? How is that document related to the Recovery Annex to the Region I All Hazard Plan (AHP)?

2) What is the target audience for the workshop? state and local economic development representatives? local chambers of commerce, small business administration, etc.?

3) Will FEMA provide the venue for the workshop or shall we include a potential venue cost in our proposed budget?

Question Responses:

1. This workshop is a continuation of the NDRF Healthcare Workshop completed in June 2016. It is a more detailed discussion of the economic elements of the Recovery Annex for the AHP. The major difference is that effort is tailored to the Economic Recovery Support Function (versus HSS Function) of the NDRF. We will partner with the Department of Commerce's Economic Development Administration (EDA) to specifically address economic programs for post-disaster recovery. We do not need to re-write the general NDRF guidebook developed last year. We are looking to add a tailored Economic Annex describing the specific programs that could be used for post-disaster economic recovery (SBA loan programs, Business Recovery Centers for example). We are looking to build an annex to last year's NDRF guidebook to discuss economic programs for Stafford and Non-Stafford events with an emphasis on state economic development leaders. Last year, we needed healthcare leadership to participate. This workshop seeks leaders from the economic development authorities at the federal, state and local level.

2. This workshop is centered on Economic Recovery Support Functions in the NDRF. The primary audience is senior leaders in emergency management but more importantly we seek participation of senior economic development leadership in states and business associations. The state economic development leaders need to have knowledge of their economic programs but not necessarily disaster management. The goal of the workshop will be to combine the knowledge of the emergency managers with the knowledge of the economic development leadership to better quickly recover after a major disaster. Recent lessons learned from the West Virginia floods have shown the value of initiating actions under the NDRF (AET) during the initial response phase. However, the response emergency managers from the state are completely engaged in the response phase of the disaster to effectively consider long-term recovery options. Our goal of our workshop is to engage with the state emergency managers and offer lessons learned that by using state and local economic development authorities they can better coordinate efforts with a stronger connection to long-term economic recovery. We will work with the states to get emergency managers to participate in the workshop and if the states agree, invite federal, local and state economic development authorities. This could include local chambers of commerce and small businesses. We are partnering this workshop with the ongoing work by the Department of Commerce and EDA. They will be inviting their partners in business continuity and economic development for the workshop.

3. The venue options will be arranged by the FDRC and Region I and are not part of the contract. The approved contractor's main goal is to facilitate the workshop, work with FEMA and the EDA on a new Economic Annex to last year's guidebook, and develop a list of economic programs available to eligible entities at the state and local government after a disaster.
