Workshop: Implementation of the NDRF Economic Recovery Scope of Work Background:

FEMA Region I and FEMA Headquarters OFDC leadership’s strategic objectives include a comprehensive plan to increase awareness of the National Disaster Recovery Framework (NDRF) to all stakeholders. In support of this effort, the Recovery Division, National Preparedness Division and Federal Disaster Recovery Coordinator seek to conduct a recovery workshop centered on Implementation of the NDRF in the Economic Sector.

This workshop will entail conducting an in-depth discussion that will support national and regional objectives of the Implementation of the National Disaster Recovery Framework in the Economic Sector. This workshop is unique because of the involvement of a broad range of stakeholders beyond emergency managers. This workshop will include economic development leaders to better ascertain the challenges and opportunities surrounding economic system recovery. Challenges involve gaps in recovery plans for economic recovery. Opportunities exist in getting economic development leaders, and emergency managers to better understand that a strong economic recovery plan developed pre-disaster can greatly improve the efficiency and quality of recovery.

Objectives:

The contractor shall develop and facilitate the NDRF Economic Sector Implementation Workshop in June 2017. The objectives of the workshop are to:

· Build technical competencies needed to effectively and efficiently manage pre- and post- economic recovery objectives under the NDRF

· Demonstrate comprehensive, expert understanding of Recovery Support Functions concepts and processes to support a robust economic recovery

· Explore recovery process in public/ private partnerships by considering the challenges and gaps in New England to support a major disruption to economic systems

· Identify the national policy issues applicable for long-term recovery under the NDRF including roles and responsibilities of federal partners in Recovery Support Functions Contractor Qualifications:

The contractor shall have subject matter expertise in the following subject matter:

· All aspects of National Disaster Recovery Framework (NDRF) issues including in-depth technical knowledge of Continuity Operations (CONOPS), Standard Operating Procedure (SOP), the role of Federal Disaster Recovery Framework programs, Recovery Support Functions (RSF) and National RSF coordinators

· Knowledge and experience implementing NDRF and regulations concerning Stafford Act

· Excellent oral and written communication skills; engaging presentation skills

· Relevant real-world experience in advanced emergency management and economic recovery background

· Understanding of the HSEEP process to develop and facilitate a one day workshop focused on economic recovery (this includes all planning efforts such as invitations, registration, material development, planning meetings, presentation coordination, Workshop location set up and facilitation).

Contractor Deliverables:

· Coordinate with subject matter experts from Department of Commerce and Economic Development leaders to develop Recovery Annex

· Develop, print and deliver 75 paper copies (and also an electronic version) of a Recovery Annex to participants.

· Through the HSEEP process, develop and facilitate a one day Economic Recovery Workshop

· Facilitate all planning meetings leading up to the Workshop

· Develop invitations, registration, agenda and onsite support for Workshop

· Develop a “Quick Look” report 30 days after the Workshop conduct (using participant feedback forms)

· Serve as lead facilitator for the Workshop Contractor Pre-Workshop Work

· Assess the criteria and process in the NDRF for implementing the National Disaster Recovery Framework in the Economic Recovery Sector

· Work with subject matter experts from the Department of Commerce and Economic develop leaders to create an economic Recovery Annex for distribution to Workshop participants.

· Conduct planning meetings, in accordance to HSEEP, prior to the workshop.

Workshop and Post Workshop Work

· The contractor shall provide a supplemental Economic Annex to the National Disaster Recovery Framework (NDRF) Guide for implementation in the economic Recovery sector. The Annex shall discuss the implementation of the NDRF in the economic sector and contain examples from the Recovery Support Functions of the NDRF that addresses Advanced Evaluation Team, Mission Scoping and Recovery Support Strategies. The supplemental annex shall be specific to the New England Hurricane of 1938 and address how the six New England States would support such a disaster. The contractor shall furnish seventy-five (75) printed copies, and provide an electronic copy in a PDF format. The contractor will provide a Quick Look report 30 days after the Workshop. The contractor shall perform all Workshop planning activities in accordance to the HSEEP process.
