Scope of Services paragraph 2.0 Requirements , Subparagraphs 3. and 4.are modified as follows:

Change "Remove and dispose of existing" and replace with the following:

1. Perform maintenance as stated in the ABB Installation/Maintenance Instructions (IB 6.1.12.1-1E).

2. Perform Field Service and Test the breaker.

3. Perform secondary injection testing and provide test result documentation.

Contractor submitted questions and their respective answers are provided as follows:

1. This job needs to be completed in four stages. I assume that we can bill and be paid after each stage. Is that correct?

RESPONSE: Payment for work completed is based on the approved Schedule of Values submitted at the pre-construction meeting. As such, the Contractor should insure that the Schedule of Values clearly distinguishes the work included in each of the four stages to allow for progress payments for each stage.

2. Is it acceptable for us to put in rebuilt breakers that we can get from our supplier or do you insist on rebuilding your breakers?

RESPONSE: Yes, provided the breakers meet all project criteria as stated in the Scope of Work. Also, provide testing documentation and warranties per contract documents.

3. If the breaker doesn't trip can we shut down the main breaker to get inside the switchgear?

RESPONSE: Yes, however, scheduled facility power outages are to be short in duration (2 hours or less) and will need to be schedule during off hours or weekends. Be advised that the transformer providing power to Smith Hall belongs to the utility company and cannot be de-energized without the utility's help (added costs).

4. Specifications state to Remove & Dispose of existing ABB K-4000M electrically operated, drawout, (Main) ACB and replace with FPE FP-100, 4000A drawout ACB. FPE did not manufacture a FP-100, 4000A bkr. & since long ago FPE has been out of business, therefore it is not available for replacement. Would an extended outage be feasible for probable cubicle modifications required for replacement with an alternate equal breaker?

RESPONSE: Refer to the modification to the Scope of Services paragraph 2.0 Requirements, Subparagraphs 3. and 4., at the top of page 4 of this amendment. If an extended outage is required the contractor is to provide temporary power.

5. With existing K-4000M main breaker a very good design bkr. (still available from ABB), would Remanufacture & Retrofit of existing unit be a possible alternate to replacement?

RESPONSE: Refer to the modification to the Scope of Services paragraph 2.0 Requirements, Subparagraphs 3. and 4., at the top of page 4 of this amendment.

6. The existing ABB K-800M feeder bkr. is also stated for replacement in specifications. Would an extended outage be feasible for probable cubicle modifications required for replacement with the requested FM-25 ACB?

RESPONSE: Refer to the modification to the Scope of Services paragraph 2.0 Requirements, Subparagraphs 3. and 4., at the top of page 4 of this amendment.

7. The existing K-800M feeder breaker is also a very good design bkr. (still available from ABB). Would Remanufacture & Retrofit of existing unit be a possible alternate to replacement with a FM-25 breaker?

RESPONSE: Refer to the modification to the Scope of Services paragraph 2.0 Requirements, Subparagraphs 3. and 4., at the top of page 4 of this amendment.

8. To eliminate the need for multiple circuit breaker outages (out of cell times) for replacements, could identical bkrs. be supplied from contractor stock completely Remanufactured & Retrofitted for single exchanges per circuit? Existing bkrs. would then be used for future exchanges, or credit on supply breakers. Would supply of multiple FM-25 feeder bkrs. at one time be allowed to expedite the exchange of existing bkrs. with Remanufactured & Retrofitted breakers?

RESPONSE: Yes, provided the breakers meet all project criteria as stated in the Scope of Work. Also, provide testing documentation and warranties per contract documents.

9. With one existing FM-25 feeder breaker having been replaced, or rebuilt, only this past April, is that bkr. still required to be Remanufactured & Retrofitted under this project scope? If not, would the specified quantity of 15-FM-25 feeder breakers to be Remanufactured & Retrofitted change, or would the spare FM-25 bkr. then be included in the project scope?

RESPONSE: The remanufactured breaker can remain but will still need to be tested and will still reside under the project SOW with regards to warranties.

10. If necessary will we be able to work on the nights/weekends to allow extra time on the removal of the breakers?

RESPONSE: All work for this project is to be outside of normal working hours and on weekends. Normal working hours are from 0730 to 1600, Monday through Friday.

11. Is a complete shutdown possible for the 4000A breaker?

RESPONSE: Yes, however, scheduled facility power outages are to be short in duration (2 hours or less) and will need to be schedule during off hours or weekends. Be advised that the transformer providing power to Smith Hall belongs to the utility company and cannot be de-energized without the utility's help (added costs).
