The following revisions are made to this solicitation:

1) IFB Section B.1 Page 4: DELETE Note that reads: “The Contractor shall provide a complete and detailed cost breakdown including, but not limited to: labor, materials, equipment, overhead and profit for all line items.” This is a lumps sum bid and no cost breakdown is necessary.

2) Specification Section 01 14 00, paragraph 1.1, add following note k: Take measures as necessary to safely allow traffic to traverse the work to prevent damage to vehicles and existing construction that is to remain in-place. Use steel traffic plates and/or temporary asphalt patching to create a level surface at the end of each work day. When used, temporary asphalt patches shall be compacted and maintained so that there is no loose material around to be kicked up or picked up by tires.

3) Drawing P2760135, Sheet 2 of 5, General Notes, add following note 8: At the gate located near the guard shack, located and map the existing traffic sensor loops in the asphalt. De-energize the loops before beginning construction work. Reinstall new sensor loops and reconnect to gate control; materials, layout and installation to match the existing loops.

4) IFB Section H, Add following Section:

H.7 TEMPERATURE REQUIREMENTS

Bidders are advised that all temperature requirements described in the project specifications, and reference specifications, as well as those for products used to construct the work, shall be strictly enforced by the Government.

5) IFB Section H, Add the following Section:

H.7 SCHEDULE RESTRICTIONS

Bidders are advised that no on-site work shall take place between November 15 and April 15 due to normally occurring cold temperatures. If work on a particular area cannot be started and completed in one consecutive period of time before November 15, then the work in that area shall be delayed until April 15.

The following question was received and the following answer is provided:

VENDOR’S QUESTION: “We are working on the pricing for this project and the paving numbers are coming in as a higher percentage of the project than I had anticipated. This is being driven by the thickness of the binder being installed from 7”-12” thick. This material is being installed on top of new concrete flow-fill. Can we increase the thickness of the flow-fill to allow for a standard 4” (2” binder + 2” top) of asphalt? “

GOVERNMENT’S ANSWER: Flowable fill may not be used as a substitute for the asphalt thicknesses specified.
