RFQ HSCG87-08-Q-643361 FOR PORTABLE STEAM BOILER PLANTS FOR ISC KODIAK, ALASKA, IS AMENDED TO ADDRESS TECHNICAL QUESTIONS BROUGHT ABOUT BY THE SPECIFICATIONS IN THE RFQ. SEE ATTACHED PAGES 2-4 FOR TECHNICAL QUESTIONS AND ANSWERS. THE DATE THAT QUOTES ARE DUE IS NOT CHANGED

AND REMAINS COB 8/01/2008 AS SPECIFIED IN AMENDMENT 0005 DATED 24 JUL 2008.

TECHNICAL QUESTIONS AND CLARIFICATIONS

1. What is the parking space dimensions, that the boiler needs to fit into?

Answer: length 20’ x width 10’

2. What is the maximum towing weight limit for the portable boiler (basically, what is the towing capacity of your pickup trucks?)?

Answer: 8,500 lb dry weight. If you do not drain the water out before you move the boiler then this weight needs to include water in the boiler and feed water tank and we will need to say so.

3. The portable boiler shall be mounted in an enclosed trailer. In the specification replace the word "van" with enclosed trailer.

The enclosed trailer shall have a 2-1/2" ball hitch.

The portable boiler shall have a maximum towing weight of 8,500 lb dry (when boiler/ feed water tank filled with water?)

The Coast Guard intends to pull the portable boiler with a 3/4" ton pickup truck.

Answer: Clarification only

4. The boiler and boiler system equipment shall not be skid mounted.

5. In paragraph 2.8.1 the "new freestanding 17' inside trailer" means a new enclosed freestanding trailer that has an inside length of 17'.

The trailer shall fit in a parking space that is 20 ft long x 10 ft wide.

6. Delete hose reels from the contract.

7. Is it intentional that softeners and chemical treatment was omitted from the contract?

Answer: Yes this is intentional.

8. 2.1.5 The gas analyzer is a separate piece of equipment, not integral to the controls, is this sufficient?

Answer: Delete the gas analyzer.

9. Does the Coast Guard want a printer with the analyzer?

Answer: See above, gas analyzer is deleted.

10. Does the Coast Guard want an LCD readout with the volumetric steam flow meter?

Answer: We do not want a LCD readout on the steam flow meter.

11. 2.2 Does the Coast Guard want a blowdown separator/tank

Answer: No.

12. 2.3.3 Would centrifugal pumps (e.g. -grundfos) be acceptable?

Answer: Centrifugal pumps are acceptable.

13. 2.6 What will available voltage be for outside connection? 208 / 240 / 480 / multiple?

Answer: The specification states in section 2.8.1 that the trailer shall be designed for 208/120/3/60.

14. 2.7.2B A 60 gallon oil tank will run a 50 hp boiler for approx. 4 hours at high fire. Is this adequate for the government?

Answer: 60 gallon tank will be adequate for our purposes.

15. 2.8.1 17’ inside space is a nominal 20’ in shipping containers.

Is this adequate for the Coast Guard?

Answer: The specification has been clarified above. The trailer shall be an enclosed trailer vice a van trailer; the trailer shall be new;

the trailer shall have a 2-1/2 ball hitch; it is the intent of the Coast Guard to pull the trailer with a 3/4 ton pickup truck. The inside length of the trailer shall be 17'. The trailer shall fit in a parking space of the dimensions defined above.

16. NEW trailers / shipping containers are nearly impossible to find in the US. Most all ship from China filled. Most all trailers / containers available on the market are once used, but considered “new”.

Is this adequate for the Coast guard.

Answer: We want new trailers.

17. 2.8.2 Noise not to be in excess of 80 dpA. At what range?

Answer: Noise shall not exceed 80 dpA at a distance of 3'from the trailer.

18. 2.8.3 Calls for hose connections to be 1.5”, however, 2.1.11 calls for steam connection points to be 3”. Is this correct? Will government supply reducing fittings?

Answer: The contractor shall provide reducing fittings.

19. 2.1.1 states a Scotch Marine Type steam boiler. Is this a manufacturer of boilers?

Answer: No, it is a type of boiler
