QUESTION 1:

D-006 Crossdeck Winches, Inspect And Service, Paragraph 3.4

Table 2, item number 19 instructs Contractor to renew and calibrate a GFP Load Cell (qty 1).

However, there are qty 4 listed in the GFP table. Please clarify if the intent is to renew 1 or all 4 of the system load cells.

ANSWER: The quantity should be four (4) as in one (1) for each crossdeck winch. Similar changes have been made to Tasks 20, 21, and 22. See Rev1 for changes.

QUESTION 2:

D-011 Twin Pivot Arm Davit, Overhaul, Paragraph 3.1.2

3.1.2 Requests Contractor provide the services of a certified Tech Rep. During review of USCGC Aspen’s RFQ (HSCG85-17-Q-P450011), it was discovered the Welin-Lambie Tech Rep would be provided by Coast Guard instead of by the Contractor per original work spec.

Please verify if Contractor will be required to provide the Tech Rep and include those sub-contracting costs in the pricing, or if CG will provide at their cost.

ANSWER: USCG will provide Welin Lambie technical representative and coordinate with Contractor for scheduling after award. This cost should not be reflected in the contractor’s quote.

QUESTION 3:

D-012 Buoy Crane, Appleton Eb4806040, Inspect And Service, Paragraph 3.1.2

3.1.2 has a new bullet point stating the Tech rep must “Be on scene during Maintenance” which was not included in other recent similar Work Items (i.e. Aspen RFQ# HSCG85-17-Q-P45011).

Upon contacting the OEM for Tech Rep services, OEM states they do not provide tech reps “for the entire evolution” but “expertise/support while the contractor performs the physical overhaul is always available via the assigned tech rep or from our office staff.”

Further, OEM states the items the Tech rep would be on site for would be:

“For your information/use – a more practical way of utilizing our tech rep expertise for the scope of work is to consider 2 visits:

• Trip 1: Pre-test & Inspect/CFR & establish maintenance/overhaul procedures

• Trip 2: Inspect & Groom/Test”

Since this does not meet the new requirement, we will require clarification on how to fulfill the scope of this change based on the OEM’s stated capabilities.

ANSWER: This work item has been revised and the necessity for the technical representative to be onsite during all maintenance was removed. See Rev1 for changes.

In Table 1, Task #2, it tells us to 3.2.4 (Preserve) the Boom Assembly, Boom, Turret Assembly.

In Task #23 & #24, it tells us to Partially Preserve All crane exterior and Interior surfaces under 3.2.4(Preserve). Are we to bid the Partially Preserve all crane surfaces in Tasks #23 & #24 and disregard the requirements of Preserve in Task #2?

ANSWER: Preservation was removed from Task 2 and covered in separate Task. See Rev1 for changes.

QUESTION 5:

D-016 / O-038 Temporary Services, Provide – Cutter, Paragraph 3.2

Table 1 of paragraph 3.2 indicates Coast Guard requests Duty section berthing (sub para 3.3.4), but the details of requested scope of service were omitted. Also, Work Item 38 is an Optional Work Item for Lodging.

Please provide details of requested duty section berthing (if different from Item 38). Also, please clarify if berthing/lodging is a definite or optional work item so costs are included only once.

ANSWER: D-016 for Temporary Services includes duty section berthing for 5 males/0 females while onboard berthing is disrupted. Work items expected to disrupt berthing are "Vent Ducts (All Other), Commercial Clean" and exterior deck preservation work items 25-30. O-038 for Temporary Lodging is an optional item for the entire crew berthing, off the ship, while berthing is disrupted.

QUESTION 6:

D-020 AC Thruster Generator, Clean and Inspect, Paragraph 3.2.1

In paragraph 3.2.1, it states to renew bearings and bearing housings. Should this be to renew bearings and bearing housing seals?

ANSWER: This work item should read “renew bearing housing seals.” See Rev1 for changes.

All other terms and conditions remain unchanged.
