DRYDOCK REPAIRS FOR USCGC PAMLICO (WLIC 800)

RFQ Number:

SOLICITATION SECTION:

PARA NO.

DEFINITE/OPTIONAL ITEM NO.

PARA NO.

TITLE:

WI 47 and 48 Shower Stalls/Decks

QUESTION:

Para 3.2.2 and 3.2 respectively; Visually inspect…..and repair , “if necessary”; and surfaces behind shower stall bhd renewed “if necessary”/ 3.2 inspect and “if necessary” replace… Who determines “if necessary”?

Would repairs behind shower stalls fall under an item of discovery to be quoted under a CFR? Can the CFR process be used to quote after inspection?

3.2.2 What is meant by in accordance with WI S16_0012_00528…._800? Where is this located?

The Intent section in WI47 states …renew shower paneling, pan and lights, however, para 3.2.1 only states to crop and remove the SS deck tray. The panels are only listed as an interference.

Can the existing upper shower stall panels be reused.

Will the new “floor” of the shower stall have a new ss plate [pan] installed or just the cosmetic polymeric applied over the steel decking, thus eliminating the previous ss pan.

Please clarify the rip-out scope and what the intent of the end product to be.

RESPONSE:

In regard to the statement, "if necessary", CG will determine if work will occur based on the CFR submitted by contractor.

Work item 47 paragraph 3.2.2 is telling contractor to renew the deck IAW work item 48.

Work item 47 paragraph 3.2.2 "surfaces behind shower stall bulkheads should be renewed if necessary", contractor should submit a CFR and any work will be completed via CR.

"Work Item S16_0012_00528_ShwrStllDkInspct&Rpr_800" is a typo, this should say work item 48.

Work item 47, contractor shall renew shower stall paneling, pan and lighting in all showers.

For shower base configuration, see attached drawing of typical configuration, no shower pan will be reinstalled, just epoxy liner w/ shower panels capping/resting ontop of lining to prevent water flow behind flooring.

WI 54 – Pilothouse Overhead , Repair:

Para 3.3.1 states…. “if surface preparation involves the removal of lead paint… Does the EXTERIOR top of the PH contain lead paint?

“perform a UT inspection… How many UT shots should considered for this

Para: 3.4 states crop and renew approximately 50 SF of plating.

Is the 50 SF all one plate location? Can the government provide clarification as to which location on the PH top the 50 SF is located?

Does the CG expect a complete pull down and removal of the interior overhead to accomplish said work item? Will CG ETs remove the electronics and navigation equipment in the PH?

RESPONSE:

Exterior of the pilot house top does not contain lead paint.

200 UT shots

The location and/or locations for the 50 sqft of plate renewal will be determined after a substrate inspection has been done after the exterior coatings have been removed IAW para 3.3.1, no clarification can be given at this time.

Contractor shall remove/protect interferences, as needed, depending on the scope of repairs discovered after the substrate inspection IAW para 3.1.4.

Contractor is responsible for removing/protecting all interferences, CG does not have plans to have ITs/ETs remove pilot house equipment.

WI 28 Spud Wells, Preserve WI29 Spud Wells Inspect:

Both WI 28 and 29 are designated Definite, WI 28 states that liners are to be removed , WI 29 has liners left in-place for inspection.

RESPONSE:

CG doesn’t see any conflict between Work Items 28 and 29. Follow specs as written, liners can be left in place to complete Work Item 29 and needs to be removed to complete 28.

WI 54 Pilothouse Overhead:

Upon review of drawings on CD no 160-WLIC 3301 -002 for the ceiling tiles was found. Can you provide this drawing?

Dwg 3301-01 references the JM wall panels as having asbestos backing.

Can you confirm if the panels in the PH are the same brand? If so how is panel disturbance with asbestos containing material addressed?

ANSWER:

160-WLIC 3301 -002 is not referenced in Work Item 54 but 3301-005 is and they are basically the same drawing but the referenced drawing 3301-005 is PAMLICO specific.
