REQUEST FOR INFORMATION (RFI) #1: Specification section 028233, 1.3.1, paragraph 2, sentence starts with “if present”, has the USCG performed survey & testing already, or are we to assume lead is present, or are we to increase our proposal for survey testing, abatement and sampling?
RESPONSE: A lead paint survey shall be performed by a licensed state of Louisiana lead paint abatement contractor hired by the general contractor prior to the required demolition and or preparation of items associated with the repair and installation work as stated in section 01 11
00. This survey shall be performed only on the items or existing structural members that will be affected by the new construction.
REQUEST FOR INFORMATION (RFI) #2: Specification section 028233, 1.3.1, paragraph 2, sentence 2 references lead paint in “Generator Building.” Is this to mean there is “NO” lead paint associated with the Hangar Building?
RESPONSE: No, a lead paint survey shall be done at both buildings (generator bldg and hangar) but only at items that will be affected by construction. Please refer to Paragraph 1 of the section 018233, 1.3.1, which clearly defines the hangar building's steel structural members including steel columns, beams and trusses.
REQUEST FOR INFORMATION (RFI) #3: Is any lead abatement to be included in base bid or will it all be handled per unit price #9 in its entirety?
RESPONSE: Only the lead paint survey and testing shall be part of the base bid, the lead abatement shall be handled entirely per unit price item #9.
REQUEST FOR INFORMATION (RFI) #4: Will USCG handle all lead testing & monitoring or is this cost to be included in unit price #9 with required abatement?
RESPONSE: Same as #3.
REQUEST FOR INFORMATION (RFI) #5: The performance period for this project is 120 days.
The system is going to take 3-4 weeks for submittals. It's then going to take 2-3 weeks for gov approval. 10-12 weeks to manufacture the doors after the approval. We will then have to install the doors which will take another 6-8 weeks or so. At this time the performance period is 120 days. Best case scenario on construction is 150 to 170 days to complete the system as a conservative estimate. Will this be addressed?
RESPONSE: The total performance period for this project is hereby changed from 120 to 180 calendar days.
REQUEST FOR INFORMATION (RFI) #6: The requirement to complete the project in 120 days after NTP and keep the hanger in full operation is extremely aggressive and likely not achievable. �The doors alone will require more time than that after all submittals are approved. We suggest at least 180 days after submittal approval and fast tracking of the structural work that can be done while the door submittals are in process.
RESPONSE: Same as #5.
REQUEST FOR INFORMATION (RFI) #7: We propose to initially install the upper 8W15 beams without containment and hold them in place with screws to the deck, and them weld the beams using a smaller containment on rolling scaffold or scissor lifts. Is this acceptable?
RESPONSE: The proposed methodology by the contractor below to install the roof W8X15 beams is acceptable but will require coordination with operations inside the hangar at all times as specified in specification Section 01 11 00, paragraph 1.1.1.
REQUEST FOR INFORMATION (RFI) #8: We are considering removing and replacing the generator building roof in order to install the new generator. Is this acceptable?
RESPONSE: Yes, this will be an acceptable method as long as provisions for shoring/supporting the walls while the operation takes place are taken.
REQUEST FOR INFORMATION (RFI) #9: Section 1 on sheet S-02 indicates that the new 8W15 beams are to be filet welded to the trusses on the bottom and top. The beams are also connected to the roof decking with 56 self tapping screws. Since these beams are simply supported with no moment stresses, these two welds serve no purpose other than to help hold the beams in place. We suggest that these welds be deleted to reduce the problems from welding in an operating hanger.
RESPONSE: The W8x15 roof beams as indicated in Section 1, sheet S-02 are to be welded to the existing trusses at the bottom only. These welds will be required since the W8x15 beams will transfer roof metal deck diaphragm shear forces onto the trusses and require a connection to the trusses.
REQUEST FOR INFORMATION (RFI) #10: Is the anti-siphon valve a mechanical type as indicated on the drawings or is it a valve that will require 120v ac wiring as per spec such as a solenoid valve? Wiring is not shown on drawings.
RESPONSE: The anti-siphon valve a mechanical type as indicated on the drawing P-1 detail P1#1.
REQUEST FOR INFORMATION (RFI) #11: What are the liquid damages per day?.
RESPONSE: There are no stated liquidated damages in this contract. However, the Contractor is expected to complete the work within the specified 180 calendar days. Failure to complete on time, could result in consideration to the Government.
