QUESTIONS FOR CLARIFICATION

Q1) WI 31 - Table 3 in the referenced work item lists “Yes” under Oily Filters for disposal. Can a definite quantity be provided?

A1) Table 3, Oily Filters for Disposal is changed to read “No”. See attached.

Q2) WI 43 - Paragraph 3.2.6.5 does not identify which hydraulic hoses/hose assemblies are to be renewed. Are any hydraulic hoses / hose assemblies required to be renewed, and if so, which ones, what sizes/lengths, and how many?

A2) There are 4 hoses total for renewal (2 on each CPP system). Hoses are 0.75” rated 3500 psi. Two hoses are approx 2-ft long and two hoses are approx 3-ft long Q3) WI 37 - Paragraph 3.2 does not identify the connection type for the valve to be installed. What is the type of connection, screwed, flanged, welded, etc?

A3) Ballast tank sounding tube valve is threaded – the CFR that’s mentioned in 3.2 is in case CTR has to remove/reweld the sounding tube in order to install the valve due to proximity to bulkhead.

Q4) WI 36 - Paragraph 3.4.2 requires renewal of longitidinals and hull plating. There are a number of tanks below the Engine room that may need to be certified safe for hotwork if the designated plate or stiffeners to be replaced is/are in the affected zone. Will tanks be subject to Change Order if the designated plate or stiffener replacement requires tanks to be certified?

A4) If tanks are interference to longitudinal work a CR will be generated for content removal. Work is outboard of generators on hull.

Q5) WI 38 - Table 2 identifies three valves, item numbers V35, V52, and V27. These valve designations are not found on references 905 WMEC 541-001, 541-002, or 541-003.Valve designations on these references begin with "FOT…". Please confirm that these valves are the valves which are located at the 01 Level Weatherdeck Port Side at approximately Frame 119 and that the 2.5 inch steel piping to be replaced is the piping on the Port Side Weatherdeck at approximately Frame 119.

A5)Yes these are the valves and piping are on the Port and STBD side of the weather deck.

There is one fuel riser on the STBD side, one fuel riser on Port, and one JP5 riser on Port. The intent is to inspect and renew the valve & piping in kind with existing configuration

Q6) WI 14 & 17 - Work Item 14 is identified as an OPTION item and includes requirements to remove, inspect, and reinstall both hubs and also includes requirements to take receipt of, and inspect new hub/s and turn in old hubs. Related Work Item 17 is identified as a DEFINITE work item and includes requirements to renew ONE hub assembly. Is it the governments intent to remove and inspect both existing hub assemblies, make a decision to reinstall existing or new, and then install two (2) hub assemblies? If so, please confirm that Work Item 14 and Work Item 17 are correctly identified as OTION or DEFINITE Work Items.

A6) It is it the government’s intent to remove and inspect both existing hub assemblies, make a decision to reinstall existing or new, and then install two (2) hub assemblies. Yes it appears those 2 WI’s are backwards in how they’re labeled as Definite or Optional.

Q7) WI 8 - Is the intent of paragraph 3.2.2 to remove the intermediate shafting to a machine lathe for conducting a run-out test of the shaft?

A7) IAW 3.2.2 Contractor shall conduct a run-out test and record measurements. Yes, the intent is that the intermediate shafts will be removed from the cutter.

QUESTIONS FOR CLARIFICATION

Q8) WI 20 - Valve 2-85-2 is a Scupper Valve, 180 Degree. Is it the intent of the item to replace the existing valve with a new 180 Degree Scupper Valve?

A8) No, Overhaul of 180 Degree valve is acceptable with a CFR.

Q9) WI 43 - Paragraph 3.2.8 requires the Contractor to flush the hydraulic system using the system/s operating fluid. Is the system’s operating fluid to be provided by the Government? If not, who is providing the operating fluid and how much is to be provided?

A9) The intent of paragraph 3.2.8 is to test the oil, if within specs reutilize the oil. However topping off of the tanks later in 3.2.9.1 is intended for the contractor to fill the tanks through a filtering device to ensure the cutter tanks are full.

Q10) WI 43 - Is the hydraulic oil retained in paragraph 3.2.8.3 to be used to replenish the system (paragraph 3.2.9.1) and sump tanks (paragraphs 3.2.9.2 and 3.2.9.2.2)? If not, who will be required to provide the hydraulic oil and how much oil will be provided?

A10) Oil retained in 3.2.8.3 will be utilized to replenish the system. IAW 3.2.9.1 Storage tank replenishment will be provided by the Contractor. Our hydraulic oil storage tank is 470 gal, and there are 2 CPP sumps (3.2.9.2) each holding 230 gal.

Q11) WI 15 - Paragraph 3.3 requires the Contractor to flush the hydraulic system using the system/s operating fluid. Is the system’s operating fluid to be provided by the Government?

If not, who is providing the operating fluid and how much is to be provided?

A11) WI 15 and WI 43 are utilizing the same hyd system. Contractor will supply all flushing fluid for the OD box.

Q12) WI 15 - Is the hydraulic oil retained in paragraph 3.3.2 to be used to replenish the system as required by paragraph 3.4? If not, who will be required to provide the hydraulic oil and how much oil will be provided?

A12) Again the intent is for the oil that passes testing to be reutilized and failed oil be disposed

of. However topping off of the tanks later in 3.4 is intended for the contractor to fill the tanks with new oil through a filtering device to ensure the cutter tanks are full.

Q13) WI 36 - Paragraph 3.4.2 directs us to renew up to two sea chest pipe risers in the vicinity of the Main Diesel Engines. I can’t find any drawings listed in paragraph 2 that relate to piping.

Can someone provide more details on this repair (diameter of pipe, length, fittings, material, etc.)?

A13) The pipe risers are the pipes the sea chest valve bolts onto that penetrate from the engine room into the sea chest. There are 5 total, though renewals will be based on UT shot & visual inspections;

base estimate should include up to 2 renewals & any mod to that would be CFR. Riser sizes are (approx):

MSW #1 8-in pipe 17-in height MSW #2 8-in pipe 13-in height Blow Down 3-in pipe 5-in height Vent 3-in pipe 5-in height BEB 6-in pipe 5-in height
